Confronting the challenges of urban development in São Paulo: the Operações Interligadas/Urbanas

This article examines the contribution of international municipal cooperation (IMC) to the resolution of long standing planning challenges in the city of São Paulo (Brazil), South America's largest urban agglomeration. Specifically, the study investigates the early development and subsequent evolution of a planning‐related project developed in collaboration with the city of Toronto, Canada. In its first phase–dubbed the Operações Interligadas (OI)–the initiative was directed towards expansion and improvement of São Paulo's housing stock. The second phase, known as the Operações Urbanas, has focused more broadly on urban renewal. As will be shown, both phases of the programme have provided an important fund‐raising mechanism for confronting the challenges of urban growth and change. At the same time, however, the study reveals a number of limitations to the overall strategy, perhaps restricting its use as a model for other developing world cities. Understanding Support for Internet Censorship in China: An Elaboration of the Theory of Reasoned Action

This study investigates young people’s support for Internet censorship in China within the broad conceptual approach of the theory of reasoned action (TRA). Two concepts, authoritarian personality and third-person perception, were scrutinized as part of our extension of the elaboration of the TRA model. We also closely examined dimensions pertinent to the unique social context of China such as party membership, Confucianism tradition, and one-child policy. A sample of 266 college students in a large metropolitan was surveyed and Structural Equation Modeling was employed in data analyses. Support for censorship based on TRA received general empirical evidence. So did the submissive dimension of authoritarian personality. Mixed findings were discussed and future research directions were suggested.     

Invited Commentary: Positive Youth Development and Human Complexity

The process of positive development for adolescents includes struggling to address a wide variety of complex, often unstated bio-psycho-social-cultural challenges. These include formulating workable values, learning self-regulation, preparation for adult work roles—and innumerable other un-tidy puzzles. Variable-based research can only scratch the surface of how youth go about these processes; nonetheless, systematic longitudinal research like this can provide valuable information about developmental pathways and directions of change. Highlights from these papers include the finding that older youth report more goals aimed at meaningful connection with others and contributing to society; yet also that moral character did not differ by age. The papers suggest that relationships adults, hope, school engagement, participation in out-of-school programs, and intentional self-regulation can serve as mediators of positive development. Yet, a striking finding was that comparatively few youth in the study manifest a pattern of change marked by the coupling of increases in positive youth development and decreases in risk/problem behavior. We believe there is much beneath the surface to be uncovered.

The political economy of judicial corruption in China: a spatial relationship

Like other developing countries, China has been struggling with corruption. Judicial corruption, in particular, damages the rule of law and presents a market disruption as an outcome of a lack of commitment by the government regarding property rights. This article seeks to explain the variations in judicial corruption within China, and it develops a theory of city-level corruption of judges. The theory is tested by an empirical study with data from the World Bank corruption survey using a Bayesian spatial linear model. While wealth appears to diminish corruption, there is also a strong spatial relationship with regard to the level of judicial corruption in China, indicating that as some regions become less corrupt, surrounding areas also experience a diminution in corruption. Thus, through a process organic to the current regime, China could experience an increase in judicial trustworthiness.
