中国黑龙江地区汉族未成年人的牙钙化程度及年龄推断

目的探讨未成年人牙齿钙化程度与其年龄的关系,建立根据牙齿钙化程度推断未成年人年龄的方法。方法拍摄黑龙江地区1510名未成年人（男737名,女773名,年龄6～15周岁）牙齿曲面断层影像片,利用计算机观察全口曲面断层影像片中下颌恒牙牙位处钙化程度的影像特征,并建立牙齿钙化分级评分标准,然后根据此标准对下颌牙齿进行分级评分;将其结果输入SPSS13.0软件统计,按α=0.05对牙齿钙化分值分性别分年龄段组进行非参数检验和与年龄的相关性分析,最终建立根据牙齿钙化程度推断年龄的回归方程。结果同名牙左右侧无差异（P〉0.05）,而性别间有差异（P〈0.05）;男女性下颌牙齿的钙化程度均与年龄高度相关（r〉0.7）;所建方程模型合理可靠,盲测结果显示推断年龄与实际年龄间无统计学差异,误差绝对值的平均值男性为（0.367±0.257）岁,女性为（0.367±0.245）岁。结论本研究中未成年人牙齿钙化程度随年龄的增长而呈现增高趋势,直至完全钙化;根据牙齿钙化程度建立的回归方程可用于未成年人活体以及无名尸体的年龄推断。     

我国食品安全监管之检讨

我国食品安全立法体系已经初步建立,但仍然存在法律规范之间不够协调等问题,需要尽快完成《食品安全法》配套法规的制定,修改不符合《食品安全法》要求的现行法规。《食品安全法》确立的“分段监管为主,品种监管为辅”的监管模式符合我国国情,是合理的选择,但各监管机构之间应当加强协调与配合。我国的食品安全监管制度与措施较为严密,但应当注重科学在监管工作中的运用。     

基于胜任力模型的公务员选拔机制探析

随着社会对高素质公务员期望的不断提升,以考试录用为主的公务员选拔制度亟待创新。本文探索将胜任力模型引入到公务员选拔机制中,对公务员选拔前胜任力模型的构建、公务员选拔的胜任力评价与反馈、公务员选拔应用胜任力模型应注意的事项进行了探讨,以期为综合评价公务员选拔对象的能力素质、合理配置公务员任职岗位、促进公务员个体职业素质的全面提高提供思路。

专职基层党务工作者的紧缺,成为制约现阶段高校学生党建工作发展的新瓶颈,也是当前高校学生党建工作面对的重要问题。在此背景下,作者提出学生党支部书记＂专职化＂的概念。实践表明,打造一支素质高、能力强、富有战斗力的＂专职化＂的学生党支部书记队伍,有效补充了专业化基层党务工作者的缺口,切实推动了高校基层党建工作保质保量的发展。     

现场勘查失误与冤案研究

作为侦查活动的起点和基础,现场勘查失误不但会使现场上的痕迹、物证被遗漏、灭失,导致犯罪信息的获取匮乏,还可能将无关的痕迹、物品引入侦查工作,以致干扰、影响整个案件事实的认定,诱发冤案。因此,从侦查阶段现场勘查入手,提高勘查人员从现场挖掘有效犯罪信息的能力,同时提升对勘查中无关、虚假信息甄别、排除的水平,是降低现场勘查失误率,遏制冤案的重要一环。

Why so few acting whistleblowers? Impacts of institutional anticorruption

Despite strong whistleblowing intention, very few truly act to blow the whistle. Building on a random sample of local citizens with citywide anticorruption performance indicators, this study investigated the linkages between institutional anticorruption and citizens' whistleblowing acts, both directly and indirectly via situational settings (i.e., corruption incidence and corruptive climate). The findings confirmed the impacts of varying anticorruption practices and detected both direct and indirect trajectories. More judicial convictions against senior officials directly reduced citizens' subsequent whistleblowing acts, but also indirectly invited more as they signaled more ensuing corruption incidence, with overall effects toward reduced whistleblowing. More citywide public whistleblowing incentivized more individual whistleblowing subsequently; yet, such effects were canceled out as such practices also deterred ensuing corruption incidence and indirectly reduced citizens' acts. The total effects explained why there were so few acting whistleblowers. The study concludes with discussion of research findings and potential policy implications.

Dynamics of Sector Switching: Hazard Models Predicting Changes from Private Sector Jobs to Public and Nonprofit Sector Jobs

Policy makers and public managers emphasize the importance of bringing private sector experience and skills into the public and nonprofit sectors. One result is an increased focus on privatization and contracting out, developments to which researchers have been attentive. However, the long-standing practice of hiring people with industrial experience into the public and nonprofit sectors has received remarkably little attention. This study, based on questionnaire responses from mid- and upper-level personnel in public and nonprofit sector organizations, attempts to understand the dynamics of sector switching from the private into either the public or nonprofit sector. Using event history analysis, the article looks at switching patterns. The probability of switching into the public sector is much higher for those who held a managerial occupation in their previous private sector job than for those who held professional and technical positions. Having more subordinates in a previous private sector job is associated with a lower likelihood of switching into a public sector job. By contrast, switching into the nonprofit sector is more often associated with a promotion.
