Aid potentially can contribute to democratization in several ways: (1) through technical assistance focusing on electoral processes, the strengthening of legislatures and judiciaries as checks on executive power, and the promotion of civil society organizations, including a free press; (2) through conditionality; and (3) by improving education and increasing per capita incomes, which research shows are conducive to democratization. This study provides a multivariate analysis of the impact of aid on democratization in a large sample of recipient nations over the 1975–2000 period. Using two different democracy indexes and two different measures of aid intensity, no evidence is found that aid promotes democracy. This result is robust to alternative model specifications and estimation techniques, including the use of exogenous instruments for aid. Results are similar if the analysis is confined to the post–Cold War period (1990–2000), despite the reduced dependence of the U.S. and other donors on pro-Western authoritarian regimes among aid recipient nations. 相似文献

Despite a longstanding research tradition examining the intersection of policing and race, extant research focused almost exclusively on race and ethnicity in Black and White terms. As such, academic knowledge of the Hispanic experience remained opaque. In this study, data from a random sample of New York City residents were used to compare the perceptions of racial profiling among Hispanic and non-Hispanic citizens. In particular, factors relating to the perception that racial profiling was widespread, justified, and personally experienced were examined. New media technologies, such as the internet and email, have been seen as providing opportunities to reinvigorate representative democracy and parliamentary institutions. This article examines the use of new technologies by Australian Members of Parliament (MPs). It looks at the growth and function of MPs' websites and assesses how far such technologies might facilitate changes in their electorate, party and parliamentary roles. We analyse what factors persuade MPs to move online and how they then use the technologies. The results indicate that while websites amongst legislators are growing, they are used primarily as supplementary, administrative tools. Overall, technological innovation in the Australian Parliament is still relatively rare and it appears there are systemic barriers that limit the potential of information communication technologies (ICTs) in the representative process. 相似文献
