Eurodad's campaign on multilateral debt: The 1996 HIPC debt initiative and beyond

'Multilateral debt is not a widespread problem for Severely Indebted Low Income Countries' wrote the World Bank in September 1994. Two years later, the International Financial Institutions-the World Bank and the International Monetary Fund-agreed to a proposal to bring the debt of Heavily Indebted Poor Countries (HIPCs) to sustainable levels. While imperfect, the proposal went some way to meeting the demands of NGOs which, with progressive forces both within the World Bank and among creditor countries, have played a crucial role in this process. While the multilateral debt problem is now too great to ignore, the authors maintain that it has been the persistent pressure of these players that has been responsible for the enormous progress made by the IFIs.     

The development and diffusion of financial reporting practices in the public sector

A prevailing economic crisis in the State of New York contributed to an erosion of previous institutional patterns, instigating a problem and political process of finding a mechanism wherein economic order could be produced. One strategic response to this economic crisis which is the focal point of this paper is the development and diffusion of financial reporting practices which guide the manner with which this state reports to its important constituencies including the citizenry, the media, and the capital markets. The main findings of this paper reflect the manner in which the relative power of organized interests and actors are mobilized through the use of rules such as financial reporting practices that establish meaning in public administration.     

Professionalism as Bar Politics: The Making of the Model Rules of Professional Conduct

Based on extensive archival research, this article offers a political account of the six-year process in which the ABA developed its latest ethics code for lawyers, the Model Rules of Professional Conduct. The article casts doubt on the validity of several functionalist and critical theories about the provenance and significance of professional ethics codes generally and the ABA's codes in particular. It evaluates the Model Rules process as an instance of de facto law making by a private group. And it identifies a lawyer's "professionalism-in-fact"–a set of common themes in the way lawyers currently think about the field of legal ethics. At the same time, however, the article stresses the ethical pluralism and structural differentiation of today's legal profession and roots the ethical preoccupations of various types of lawyers in the circumstances of their particular practices.     

Remote spectroscopic identification of bloodstains

Blood detection and identification at crime scenes are crucial for harvesting forensic evidence. Unfortunately, most tests for the identification of blood are destructive and time consuming. We present a fast and nondestructive identification test for blood, using noncontact reflectance spectroscopy. We fitted reflectance spectra of 40 bloodstains and 35 nonbloodstains deposited on white cotton with spectroscopic features of the main compounds of blood. Each bloodstain was measured 30 times to account for aging effects. The outcome of the blood measurements was compared with the reflectance of blood-mimicking stains and various body fluids. We found that discrimination between blood and nonblood deposited on white cotton is possible with a specificity of 100% and a sensitivity of 98%. In conclusion, a goodness of fit between the sample's reflectance and the blood component fit may allow identification of blood at crime scenes by remote spectroscopy.     

The Effect of Requiring Private Employers to Extend Health Benefit Eligibility to Same‐Sex Partners of Employees: Evidence from California

Health disparities related to sexual orientation are well documented and may be due to unequal access to a partner's employer‐sponsored insurance (ESI). We provide the literature's first evaluation of legislation enacted by California in 2005 that required private employers within the state to treat employees in committed same‐sex relationships in the same way as employees in different‐sex marriages with respect to ESI. Our analysis uses data on sexual orientation, partnership, and health insurance from the 2001 to 2007 California Health Interview Surveys (CHIS). Prior to the reform, partnered gay men and lesbians were significantly less likely to have ESI in someone else's name than partnered heterosexuals. Pooling data from 2001 to 2007, we find that the reform had no effects on differences in insurance outcomes between gay and straight men. We find some evidence that the reform increased partnership, reduced full‐time employment, and increased health insurance coverage among lesbians relative to heterosexual women. The increases in insurance coverage for lesbians are consistent with a role for expanded dependent ESI, suggesting that such policies may reduce sexual orientation‐based insurance disparities among women.
