Data are presented that indicate that the Southern region of the United States has a much higher arrest rate for drunkenness than other regions of the country; that the state of Kentucky has a much higher arrest rate for drunkenness and for alcohol offenses in total than even the Southern region; and that Madison County, Kentucky has much higher rates than even the state of Kentucky. Data collected from court records in Madison County are then presented to describe the people arrested for alcoholrelated offenses, the circumstances of their arrests, and the legal processing of their cases. Finally, speculative hypotheses for the higher arrest rates for alcohol-related offenses in the South, in Kentucky, and in Madison County are discussed.  相似文献

The technology (product) in education is knowledge. Therefore, one would expect that disseminators of knowledge (educators) would be on the forefront of change (creators and distributors of new knowledge). There is little evidence to show that the education system in the United States is receptive to future-oriented knowledge and methods. This paper examines the police reforms of Augustan Rome and nineteenth-century England against the back-ground of the sociohistorical conditions within which they occurred. It reveals that the localism of reforms in Rome and the centralizing reforms of England were part and parcel of the traditional and modern societies from which they developed. Although this analysis offers few, if any, unequivocal historical lessons concerning the local autonomy and public accountability of modern law enforcement, it does reveal one of its basic dilemmas. Today's police work rests upon a legal rational system of social organization. It is, nevertheless, carried out within the exigencies of local communities of which it is though to be responsive. This dualism between universalistic and particularistic principles underlies current discussions of crime control and order maintenance. Attempts to dissolve this dilemma by focusing upon crime control or order maintenance to the exclusion of the other are inadequate inasmuch as the dilemma belongs to the very structure of society. Consequently, solutions such as external review boards and monitoring agencies or civilian monitoring organizations seem more appropriate as a means of maintaining the presence of universal norms while at the same time increasing levels of public accountability.  相似文献

This study explores the attitudes and behaviors of Taiwanese police officers regarding community oriented policing (COP) by comparing their attitudes and behaviors with those of officers in Washington State. Data used in the study were collected from 375 Taiwanese line officers assigned to the city of Tainan and 167 American line officers from various police and sheriffs’ departments in Washington State. The study finds that (1) Taiwanese and American officers hold similar opinions of COP’s potential to reduce crime; (2) both groups are similarly involved in implementing the various strategies of COP; yet (3) American officers are more involved in formulating (planning/devising) COP strategies; and (4) are more receptive to citizen involvement in COP; while (5) Taiwanese officers are more receptive to civilian oversight, and (6) are more amenable to applying COP outcomes for evaluative purposes than are their American counterparts. Policy implications and areas for future research are discussed.
