We examine the relationship between the valence qualities of candidates and the ideological positions they take in U.S. House elections based on a study of the 2006 midterm elections. Our design enables us to distinguish between campaign and character dimensions of candidate valence and to place candidates and districts on the same ideological scale. Incumbents with a personal‐character advantage are closer ideologically to their district preferences, while disadvantaged challengers take more extreme policy positions. Contrary to conventional wisdom, challengers can reap electoral rewards by taking more extreme positions relative to their districts. We explore a possible mechanism for this extremism effect by demonstrating that challengers closer to the extreme received greater financial contributions, which enhanced their chances of victory. Our results bear on theories of representation that include policy and valence, although the interactions between these two dimensions may be complex and counterintuitive.  相似文献

Providing employment‐related services, including supported employment through job coaches, has been a priority in federal policy since the enactment of the Developmental Disabilities Assistance and Bill of Rights Act in 1984. We take advantage of a unique panel data set of all clients served by the South Carolina Department of Disabilities and Special Needs between 1999 and 2005 to investigate whether job coaching leads to stable employment in community settings. The data contain information on individual characteristics, such as IQ and the presence of emotional and behavioral problems, that are likely to affect both employment propensity and likelihood of receiving job coaching. Our results show that unobserved individual characteristics and endogeneity strongly bias naive estimates of the effects of job coaching. However, even after correcting for these biases, an economically and statistically significant treatment effect remains. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

In neighbouring countries like Russia and Kazakhstan, resource nationalism that may look similar to outside observers has a different character and is driven by different circumstances in each state. To assess the underlying nature of state-centric models of resource-led development in the two post-Soviet states, we contrast recent state interventions into their respective resource sectors. In Russia, heightened state involvement in the resource sectors, including oil and gas pipeline networks, is characterised mainly by political goals, whereas Kazakhstan's resource nationalism is primarily motivated by economic goals. More specifically, Russia leverages its energy sector to achieve geopolitical objectives and domestic political stability. By contrast, Kazakhstan seeks widely dispersed economic development.  相似文献

Numerous organizations advocate the need to ‘bridge research and policy’. Philanthropic foundations, national social science funding regimes and international organizations have sought to improve knowledge utilization. Similarly, research consumers such as NGOs and government departments complain of research irrelevance for policy purposes. The concern of this article is with ‘evidence informed policy’ within the field of international development in which the Overseas Development Institute (ODI), a London‐based think tank, forms the case study. Most think tanks are driven by the need to influence immediate political agendas but ODI has also developed organizational strategies of policy entrepreneurship that extend to longer term influence through creating human capital, building networks and engaging policy communities. Lobbying by multinational business firms drives the agenda of international trade politics. We match Fortune Global 500 firms to WTO disputes in which they have a stake and to their political activities using public disclosure data. The quantitative evidence reveals traces of a principal-agent relationship between major MNCs and the US Trade Representative (USTR). Firms lobby and make political contributions to induce the USTR to lodge a WTO dispute, and once a dispute begins, firms increase their political activity in order to keep USTR on track. Lobbying is overwhelmingly patriotic—the side opposing the US position is barely represented—and we see little evidence of MNCs lobbying against domestic protectionism. When the United States is targeted in a dispute, lobbying by defendant-side firms substantially delays settlement, as the affected firms pressure the government to reject concessions. Lobbying on the complainant side does not delay dispute resolution, as complainant-side firms have mixed incentives, to resolve disputes quickly as well as to hold out for better terms.  相似文献

As a first step in developing a molecular method for the individualization of marijuana samples, we evaluated a plant DNA extraction kit. The QIAGEN plant DNeasy method uses a spin column format for recovery of DNA and is effective for obtaining high molecular weight DNA from leaf, flower (bud), and seed samples of marijuana. The average DNA yield was 125-500 ng per 100 milligrams of fresh plant tissue. The recovered DNA was of polymerase chain reaction (PCR) quality as measured by the ability to generate reproducible amplified fragment length polymorphism (AFLP) profiles. AFLP is a technique used to create a DNA profile for plant varieties and is being applied to marijuana samples by the authors to link growers and distributors of clonal material. The QIAGEN plant DNeasy method was simple, efficient, and reproducible for processing small quantities of marijuana into DNA.  相似文献

This article provides a comparative analysis of the sales of the Trident nuclear missile system to Britain by the Jimmy Carter and Ronald Reagan administrations. Both governments viewed the Anglo–American nuclear partnership as a tool within their wider foreign policy kit and utilised the sale of Trident to influence British defence policy. For these reasons, each administration saw the Trident sale as part of an Anglo–American transactional defence relationship. This exegesis deepens understanding of the United States perspective on Anglo–American nuclear co-operation. Moreover, it is relevant to current debates on the replacement of Trident because it highlights the ramifications of Britain’s technical dependence and raises questions about the concessions that may have been made, or will need to be made, to the United States in exchange for the latter’s assistance with replacement.  相似文献

Elected governments and states have delegated extensive powers to non-majoritarian institutions (NMIs) such as independent central banks and regulatory agencies, courts, and international trade and investment organizations, which have become central actors in governance. But, far from having resolved the balance between political control and governing competence or removed certain issues from political debate, NMIs have faced challenges to their legitimacy by elected officials and sometimes attempts to reverse delegation through “de-delegation”. Our special issue studies the politicization of NMIs, and then whether, why and how it leads to de-delegation through reducing the formal powers of NMIs or increasing controls over them. In this article, we examine how to analyze de-delegation, how politicization of NMIs has developed, and how it has affected de-delegation. We underline not only institutional rules that constrain elected officials but also the actions of NMIs themselves and their relationships with other NMIs as part of multi-level governance systems. We find that politicization has varied, but even when strong, elected officials have not introduced widespread and long-lasting de-delegation; on the contrary, they have frequently widened the powers of NMIs. Insofar as elected politicians have sought to curb NMIs, they have often preferred to use existing controls and non-compliance. Finally, we consider the wider implications of the combination of politicization and lack of de-delegation for broader issues of governance such as the division of powers between the elected and unelected and democratic accountability.  相似文献

Classification of violent behavior, including dismemberment and mutilation, has become increasingly more significant. This study uses a data-driven classification system based upon knowledge drawn from the pertinent literature, and examination of cases of offenders who have dismembered or mutilated their victims. The latter were extracted from the Serial Killer Database, as well as media sources, and assessed for characteristics of the perpetrators and victim(s). An informational form was developed and used to establish quantitative parameters and objectively extract pertinent information that could be used for comparison and pattern analysis. Motives and styles, as well as the organized/disorganized dichotomy for murder and dismemberment/mutilation, were examined for each case. The majority of cases demonstrated defensive styles (60%), with the second most common being offensive styles (26%), which differs from previous studies that do not exclude older cases. Additionally, 68% of cases reflected organized patterns for both murder and the acts of dismemberment or mutilation. The results support a data-driven classification system that may serve as a foundational model for the investigation of specific motives of this type of deviant behavior in future research.  相似文献
