Terrorist Groups and Political Fronts: The IRA,Sinn Fein,the Peace Process and Democracy

By characterizing the relationship between political fronts and their terrorist organizations this article sets out to explain the underlying reason for the impasse that has come about in the Northern Ireland peace process over decommissioning. It argues that political fronts are subordinate to their terrorist groups and that dual membership between the two is a common feature. Sinn Fein, at least until the autumn of 2001, has been subordinate to the IRA Army Council and so was unable to deliver IRA disarmament. It is then suggested that this misunderstanding, or willingness to overlook the fact, in 1998 has led to the legitimization of Sinn Fein by three democratic states and this has been fundamental in bringing about the party's electoral advance. Loyalist disenchantment, with both this advance and what it has perceived to be the flood of concessions to republicans because of the implied threat of violence, could ultimately have led to violence on a worse scale than the 30 years of the 'Troubles'. The international strategic environment that the republican movement was confronted with changed this. The departure of President Bill Clinton from office and the election of George W. Bush, the Colombian episode, and the declared 'war on terrorism' following the 11 September attacks, were all significant factors behind the IRA's first act of putting weapons beyond use. The possibility, however, that the move was a tactical one-off merely to stave off American pressure and cement Sinn Fein's position in the new political dispensation (and thereby confirm Sinn Fein's status as a political front subordinate to the IRA) should not be discounted. It could also be argued, however, that, because of the apparent shift in control that took place within the Army Council after the events of August and September 2001 towards the 'Sinn Fein element' that supported putting weapons beyond use, the act represents the beginning of an incremental process that will, events permitting, lead to further such moves and the ultimate disbandment of the IRA. If this is the case then the autumn of 2001 is the time that Sinn Fein ceased to be a political 'front', and was henceforth the senior partner in the Republican movement. Nevertheless, the party would still have a long way to go before becoming a democratic party.     

Evaluating the Child Abuse and Neglect Institute: Does Training Affect Decision‐Making?

Traditionally, training evaluations have focused on participants' satisfaction and self‐reported knowledge gain. The current study uses a different approach to evaluate the Child Abuse and Neglect Institute (CANI), a training program designed to educate judicial officers on best practices in child abuse and neglect cases. CANI participants were asked to review a case scenario and render decisions about the case before and after the trainings. Findings suggest CANI has several positive impacts on judicial decision‐making, including an increased willingness to engage the father, an increased focus on the child, and increased motivation to comply with the Indian Child Welfare Act.     

Determination of mouth alcohol using the Dräger Evidential Portable Alcohol System

Drivers suspected of alcohol intoxication are observed for a period of 15 min prior to quantitative breath alcohol testing. This is to preclude the interference of alcohol-based substances such as cough medicine, mouthwash, and breath spray just prior to actual evidential testing. To determine whether a 15 min observation period was necessary when performing evidential breath tests in the field, a mouth alcohol experiment was performed using the Dräger Evidential Portable Alcohol System (EPAS). Five types of alcohol beverages and the effects of expectorating versus swallowing were tested on twenty-five volunteer subjects. Serial measurements of breath and blood alcohol levels were performed at fixed time intervals. All alcohol beverage types gave two sequential measurements within 0.02 g/210 L of each other before 15 min had passed. Fifteen minutes was necessary to ensure there was no residual mouth alcohol. If the 15 min waiting period was not observed, the safety feature of the EPAS requiring two sequential measurements 2 min apart within 0.02 g/210 L would not ensure against mouth alcohol interference.     

A comparison of adolescent inpatients with and without substance abuse using the Millon Adolescent Clinical Inventory

We compared clinical syndromes, expressed concerns, and personality styles of adolescent inpatients with substance use disorders (SUD; n=44) vs. without substance use disorders (non-SUD; n=61) using the Millon Adolescent Clinical Inventory. The two groups did not differ with regard to age, sex, ethnicity, functional severity, or the frequency of other major psychiatric disorders, and were drawn from the same overall sample population. SUD subjects showed significantly higher levels of delinquent predisposition and lower levels of anxiety. Consistent with these syndromal findings, we found that SUD subjects were characterized by higher levels of unruliness and social insensitivity and lower levels of submissiveness. Our findings suggest that, in severely disturbed adolescents who require psychiatric hospitalization, externalizing phenomena are closely associated with SUD. Our findings also suggest that internalizing problems also exist in SUD, although not at levels greater than that observed in non-SUD inpatients.Received Ph.D. in clinical psychology from the University of Pittsburgh. Understanding rib fracture patterns: incomplete and buckle fractures

Reconstructing traumatic thoracic events, especially when soft tissues are absent, requires an advanced understanding of ribcage fracture patterns. The morphology and orientation of ribs complicate the fracture pattern, as a single blow often causes multiple fractures at various locations. Furthermore, fracture types observed in ribs are not explained easily by current bone biomechanic literature. Using evidential skeletal material archived at the Regional Forensic Center, Memphis, the ribs of 43 blunt force trauma cases were analyzed. A total of 195 incomplete fractures and 63 buckle fractures were noted. Incomplete fractures, previously thought to be common in children but rare in adults, were found among individuals ranging in age from 21-76 years. A buckle fracture, failure resulting from compressive instability, has been undefined previously in bone trauma literature but was repeatedly observed in this sample. This study elucidates recognizable rib fracture patterns while emphasizing gross bone examination for force and mechanical factors.
