Backward agrarian economies like that of contemporary Bangladesh are generally held to be strongly subject to a process of polarisation between those with increasing ownership of land and those who become landless with nothing but their labour‐power to sell. Empirical evidence has often been at variance with such unilinear prognosis. Using data from south‐eastern Bangladesh, this study examines the complexity of the dynamics of backward agriculture. It is shown that the very process of polarisation itself generates a contradictory process of stabilisation of the small peasantry through the creation of supplementary income opportunities. It is the resultant dynamic which often manifests itself in the persistence of a large number of small‐owner farms amidst the process of polarisation.  相似文献

In the context of the recent interest and enthusiasm regarding e-government, this article proffers an overview of e-government by focusing on its conceptual development and experimental practices with a particular focus on Bangladesh. The study primarily draws on an extensive review of the secondary literature together with personal insights of the authors gained in the course of engagements with selected e-government related projects in Bangladesh. It explores, inter alia, the conceptual setting by examining the key definitional issues and models of e-government; reviews e-government as a practice at the global and developing country contexts; and examines the policy frame and infrastructural status of e-government in Bangladesh. Major challenges and constraints on wider application of e-government in Bangladesh are identified and some clues on possible improvement of the situation are also explored. Despite many constraints, a degree of positive change is already noticeable in reducing the digital divide in the country.  相似文献

Africa, and more specifically Sub-Saharan Africa, is faced with severe economic problems. The public sector, both the political and the managerial, is under severe attack to change its approach to the organization and management of society and its administrative System.

There is today, external, and to some extent internal, pressure to downsize the administrative system, to privatize, and to generally give up the prominent role played by the administrative system in the production and distribution of the general welfare.

This study attempts to assess the attitudes of public sector managers in Sub-Saharan Africa to what may be called universal managerial concerns such as problem-solving, leadership, job challenge, change, and organizational culture. It also assesses the level of satisfaction with career and particular positions of Sub- Saharan African mangers. In assessing attitudes and levels of satisfaction, we compare managers' attitudes with managers from other third world countries. The study concludes with the findings that routineness of work generates negative attitudes while bureaucratization and experience initiate positive attitudes towards universal managerial concerns.  相似文献

Firm informality is pervasive throughout the developing world, Bangladesh being no exception. The informal status of many firms substantially reduces the tax basis and therefore impacts the provision of public goods. The literature on encouraging formalisation has predominantly focused on reducing the direct costs of formalisation and has found negligible impacts of such policies. In this paper, we focus on a stick intervention, which to the best of our knowledge is the first one in a developing country setting that deals with the most direct and dominant form of informality, that is registration with the tax authority with a direct link to the country’s potential revenue base and thus public goods provision. We implement an experiment in which randomly selected firms are visited by tax representatives who deliver an official letter from the Bangladesh National Tax Authority stating that the firm is not registered and the consequential punishment if the firm fails to register. We find that the intervention increases the rate of registration among treated firms, while firms located in the same market but not treated do not seem to respond significantly. We also find that only larger revenue firms at baseline respond to the threat and register. Our findings have at least two important policy implications: i) the enforcement angle, which could be an important tool to encourage formalisation; and ii) targeting of government resources for formalisation to high-end informal firms. The effects are generally small in levels and this leaves open the question of why many firms still do not register.  相似文献

This study examined the relationship between intimate partner violence (IPV) and unintended pregnancy using data from women reporting IPV in the 2007 Bangladesh Demographic Health Survey. The analysis included 4,695 married women, aged 15 to 40 years, who had at least one birth in the last 5 years. Bivariate and multiple logistic regression analyses were performed to assess the relationship between IPV and pregnancy. About one third (30.4%) of women were abused physically and/or sexually and about one third (30.9%) of their births in the last 5 years were unintended. Compared with women who suffered no IPV, women who were abused sexually had a 1.64-fold increased risk of unintended pregnancy, which is higher than those who suffered physical abuse only (odds ratio: 1.35). The prevalence of unintended pregnancy among those who experienced severe physical violence was 1.60 times higher than those who reported no abuse. The findings indicate a significant relationship between IPV and unintended pregnancy among Bangladeshi women.  相似文献

To deal with externalities associated with electricity generation, under the Polluter Pays Principles (PPP), companies can be made to pay the compliance costs and then pass these costs incurred on to the end-users by charging a higher price per kWh of electricity used. However, there is a need for an optimal liability scheme, in terms of economic efficiency, equity and ethics in a world of favor seeking politics. With implicit weighting of welfare gains and losses to society, we developed supply-demand models. By incorporating plausible parameter values into the models, the optimal liability shares fell to less 100 percent (full) liability. However, the model is very sensitive to changes in the parameter values.  相似文献

This article argues that class analysis in the post-cold war era is still valid and that transnational class relations is an important topic for investigation when studying globalization. However, such a study is replete with many theoretical and methodological problems which have yet to be resolved. Using the pioneering works of Cox and Sklair as its starting point, this article addresses the problematics of conceptualizing transnational class relations in the context of capturing a globalization process by focusing on three interrelated issues: (1) globalization and the reconfiguration of class relations; (2) emerging global class structure and the dominant class; and (3) subordinate groups vis-à-vis the dominant class. Cautioning that one should not overwork the concept in our theoretical endeavour, and not to assume the formation of transnational classes just because there are domestic classes that serve in global forces of production, this article raises several questions in the conceptualization of transnational class relations and offers some new propositions.  相似文献
