How do professionals experience working with offenders diagnosed with personality disorder within a prison environment?

To explore the different experiences of a Multidisciplinary Team working with offenders diagnosed with personality disorder (PD) and produce a substantive model of the Offender PD Pathway strategy from a staff perspective. Fourteen participants were recruited from ‘Unit A’ located within a high security prison. Semi-structured interviews were conducted with participants and the data collected were analysed using constructivist grounded theory. A model was constructed depicting the experiences of those working with offenders with PD. Main themes identified were: prison environment; synergy of the workforce; understanding of the client; individual perceptions; support; and personal change. Although there was enough similarity within the participants’ responses to consider them to be a homogenous population, there were some noticeable differences in trends of responses evident between the two sub-groups of health service-based clinical staff and prison staff as expressed in the model. There is interplay between factors which influence an individual’s experience of working with offenders with PD. How a member of staff experiences working with offenders with PD depends on more than just the nature of the client and the challenges they pose. These factors external to the client group appear to have a significant impact on the professional and their emotional experiences of their work.     

Durie v Gardiner: Public Libel Law and Stare Non Decisis

This note examines the controversial case of Durie v Gardiner, a recent decision of the Court of Appeal of New Zealand, which radically altered the nation's public libel jurisprudence. It argues that Durie is incorrect as a matter of public libel law for three reasons. First, both Durie judgments failed to engage in freedom of expression theorising. Second, this undertheorising has caused significant confusion in Durie, including misinterpretation of material facts, breakdown of the ‘theory-doctrine’ interface, and a precipitous and unwarranted dismissal of the Court of Appeal's settled public libel principles. Third, owing to these difficulties, the Durie courts were in no position to import a new ‘public interest’ defence from foreign jurisdictions. Above all, by hastening towards wholesale law reform and ignoring its earlier comparative law deliberations, Durie arguably scuppers public libel law's best hope for advancement.

Unforeseen and Unaccounted: the European Union,the Community Foundation for Northern Ireland,peacebuilding, and accountability

This article examines the case of the Community Foundation for Northern Ireland's (CFNI) experience as a primary recipient of peacebuilding aid from the European Union (EU) under the Special EU Programmes Body Special Support Programme for Peace and Reconciliation in Northern Ireland (SEUPB-EUSSPPR). The case serves as a lens into the tensions that such efforts create for community-based organizations as they seek both to honor their funder's accountability claims and their own needs to ensure legitimacy and efficacy with those with whom they interact so as to secure space and discretion to seek to catalyze social experimentation and learning. This paper argues the Foundation's experience and frustrations with EU accountability claims point up a difficulty with the SEUPB's comprehensive conceptualization of peacebuilding: It tends in practice to favor Union-prescribed aims and objectives over those its ‘partners’ derive from their daily efforts.     

Services Trade: Past Liberalization and Future Challenges

Services trade has truly become an engine of world growth. Overthe past two decades, international trade in services has grownfaster than world merchandize trade, which in turn has grownfaster than world output. A combination of policy liberalizationand technological progress has facilitated trade in many previouslyuntradable services. However, very little progress has beenmade towards new policy liberalization in the ongoing Doha DevelopmentRound. This article discusses trade in services in five sections.Following a short introduction, Section I presents data on thepast growth of services trade flows and makes rough projectionsof future expansion. The second and third sections summarizethe achievements of the WTO in the service field, both as anegotiating forum and a dispute settlement system. The thirdsection also emphasizes how FTAs are now playing the leadingrole in services liberalization. The fourth section critiquesthe absence of progress in the Doha Round and the fifth sectionexamines the hot issue of services outsourcing. The concludingsection offers policy recommendations for containing a possibleprotectionist backlash and promoting new liberalization.     

A rapid wire-based sampling method for DNA profiling

Abstract: This paper reports the results of a commission to develop a field deployable rapid short tandem repeat (STR)‐based DNA profiling system to enable discrimination between tissues derived from a small number of individuals. Speed was achieved by truncation of sample preparation and field deployability by use of an Agilent 2100 Bioanalyser^TM. Human blood and tissues were stabbed with heated stainless steel wire and the resulting sample dehydrated with isopropanol prior to direct addition to a PCR. Choice of a polymerase tolerant of tissue residues and cycles of amplification appropriate for the amount of template expected yielded useful profiles with a custom‐designed quintuplex primer set suitable for use with the Bioanalyser^TM. Samples stored on wires remained amplifiable for months, allowing their transportation unrefrigerated from remote locations to a laboratory for analysis using AmpFlSTR^® Profiler Plus^® without further processing. The field system meets the requirements for discrimination of samples from small sets and retains access to full STR profiling when required.     

Are the Networks Biased? ``Calling' States in the 2000 Presidential Election

Among the controversies arising from the 2000 Presidentialelection was the accusation that media networks called, orprojected, a winner faster in those states won by Albert Gorethan in those states won by George W. Bush. We investigatethis accusation by estimating a Tobit model of the length oftime between states' poll closing times and the times at whichCNN projected a winner. Our results support the charge ofmedia bias. After controlling for other factors that affecthow quickly a state is called, states called for Gore werecalled 14 to 18 minutes faster than those called in favor ofBush.     

Strategic voting in open primaries: evidence from?Rush?Limbaugh��s ��operation chaos��

Open primaries create the possibility of strategic crossover voting. On his March 3, 2008 program and subsequent broadcasts, radio personality Rush Limbaugh called on his listeners to extend the Democratic presidential contest by crossing over to vote for Sen. Hillary Clinton. Using voter registration data from North Carolina and election return data from Indiana, North Carolina, and Pennsylvania (states with open, semi-closed, and closed primaries, respectively), I find no evidence of a Limbaugh-motivated switch in political party registration or of a large or statistically significant Limbaugh-motivated increase in voting for Sen. Clinton.
