This paper examines the design and teaching of "Genocide and Human Rights," an innovative, higher education course introduced in 2002 to provide training for a new generation of scholars and teachers. The course was developed and funded by a small non-profit organization, the Zoryan Institute, in Toronto, Canada. One purpose of the course is to teach about the Armenian genocide within a comparative genocide and human rights framework. Another goal is to fill a gap in the curriculum in response to increased student interest and research in genocide and human rights. The course serves as a valuable pedagogical model including its comparative framework, teaching by invited specialists, adjusting the curriculum to reflect student interest and new scholarship, and setting up and maintaining formal and informal scholarly networks. Features of critical pedagogy include classroom dialogue and critique and respect for differences in background and opinion. For example, interactions between students of Turkish and Armenian background provide an opportunity to explore issues of stereotypes, memory, denial and reconciliation. The course provides training for a new generation in research, publications, teaching and advocacy in fields related to genocide and human rights.  相似文献

Migration has always been a sensitive issue as it is oftentimes driven by a sense of tragedy and loss. This paper examines the irregular sea migration of the Rohingyan Muslims who fled from Myanmar in order to escape state-sponsored socio-cultural persecution. In their quest to find sanctuary in neighboring states such as Thailand, Malaysia, and Indonesia, the United Nations High Commissioner for Refugees report that thousands are now missing at sea, drowned, or detained in holding centers for undocumented migrants. It is against this factual backdrop that the author has chosen to make an analysis of a coastal state's rights to maritime border control vis a vis its established obligations to irregular sea migrants under the United Nations Convention on the Law of the Sea, the International Convention on Maritime Search and Rescue, the International Convention for the Safety of Life at Sea, the Refugee Convention, and various international human rights instruments. Finally, key regional and bilateral initiatives that deal with the issue will be examined.  相似文献

Politicians routinely appeal to the emotions of voters, a practice critics claim subverts the rational decision making on which democratic processes properly rest. But we know little about how emotional appeals actually influence voting behavior. This study demonstrates, for the first time, that political ads can change the way citizens get involved and make choices simply by using images and music to evoke emotions. Prior research suggests voters behave differently in different emotional states but has not established whether politicians can use campaigns to manipulate emotions and thereby cause changes in political behavior. This article uses two experiments conducted during an actual election to show that: (1) cueing enthusiasm motivates participation and activates existing loyalties; and (2) cueing fear stimulates vigilance, increases reliance on contemporary evaluations, and facilitates persuasion. These results suggest campaigns achieve their goals in part by appealing to emotions, and emotional appeals can promote democratically desirable behavior .  相似文献

This article, which is the first empirical study of upper-level female managers in Central America, extends the exploration of similarities and differences between public and private sectors in human resource management to the context of developing countries. A comparison of work hours, recruitment and selection practices, mentoring, political pressure, gender discrimination and sexual harassment, reported by female managers in public and private organizations in Nicaragua and Costa Rica, yielded no sector-based differences and few country-based differences. We conclude, therefore, that the public sector is not a more supportive or more fair employer for women in management than the private sector in these two countries, contrary to the assumption in the women-in-management literature that the public sector is a more hospitable environment. Improvements in human resources practices are appropriate in both sectors.  相似文献
