Since the establishment of official diplomatic ties in 1992, bilateral economic relations between Korea and China have rapidly improved. The economic dynamism in China is expected to continue in the future. As continued economic development of China gains momentum, the economic relationship between the two countries will further be strengthened. However, future bilateral economic cooperation will take a path that differs significantly from the past. Both the quantity and quality of economic relations will increase and improve. In particular, Korea’s investment in China, which tends to be concentrated in the manufacturing sector, will broaden out to nonmanufacturing sectors, with the strategic motive of gaining access to China’s huge domestic market. In this paper, we contend that the nexus of security and development lies in the crux of challenges confronting human security and aid failure in North Korea. We first review academic and policy discourses concerning the security-development nexus. We then analyse how the nexus works out its logic in North Korea by exploring how insecurity and underdevelopment have fed into each other, producing a vicious cycle that complicates efforts to address human security in North Korea. In the third and main section, we examine the ways in which South Korea, the USA and the EU provided for assistance to North Korea from 1995 to 2012 at national and international policy levels. We analyse their approaches to international aid and identify differences and commonalities in them so as to better understand how aid giving exacerbates or mitigates the insecurity/underdevelopment and then impacts on the development-security nexus. We finally conclude with a consideration of various strategies to help overcome the dual challenges of underdevelopment and insecurity that besiege North Korea.  相似文献

Renewable Portfolio Standards (RPS) is one of the most widely adopted clean energy policies in the U.S. However, organized elite power groups, backed by ample political and economic resources, have been known to lead RPS termination efforts. In the context of state renewable energy politics, organized elite power includes legislators affiliated with American Legislative Exchange Council (ALEC) and anti-renewable energy business groups. Focusing on the roles of organized elite power, this study investigates the drivers of the formulation of RPS rollback (goal freeze) and termination bills, which we refer to collectively as negative policy experimentations. We find that RPS termination attempts are explained by the presence of ALEC legislators and anti-renewable energy business groups, whereas RPS goal freeze bills are better explained by conditions of policy operations. This study contributes to the policy process theory by providing critical insights into the post adoption decisions, including policy termination and rollback legislations, with a focus on the role of organized elite power.  相似文献

Previous studies concerning public confidence in the police had primarily focused on demographic, attitudinal, and contextual factors in the United States. Little research, however, has used country-level variables to explain variations that exist across countries. As a result, this study examined the impact of country-level predictors (e.g., homicide rate and level of democracy) as well as individual-level predictors on public confidence in the police by utilizing data sets collected from three international surveys. Using hierarchical generalized linear modeling (HGLM) for the multinomial dependent variable, this study found a significant and negative relationship between homicide rate and public confidence in the police. People living in a country with a higher homicide rate reported lower levels of confidence in the police. Level of democracy was also found to be positively related to public confidence in the police. Of the individual-level variables, age and education were found to be significant predictors. A positive relationship was also found between political conservatism or personal satisfaction and confidence in the police. In line with attitudinal and contextual predictors, individuals with higher levels of acceptance toward deviant subcultures reported lower levels of confidence in the police. On the other hand, those who were more satisfied with their country's democratic development showed more favorable attitudes toward the police. The findings of this study implied that police organizations should put greater efforts toward the reduction of crime while protecting democratic values within a society.  相似文献

Originating in the New York City Transit System, “broken windows” enforcement has become a widely implemented policing strategy. Research testing the effectiveness of focused enforcement upon minor offenses and “uncivil” behaviors, however, has been inconclusive. There has been no study which has addressed broken windows enforcement as an explanatory factor for clearance rates. Most previous research on clearance rates were completed more than two decades ago, well before the implementation of structured broken windows enforcement. Utilizing official crime data for the thirty-five largest municipal police agencies in Texas from 1990 through 2004, this research examined the relationship between broken windows enforcement and clearance rates for UCR Part I offenses. Using hierarchical multivariate linear modeling (HMLM) analysis to capitalize upon the longitudinal characteristics of the data allowed examination of the influence of broken windows enforcement across a wide spectrum of agencies over a long time period.Broken windows enforcement showed inconsistent results across the different crime types. Broken windows enforcement had a positive impact on the clearance rates for burglaries and a marginal impact on auto theft clearance rates. In the case of larceny clearance, greater levels of broken windows arrests actually had a negative relationship. For all of the offense categories, the number of sworn officers was negatively related to the clearance rates. Crime per officer measures showed negative significant effect on the clearance rates for the property offense categories.  相似文献

This paper addresses a developmental issue concerning longitudinal patterns of sex differences in delinquency. Hirschi and Gottfredson argue that the age-delinquency relation is invariant across sex and that sex differences in delinquency are invariant over time as well. A combination of these two propositions generates a hypothesis, called here the sex-invariance hypothesis, that sex differences in delinquency are invariant over developmental stages of adolescents. To test the sex-invariance hypothesis, nine waves of panel data collected from a representative urban sample of African American adolescents are analyzed. The overall findings show that sex differences in delinquency tend to vary as the subjects grow older, rather than remain constant as the invariance thesis posits. Specifically, sex differences in delinquency peak at the age of 15 and thereafter declines with age. We also find that parental supervision significantly explains sex differences in delinquency for younger adolescence, but not for older adolescence.  相似文献

South Korea's post-war development pattern has been considered to be a developmental state model, where the basic institutional framework was the “state-banks-chaebol nexus.” Since the financial crisis of 1997, however, the country has been swiftly transformed from the developmental state model and has acquired more neo-liberal characteristics. This has been made possible through intense reforms implemented by the post-crisis South Korean government under the IMF's guidance and encouraged by domestic political, ideational, and social conditions. Among those, significant conditions for this swift transformation include chaebols' legitimacy problems, neo-liberal consensus among the domestic elite, democracy hijacked by neo-liberalism, and the role of some NGOs. As social outcomes of the transformation, we find the enlarged presence of transnational capital, increased labour flexibility, inequality and poverty, and an increasing cultural gap in the country. Huge social costs of such neo-liberal transformation necessitate an alternative path of political economy.  相似文献

Phenylalkylamine derivatives, such as methamphetamine (MA), amphetamine (AM), 3,4-methylenedioxymethamphetamine (MDMA), 3,4-methylenedioxyamphetamine (MDA), phentermine (PT), fenfluramine (FFA) and phenmetrazine (PM), and ketamine (KT) are widely abused recreational or anorectic drugs in Korea and are regulated under the Controlled Substance Act in Korea. Phenylalkylamines and ketamine analysis is normally performed using both urine and hair samples but there is no established method for the simultaneous analysis of all these phenylalkylamines and ketamine in oral fluids. Oral fluid is easy to collect/handle and can provide an indication of recent drug abuse. In this study, to confirm the presence of phenylalkylamine derivatives and ketamine in oral fluid after screening with an immunoassay, an analytical method using automated solid phase extraction (SPE) and gas chromatography-mass spectrometry (GC-MS) was developed and fully validated according to international guidelines. The applicability of the assay was demonstrated by analyzing of authentic oral fluid samples and the results of oral fluid analysis were compared with those in urine and hair to to evaluate the feasibility of oral fluid in forensic cases. The recovery of phenylalkylamines and ketamine from oral fluid collection devices was also assessed. Oral fluid specimens from 23 drug abuse suspects submitted by the police were collected using Salivette (Sarstedt, Nümbrecht, Germany), Quantisal (Immunalysis, Pomona, CA) or direct expectoration. The samples were screened using a biochip array analyzer (Evidence Investigator, Randox, Antrim, UK). For confirmation, the samples were analyzed by GC-MS in selected-ion monitoring (SIM) mode after extraction using automated SPE (RapidTrace, Zymark, MA, USA) with a mixed-mode cation exchange cartridge (CLEAN SCREEN, 130 mg/3 ml, UCT, PA, USA) and derivatization with trifluoroacetic anhydride (TFA). The results from the immunoassay were consistent with those from GC-MS. Twenty oral fluid samples gave positive results for MA, AM, PT and/or PM among the 23 cases, which gave positive results in urine and/or hair. Although large variations in the MA, AM, PT and PM concentrations were observed in three different specimens, the oral fluid specimen was useful for demonstrating phenylalkylamines and ketamine abuse as an alternative specimen for urine.  相似文献
