What housing and service interventions work best to reduce homelessness for families in the United States? The Family Options Study randomly assigned 2,282 families recruited in homeless shelters across 12 sites to priority access to one of three active interventions or to usual care in their communities. The interventions were long‐term rent subsidies, short‐term rent subsidies, and transitional housing in supervised programs with intensive psychosocial services. In two waves of follow‐up data collected 20 and 37 months later, priority access to long‐term rent subsidies reduced homelessness and food insecurity and improved other aspects of adult and child well‐being relative to usual care, at a cost 9 percent higher. The other interventions had little effect. The study provides support for the view that homelessness for most families is an economic problem that long‐term rent subsidies resolve and does not support the view that families must address psychosocial problems to succeed in housing. It has implications for focusing government resources on this important social problem.  相似文献

Rising global prices for agricultural commodities have led to the inflow of capital to rural economies and to transfers of land ownership to new agricultural operators (NAOs) in developing and post‐Soviet countries. How capital inflows affect rural communities is often explained with the variable of institutional strength, an explanation aligned with the good governance approach to economic development: Capital inflows have positive developmental effects, if strong domestic institutions vet land deals and regulate NAOs. Contra the focus on institutional parameters as exogenous variables, this article highlights the role of political projects in shaping local outcomes and driving institutional change. Evolving political priorities are important to understand domestic rural transformations because they lead to interventions that privilege some actors as agents of change, while others are sidelined—hence transforming local economies. This theoretical suggestion is based on a study of Russia's rural transformation that followed a significant influx of capital.  相似文献

Research demonstrates that some government agencies are more accomplished than others when it comes to e-government. More generally, various scholars suggest that e-government is moving forward at a relatively slow pace, especially in relation to the sophistication of government Web sites. With these issues in mind, this research utilized interviews with state public utility commission staff members to explore their agencies' experiences with staffing, funding, coordinating, and prioritizing their e-government efforts, particularly their Web site activities. Assessing such efforts in both quantitative and qualitative terms, this research found that a mix of various factors, including financial resources, knowledgeable staff, and administrative oversight, related to better performance. Moreover, although public utility commissions have a clear mission to serve both consumers and regulated utilities, this research indicates that the commissions are focusing more of their e-government efforts on industry rather than citizens.  相似文献

Over the past century and a half, a handful of transnational corporations have built fortunes trading commodity crops such as corn, soy and wheat. Graded and standardized, these commodities are considered uniform and therefore fungible; information about their origins need not accompany them to market. But in recent years major food brands, as part of broader ‘sustainable sourcing’ commitments, have begun to ask about the places and practices that produce these crops. Their inquiries have exposed the limits of the commodity traders’ supposedly unrivalled market intelligence. They also raise questions about how the advent of agricultural grades and standards made knowledge of crop origins seem unnecessary in certain commodity supply chains, and about how those supply chains might henceforth change, now that lack of such knowledge has become a liability.  相似文献

Within the broader literature concerned with potential bias in student measures of instructor effectiveness, two broad types of bias have been shown to operate in a course: internal and external. Missing is an assessment of the relative influence of each bias type in the classroom. Do internal or external types of bias matter more or less to student measures of instructor effectiveness? This question is of interest to those who recognize that many forms of bias operate in the classroom simultaneously and to great effect on course evaluations. Through the combination of quasi-experimental and survey methods, we attempt to do something not done before — simultaneously measure and compare the effects of one internal and one external type of bias to which we refer, following convention in the literature, as an internal factor and an external factor. Our findings indicate that, while both factors studied are important, perception of instructor partisanship (internal factor) is more influential on student course evaluations than our external factor (experimental treatment — literally a chocolate treat). The upshot is that American government instructors should be especially careful stating partisan positions in class.  相似文献

Findings from climate change vulnerability assessments can inform decision-makers in their evaluation of options to reduce the negative impacts of climate change. Certain attributes of an assessment can improve the use or uptake of its results. The science policy literature describes three characteristics – credibility, salience, and legitimacy – as being necessary for the uptake of scientific results for decision-making. We draw from the experiences of eight climate change vulnerability assessments conducted in Africa and Latin America for USAID (United States Agency for International Development) to explore the practical application of these three characteristics to fostering uptake of the assessment results.  相似文献

Past research has proposed various macrolevel theories of issue definition and agenda setting. However, we propose a microlevel theory of issue definition rooted in how individuals process information. We theorize that people process information about policy issues through a filter that emphasizes past assessments, ideology, background, social cues, and the continuing intrusion of new information. Most of these factors lead individual issue definitions toward stability. However, the introduction of an information signal of appropriate magnitude and character can produce punctuations in issue definition by individuals through time. Since the macrolevel definition of an issue is a type of aggregation of individual definitions, understanding how individuals define issues becomes a precursor to understanding issue definition at the system level. In evaluating the theory, we develop and evaluate a survey to study the issue definition process for individuals across multiple issues, and for global warming specifically. The survey also includes two embedded experiments to demonstrate the potential for punctuation in the issue-definition process for individuals and the system.  相似文献
