Some important studies suggest that the organizational imperatives of donor agencies explain the tendency of foreign aid to reinforce institutional centralization rather than to support the development of decentralized institutions in recipient countries. This article shows that certain design features of two decentralized USAID projects completed in Peru during the 1980s facilitated achieving donor objectives, decentralized institutional development, and national-level reforms favoring decentralization. Analysis of this experience reveals that these design features reduced the costs and increased the benefits of decentralized implementation for the donor, while allowing synergies between implementation and institution building to be exploited. Indeed, in the context of Peru’s highly centralized, control-oriented public sector, bypass mechanisms traditionally used by donors to expedite implementation and insulate projects from uncertainty also generally enhanced the development of decentralized institutions. The lessons distilled in this case study have broad relevance since the sorts of administrative obstacles encountered by USAID in Peru—excessive centralization, disbursement bottlenecks, and onerous bureaucratic controls—are all too frequently found in other developing countries. The design and construction of a complex snow fence system, the development and implementation of a visual range monitoring system, and the development and use of a snow profile prediction model for highway design, are used as examples of successful technology transfer. The National Household Education Survey, a nationally representative data set (N=4,306 high school students and one parent of each), was analyzed to describe characteristics of adolescents, the nature of their service activities, and academic, behavioral and civic outcomes associated with service (voluntary compared to school-required and by type of service). Participation in any service is associated with positive outcomes whether service is voluntary or required. Adolescents who worked directly with individuals in need had better academic adjustment; those who worked for organizations had better civic outcomes than adolescents who performed other types of service. Findings are discussed in terms of their significance for adolescent development, educational policy, and the use of large national data sets to examine service participation. Medium‐chain acyl‐CoA dehydrogenase (MCAD) deficiency is a rare but important component of the differential diagnosis for adults with a history of premortem mental status changes and the postmortem finding of hepatic steatosis. This case report describes a 30‐year‐old white man who, following a period of nausea and vomiting, was admitted to the hospital with sudden mental status deterioration followed rapidly by clinical deterioration and death. Treating physicians in this case suspected acute illicit drug toxicity with synthetic cathinones based on social history. Clinicians and medical examiners should be aware that the presentation, signs, and symptoms described may indicate an underlying inborn error of metabolism such as MCAD deficiency and take action accordingly.  相似文献

The connection between policing and whiteness remains an undertheorized area of police studies. In this article, I explore ordinary policing behaviors through the lens of critical whiteness studies in an effort to understand how White police officers actively make, or fail to make, meaning of race in the context of their work. Drawing on ethnographic work with three police departments in the Midwest, I describe the racial anxieties and insecurities White officers express at the possibility of being viewed as engaging in racializing behaviors. Of particular interest is the power of the crime control focus orienting everyday policing practice in displacing attention from the many ways race, and particularly whiteness, matters in policing. I conclude by discussing the implications this line of inquiry holds for making discussions about the role of white privilege in policing more productive.  相似文献

ABSTRACT

Acts of cyberterrorism represent potential, significant negative effects to property, infrastructure systems, security, and an overall way of life. These disruptions garner significant attention from government and the public. Managers concerned by threats of cyberterrorism should understand the components that enhance organizational competence so that doubt and fear do not overtake organizational members when faced with such extreme events. Although organizational competence is important in everyday organizational behaviors, the presence of confidence in organizational abilities is especially critical when operating in the midst of the ambiguity and destructive disruptions associated with cyberterrorist threats. We empirically assess three factors associated with competence for organizations facing simulated cyberterror attacks. Our results support the relationship between two of these factors—organizational identification and deference to expertise—with organizational competence. These findings contribute to research concerning the antecedents critical to organizational competence and also add to the growing research on cyberterrorism.  相似文献

This short introduction to the symposium sets the context for the collection of articles, locating them in debates about labour conditions in the global economy. It outlines the two central questions which animate the symposium. First, what forms do unfree labour take in the contemporary global economy, and what are the implications for the most vulnerable workers in diverse contexts? Second, which processes, conditions and dynamics generate and facilitate unfree labour, and which theoretical and analytical perspectives do we need in order to understand them? It summarises some of responses to these questions which emerge in the collected articles, and highlights their contributions to the task of advancing fresh ways of thinking about unfree labour.  相似文献

Much has changed in European political economy over the past 30 years, both in terms of the political economic realities and the scholarly explanations of those realities. National economic policies and policymaking have undergone major transformations, largely in response to the pressures of globalisation and Europeanisation. Such transformations have entailed significant alterations in the role of the state, the importance of business, and the power of labour. In light of these changes in the political economic realities, political economists have shifted their focus over time, first taking labour out of the equation, then bringing the state back in only to devalue it in light of globalisation and Europeanisation before putting the firm front and centre. Only recently has the state been brought back in yet again while labour has made a comeback.  相似文献
