We determined the Na/K x-ray intensity ratio in frozen sections of myocardial tissues obtained at autopsy from patients who died from various causes, using electron probe analysis. We have been able to distinguish between the ischemically injured and normal cells. The method is simple, fast, and dependable even when the duration of ischemia is only 30 minutes.  相似文献

This article aims to argue that identity is an important variable in determining the motivational disposition of the Indian state’s external security behavior. It offers a constructivist explanation to India’s increasing engagement with the Asia-Pacific region and argues that India’s deepening engagement with the region is a reflection of its desire to craft a new external identity for itself – the identity of an “Asia-Pacific player.” The desire for an “Asia-Pacific identity” is in part precipitated by Indian political elite’s perception of a crisis in India’s external identity immediately after the end of the Cold War, along with its intuitive desire for recognition within the international system. This ongoing identity shift offers to explain many visible changes in India’s post-Cold War foreign security behavior.  相似文献

ABSTRACT Leaders of the United Malays National Organisation (UMNO), Malaysia's ruling party, invented 'Malay tradition' for the purpose of maintaining control not only over the domestic political process, but also in their own ranks. Yet, this did not deter challenges to the leadership which were also legitimised on the basis of tradition. In this regard, the rhetoric of tradition also functioned as a barometer assessing the stakes and the levels of support for the contestants. When the stakes of political contestation became extraordinarily high, the major protagonists were quite willing to depart from tradition to determine outcomes. Realising its instrumental worth, the UMNO elites manufactured tradition to legitimise deviations from established norms. But in the process of reinventing the wheel, the leaders of UMNO inadvertently contributed to the construction of ethnic identity.  相似文献

The Nagoya–Kuala Lumpur Supplementary Protocol on Liability and Redress was finally adopted on 15 October 2010 at Nagoya, Japan. It was negotiated pursuant to a mandate established by the First Conference of the Parties serving as the Meeting of the Parties in 2004 under an enabling provision in the Cartagena Biosafety Protocol. The Supplementary Protocol seeks to deal with damage to biodiversity as well as ‘associated’ traditional material or personal damage. It delineates two pathways to dealing with such damage: the administrative approach that empowers a competent authority to deal with the matter administratively, without initial recourse to courts; and a civil liability approach that requires litigants to seek private law remedies through national legal systems. However, while the Supplementary Protocol has elaborate and comprehensive provisions implementing the administrative approach, it incorporates only a single article on civil liability which does little more than exhort parties to continue to apply their existing domestic law on the subject or establish rules to deal specifically with the matter. This was not the outcome anticipated when the negotiations started. It was the expectation, primarily of developing countries then, that the prospective protocol would deal essentially with civil liability and set out substantive and procedural rules on liability and redress. This article traces how and why all this came to pass. It also analyses the provisions, and the implications, relating to the administrative approach and the single enabling article on civil liability. It deals also with the challenges in implementing the administrative approach, novel to most countries. Finally, it examines the prospect for the emergence in the future of a more elaborate international civil liability regime.  相似文献

Existing research makes competing predictions and yields contradictory findings about the relationships between natives’ exposure to immigrants and their attitudes toward immigration. Engaging this disjuncture, this article argues that individual predispositions moderate the impact of exposure to immigrants on negative attitudes toward immigrants. Negative attitudes toward immigration are more likely among individuals who are most sensitive to such threats. Because country-level studies are generally unable to appropriately measure the immigration context in which individuals form their attitudes, this article uses a newly collected dataset on regional immigration patterns in Austria, Germany, and Switzerland to test the argument. The data show that increasing and visible diversity is associated with negative attitudes toward immigrants, but only among natives on the political right. This finding improves the understanding of attitudes toward immigrants and immigration and has implications for the study of attitudes toward other policies and for immigration policy itself.  相似文献
