At the heart of a misleading conceptualisation of policy practice is what we refer to as the ‘common-sense’, ‘mainstream’ or ‘linear’ model of public policy. This model represents public policy as a dichotomous linear process, of two distinct but sequential phases. The process begins with a decision or a sequence of activities which culminate in a decision. The decision also constitutes a ‘policy’. Then there is a break. On the other side of the divide is ‘policy implementation’ … the unthinking acceptance of the mainstream model in policy analysis has … important and dangeous consequences (Clay and Schaffer, 1985, p.3).  相似文献

Abstract. The policy sciences have been evolving as a discipline over the past thirty years, but the development has been less than clear, its directions somewhat uncertain. Still, the founding characteristics, as set forth by its early proponents, have remained relevant and relatively constant. The policy sciences have been defined by their multidisciplinary perspective, their problem-oriented, contextual approach, and their treatment of normative standards. This paper reviews the development of the policy sciences in light of these three hallmarks and observes how each has experienced great variations. Finally, the paper suggests six emerging conditions which could have a significant effect on the future development and practice of the policy sciences.  相似文献

The direct PM election model features as an ‘empty cell’ in typologies of political regimes. A more fine grained analysis of the model shows that it depends on the choices made on three institutional parameters (object of the election, electoral system, legislative/executive relationship) whether it constitutes a distinct regime type. A comparison of nine examples confirms that the label of a direct PM election covers a wide array of institutional designs. A direct PM election may involve a full-fledged presidentialisation, but it may also imply a marginal adaptation of the parliamentary system. The model can only be considered as an intermediate regime type when it combines the exclusive electoral origin of the executive with a parliamentary legislative/executive relationship.  相似文献

Is there such a thing as an optimal government size? We investigate the so-called Armey curve, which claims an inverted U-shaped relationship between government size and economic performance, using non-parametric Data Envelopment Analysis (DEA). The DEA scores are linked to control variables, such as initial per capita income, openness, population density, urbanization, country size and family size. For 23 OECD-countries we estimate the country specific efficiency scores, which reveal the extent to which a country uses excess public resources to achieve the observed growth rate of GDP.  相似文献

This article asks whether and under what circumstances a presence in news media debates helps advocacy groups to achieve their policy goals in European Union (EU) legislative politics. Common wisdom holds that lobbyists eschew the public spotlight and prefer to influence policymaking from behind the scenes. This perception contrasts with the literature on media and interest groups, which typically conceives of media attention as a crucial commodity for interest groups to influence policy decisions. This article unites these seemingly contrasting stances by arguing that media attention can be both a blessing and a curse for advocacy. The central argument posited is that media attention may improve or reduce advocacy groups’ chances of preference attainment depending on how advocacy groups frame their message in the news. The analyses draw from interviews with more than 200 policy practitioners and content analysis of 3,557 media statements connected to a sample of 125 EU policy proposals. The findings demonstrate that an advocacy group’s media presence may improve preference attainment, but only when the advocacy group manages to frame its objectives in the news as aligned with the public interest.  相似文献

A new technique is described of obtaining a replica cast of the human skull base by making an epoxy resin case from a silicone rubber mould of the skull base. The replica provides an accurate and permanent record of the shape and dimensions of the base of the cranial cavity, together with the location and extent of any fractures of the skull. The method gives a good correlation between these characteristics and the type and extent of brain damage.  相似文献
