Nonprofit organisations comprise a growing and important sector of the Australian economy. This sector is being used by governments to an increasing extent for the delivery of services. The most common manner in which nonprofit organisations are funded by government is through the provision of grants, contracts or service agreements. Nonprofits discharge their accountability for these funds through reporting guidelines issued by the government funders. This article examines the financial accountability requirements of government funders, in one jurisdiction in Australia to support the central argument that the emphasis on ‘upward and external’ accountabilities serve as a functional and control tool on the sector. This emphasis detracts from the development of the ‘downward and internal’ mechanisms of accountability which are the essential building blocks for the strategic development of the capacity of the sector to respond to calls for greater accountability. 相似文献

Failure to ratify the Meech Lake Accord in 1990 has produceda constitutional crisis in Canada and sharpened the polarizationbetween Quebec and the rest of Canada. The future of Canadianfederalism and of Canada as a nation is now in question. Proceduralfactors contributing to the failure of Meech Lake included flawsin the constitutional amendment process, inadequate public involvement,distrust of executive federalism, inept political leadership,and ratification of the Canada-U.S. Free Trade Agreement. Postcolonial discourse is incredibly diverse and postcolonial art in Australia has numerous critical modes. This paper describes an approach in Contemporary Indigenous art that attempts a critique of the law from within the law rather than outside of it. It takes a radical form of over-proximity, rather than avant-garde distance, and finds the gap and failure in law’s attempt at creating legal subjects of us all. In the work of Gordon Bennett, Danie Mellor and the duo Adam Geczy and Adam Hill, there is a working through the political and legal ramifications of the Indigenous subject in contemporary Australia. The focus on processes of initiation and subjectivization, or what Althusser called “interpellation” and show the effects of this interpellation in the Indigenous subject and offer modes of resistance. The artists are informed by Lacanian notions of subjectivization and utilise this approach to semiotics and power as the starting point for their critique. 相似文献

The Advanced Technology Program (ATP) collected a unique source of data from highly innovative firms beginning in 1993. These
data follow the OECD’s guidelines for collecting innovation data and provide important insights for understanding the innovation
process within firms. Although the data are not representative of the population of firms, there is sufficient number of firms
in the dataset to test hypotheses and to provide a starting point for calls for innovation metrics. Because of the confidential
nature of the data, ATP worked with the National Opinion Research Center (NORC) to create a Data Enclave so that researchers
could remotely access the ATP data in a secure environment. To initiate the use of ATP data in the Data Enclave, the ATP program
funded researchers to undertake research projects that use ATP data. Other organizations have joined the Data Enclave, including
the Department of Agriculture and the Kauffman Foundation.

This article draws on previous research and social bonding theory to examine the child maltreatment–delinquency relationship. Using data from the National Longitudinal Study of Adolescent to Adult Health (Add Health), results show that child physical and sexual abuse and neglect are predictors of weakened social bonds and increased delinquency during later adolescence. For both females and males, strong social bonds significantly decrease delinquency. Among females, social bonds, especially the maternal bond and school attachment, mediate the effects of child sexual abuse and neglect on delinquency. The effects of abuse and neglect on delinquency among males remain robust and significant even when controlling for social bonds. Implications of the findings for theory and policy are discussed. 相似文献

We examine whether and how elite discourse shapes mass opinion and action on immigration policy. One popular but untested suspicion is that reactions to news about the costs of immigration depend upon who the immigrants are. We confirm this suspicion in a nationally representative experiment: news about the costs of immigration boosts white opposition far more when Latino immigrants, rather than European immigrants, are featured. We find these group cues influence opinion and political action by triggering emotions—in particular, anxiety—not simply by changing beliefs about the severity of the immigration problem. A second experiment replicates these findings but also confirms their sensitivity to the stereotypic consistency of group cues and their context. While these results echo recent insights about the power of anxiety, they also suggest the public is susceptible to error and manipulation when group cues trigger anxiety independently of the actual threat posed by the group. 相似文献
