Much of the rational choice literature suggests that constituency considerations will dominate decision-making when constituency concerns are pronounced and the issue is conducive to citizen audit. The 1990 House of Representatives vote on a constitutional amendment banning flag burning provides a good test of this argument. Drawing from a survey of legislators and polling data we argue that even in the face of salient constituency views legislators demonstrated a willingness to vote their policy views and cross their constituents. We explore how concerns about reputation and other considerations contributed to this phenomenon. We also suggest directions for future research. 相似文献

The Reagan Administration's Interagency Low Income Opportunity Advisory Board (ILIOAB) requirement that states conduct impact evaluations of their welfare reform demonstrations no doubt led some states to conduct evaluations when they otherwise might not have. The ILIOAB requirement that demonstrations be cost neutral to the federal government, on the other hand, limited the ability of states to test promising approaches that require more resources. The New Jersey experience with REACH clearly demonstrates the limitations of caseload modeling for assessing cost neutrality. In retrospect, too much might have been asked of a fairly crude forecasting technique. If carefully designed, experiments can provide better information on participant impacts and cost neutrality, although different experimental designs are preferred for estimating participant impacts than for estimating cost neutrality or overall impacts. 相似文献

Abstract: In this overview of the status of Canadian federal information policy current initiatives are examined against a background of historical context. The politics of access (the Privacy and Access to Information acts), policy development, and policy implementation provide the main points of focus for discussion. Relationships between the Canadian private sector information industry and the government are considered, particularly in respect to policy implementation. The Canadian information environment is such that the government views the information that it produces as a corporate resource. As such, government information is seen as too valuable to be left unmanaged. The question facing government policy-makers is how to manage the people's information without precluding the people's access to it. There is discussion as well of the undercurrent of frustration among policy-makers outside the Treasury Board who perceive that an inordinate amount of time is spent studying problems rather than making progress towards practical solutions. The question is raised and examined as to whether such intense and protracted interest in government information issues reflects their importance or government impotence. Finally, some matters are offered for future consideration as Canada moves towards the policy implementation and evolution phases in its quest for an effective and well-rounded national information and communications policy. The results presented here suggest that Public Choice is broadly cited by economists and political scientists. The journal currently ranks, approximately, in the middle of the pack with respect to various citation measures. Also, since the late seventies, the journal's ranking has improved significantly relative to both social science journals and to comparable economics journals. Some of the papers published in Public Choice are well cited and several made a significant impact on the thinking of scholars in both economics and political science. Either through his work as editor or through his articles, the thought of Gordon Tullock is well represented in the elite group of articles published in Public Choice.The analysis of citations in Section 4 shows that Tullock's ideas and writing have had considerable impact on the thinking of economists. The welfare reform bill adopted in the United States in 1996 limited the eligibility of immigrants for several government assistance programs, and early projections estimated that nearly half of the savings associated with the reforms would come from these immigrant restrictions. Several studies have found that subsequent program participation declined more for immigrants relative to natives, seemingly verifying the early projections. However, many of these restrictions were either rescinded by the federal government or superceded by state and local policies. In this paper, we first reproduce earlier findings that show the relative declines in program use among immigrants. Psychologists are frequently consulted by the courts to provide forensic evaluations in a variety of family court proceedings. As part of their evaluations, psychologists often use psychological tests to assess parents, guardians, and children. These tests can have profound effects on how psychologists arrive at their opinions and are often cited in their reports to the court. However, psychological tests vary substantially in their suitability for these purposes. Most projective tests in particular appear to possess little scientific merit for evaluations within family court proceedings. Despite these serious limitations, expert testimony derived from evaluations using both projective and objective tests is often admitted uncontested. This article reviews the psychometric properties of psychological tests that are widely used in family court proceedings, cautions against their unfettered use, and calls upon attorneys to inform themselves of the limitations of evaluations that incorporate these tests. 相似文献

This article examines the diplomatic record of the Bush administration with particular reference to its role in German unification. Based upon memoir material and new sources made available since 1989, it argues that the administration in general - and George Bush in particular - played an indispensable role during these critical years. First, Bush's unequivocal support for unification drove the process forward and reinforced Germany's commitment to NATO. By reassuring countries like France, the US also managed to compel reluctant Europeans to accept unification. Finally, by working closely with Gorbachev and Shevarnadze, Washington was also able to persuade the USSR to accept what many had once thought quite unacceptable to the Russians: a united Germany within NATO. Given the part that the President played in all this, the authors suggest that the generally accepted view of Bush as a politician without purpose or plan has to be questioned. The 'statesman without a vision' who emerges from this reading of events is seen as having been a more forceful and effective diplomatic leader than some of his critics have been prepared to concede. 相似文献
