This article uses international archival sources to examine Australian policy on the problem of Rhodesian independence during the 1960s. It demonstrates that until November 1965 the Australian government led by Sir Robert Menzies followed a finely balanced policy that was broadly supportive of Britain but also sympathetic to the Rhodesian Front. However, the Australian response to Rhodesia's Unilateral Declaration of Independence (UDI) revealed increasing bureaucratic conflict in Australian policy‐making and exposed the limits of Australian support for Britain in dealing with the international consequences of the UDI. Analysis of Australia's decision to not attend the Lagos Conference in January 1966 demonstrates the Menzies government's anxiety about the implications of racial issues for Australian domestic and foreign policies. This suggests that historians should pay more attention to the significance of Africa in Australian foreign relations during the Menzies era.  相似文献

Victims of crime are often confused and frustrated by the criminal justice process. Those who have lost loved ones to homicide – often called ‘homicide survivors,’ ‘secondary victims,’ or ‘co-victims’ – suffer not only loss and a justice system that seems to have little place for them, but are often also left unaware of the circumstances of their loved one’s death. The current study sought to further our understanding of the experience of homicide survivors in the Canadian justice system. Toward this end, in-depth, semi-structured interviews were conducted with five individuals who lost loved ones to homicide. Results showed that receiving information and being treated kindly were far more important than having an influence over the proceedings; additionally, there was a great deal of distrust of the justice system as a whole, regardless of the kindness shown by individual actors in the system. Policy implications and directions for future research are discussed.  相似文献

The politics of governance in higher education is dominated by a discourse of quality assurance which assumes the external regulation of academic activity to be the natural state of affairs. This article analyses the ideological origins of that discourse and its resonance with more general trends in the public management of welfare, the nature of the opposition from traditional university values, the stages in the translation of ideological advantage into specific forms of regulation, and the consequent shifts in the balance of power between the major players in higher education. Underlying this analysis is a framework which views the governance of higher education as an arena in which there is a continuing struggle for the control of high status knowledge through the functions of standard setting, evaluation and intervention.  相似文献

Randomized experiments provide unbiased estimates of treatment effects, but are costly and time consuming. We demonstrate how a randomized experiment can be leveraged to measure selection bias by conducting a subsequent observational study that is identical in every way except that subjects choose their treatment—a quasi‐doubly randomized preference trial (quasi‐DRPT). Researchers first strive to think of and measure all possible confounders and then determine how well these confounders as controls can reduce or eliminate selection bias. We use a quasi‐DRPT to study the effect of class time on student performance in an undergraduate introductory microeconomics course at a large public university, illustrating its required design elements: experimental and choice arms conducted in the same setting with identical interventions and measurements, and all confounders measured prospectively to treatment assignment or choice. Quasi‐DRPTs augment randomized experiments in real‐world settings where participants choose their treatments.  相似文献

The Military Commissions Act of 2006 represents the United States’most recent effort to establish a forum to try detainees capturedin its ‘Global War on Terrorism’. This article brieflyexplores the Act's use of the term ‘unlawful enemy combatant’to define both subject matter jurisdiction as well as the potentialsource of criminal liability. The article highlights the term'sabsence from the positive law of war as well as confusion overits legal significance in United States domestic law. Examiningthe relationship between status and protections under the lawof war, the authors conclude the Act's use of the term ‘unlawfulenemy combatant’ reflects legal convenience more thanan objective assessment of the existing laws and customs ofwar.  相似文献
