The 1945 Ethridge Mission to Bulgaria and Romania and the Origins of the Cold War in the Balkans

In autumn 1945, US Secretary of State James Byrnes deadlocked with Soviet Foreign Minister Viacheslav Molotov over the governments of Bulgaria and Romania. To escape, Byrnes dispatched Mark Ethridge, a liberal newspaperman, on a fact-finding mission. Contrary to Byrnes' hopes, Ethridge found conditions as bad as reported, and went to Moscow to convince the Soviet government to moderate Communist behavior. Ethridge's damning report on political repression had little effect on Byrnes, who grabbed a face-saving Soviet offer. President Harry Truman, though, read Ethridge's report and became convinced of the failure of Byrnes' soft-line and the need to stand up to the Soviet Union.

Mediation Ethics: A Grounded Approach

Using insights drawn from mediation practice, social justice scholarship, and debates on ethical thinking in other professional fields, the authors argue that prevailing ethical codes for mediators in the United States stunt the development of ethical thinking in the field. Current codes and even their critiques take a "top-down" approach that proceeds from the perspective of the mediator and gives primacy to abstract principles rather than to the particulars and contexts of disputes. This approach ignores a much richer practice on the ground, depends on an artificial division of procedural and substantive justice, and constricts the scope of ethical questions raised, inhibiting effective systemic solutions. The authors argue for ethics grounded in the context of particular substantive areas, which do not focus on the mediator alone and which remain open to a wider set of social justice considerations.     

The British government and the sale of arms to the lesser European powers, 1936-39

This article considers sales of British arms in the prelude to the Second World War, during the end of last Baldwin government, and the Chamberlain government, which had political as well as commercial motivations. Particular attention is paid to the leading British arms manufacturer, Vickers-Armstrong, and sales to Portugal, Turkey, Greece, Yugoslavia, Romania, and Poland. There was often a concern that a failure to procure British arms would lead countries to turn to Germany and Italy. The interest in meeting these requests often conflicted with growing domestic defence needs for the same equipment. The conclusion is drawn that Britain ultimately failed to inspire potential allies with sufficient confidence to commit themselves to Britain.
