Community,citizenship and the maligned state in modernising mexico

The fashion for ‘subaltern studies’ has taken researchers back to the archive and field in search of social agents both marginalised and forgotten. In Mexico this has entailed an exacting task of reconstructing the lives of Indians and peasants on the remote frontiers of state influence. The books reviewed here are worthy examples of this project. They offer illuminating glimpses of the ways in which such semi‐autonomous societies experienced the extension of state rule as modern Mexico emerged painfully as a nation. If they are to be faulted it is in the emphasis they place on ‘the People's’ resistance to assimilation, implicitly heroic, whilst casting a rather contemporary light, often explicitly pejorative, on to the efforts of those other agents whose efforts were directed at the creation of a uniform citizenship.

Are Catholics still different? Catholicism,political attitudes and party attachments in Switzerland, 1970–95

This article is concerned with the political attitudes and the party attachments of Swiss Catholics between 1970 and 1995. Do Catholics still have distinct political orientations or have the differences between Catholics and non‐Catholics withered away in the process of secularisation? A re‐analysis of several surveys indicates that Catholics are indeed still different politically from the overall Swiss population. But these differences between Catholics and non‐Catholics are relatively small and have almost disappeared in the last 30 years. However, the data also suggests that while the confessional cleavage has lost most of its significance, it is increasingly superseded by a religious one.     

Proportionality and Self-Defense

Proportionality is widely accepted as a necessary condition of justified self-defense. What gives rise to this particular condition and what role it plays in the justification of self-defense seldom receive focused critical attention. In this paper I address the standard of proportionality applicable to personal self-defense and the role that proportionality plays in justifying the use of harmful force in self-defense. I argue against an equivalent harm view of proportionality in self-defense, and in favor of a standard of proportionality in self-defense that requires comparable seriousness and takes into account the wrong, as opposed simply to the harm that the victim is fending off. I distinguish the standard of proportionality in self-defense from proportionality in circumstances of necessity, and I discuss whether proportionality is an internal or an external constraint on the right of self-defense.     

The Ends of Deliberation: Meta‐consensus and Inter‐subjective Rationality as Ideal Outcomes

Normative deliberative theory has contributed much to an understanding of ideal procedural standards, but there is considerable uncertainty regarding the appropriate nature of desired deliberative outcomes. In this paper we identify two inter‐related concepts of meta‐consensus and inter‐subjective rationality as outcomes that an authentic deliberative process ought to produce. Importantly, these deliberative ends are consistent with ideal deliberative procedure. They are also empirically tractable, where preference transformation can be described in terms of underlying values, and judgments. Methods for assessing deliberative ends are provided and demonstrated using a case study.     

An Early Community-Based Intervention for the Prevention of Substance Abuse and Other Delinquent Behavior

This paper presents the results of an evaluation of an early intervention, risk-reduction strategy versus a standard intervention approach in the treatment of inner-city youth at high risk of adopting a deviant lifestyle. It examines baseline and 1-year follow-up information provided by 408 youth admitted to 2 community-based Baltimore City Youth Bureaus offering counseling services for neighborhood youth referred for delinquent and other problematic behavior. In the study, one of these bureaus served as the experimental intervention clinic and the other as the control, or standard intervention, clinic. Outcome measures involved substance abuse; sexual activity; contact with juvenile authorities; and delinquent activity, including violence-related activity. Regression analyses of outcome measures revealed significant differential results for delinquent activity, which favored the experimental intervention. Relationships between risk/protective factors and outcome are discussed.
