Can grassroots government succeed on its own without state involvement? By comparing approaches in two metropolitan governments—neighborhood councils in Los Angeles and resident committees in Shanghai—Bin Chen of the City University of New York at Baruch College, Terry L. Cooper of the University of Southern California, and Rong Sun of Shanghai Tongji University underscore the need to understand the interrelationships among the political and administrative structures where these specific reforms are implemented. Their analysis points out that the efficacy of a government-initiated civic engagement program depends on a balanced combination of state involvement and community self-organization.  相似文献

Students of American politics rarely study public sector unions and their impacts on government. The literature sees bureaucratic power as rooted in expertise, but largely ignores the fact that bureaucrats often join unions to promote their own interests, and that the power of their unions may affect government and its performance. This article focuses on the public schools, which are among the most numerous government agencies in the country, and investigates whether collective bargaining by teachers—the key bureaucrats—affects the schools' capacity to educate children. Using California data, analysis shows that, in large school districts, restrictive labor contracts have a very negative impact on academic achievement, particularly for minority students. The evidence suggests, then, that public sector unions do indeed have important consequences for American public education. Whether they are consequential in other areas of government remains to be seen, but it is an avenue well worth pursuing.  相似文献

European parliamentary committee systems play an important role in organising the work of legislatures so as to assure the parliamentary leadership of its agenda. At the same time, the strategic positioning of committees in the legislative process provides opportunities for chairs to potentially undo the will of the leadership. We consider the degree to which committees in the Lithuanian legislature serve the private interests of legislators or those of the parliamentary leadership. We argue that while committees most often assist the leadership in obtaining preferred legislative outcomes, chairs on occasion have been able to change proposals or even frustrate the parliamentary leadership of governing coalitions.  相似文献

Police organizations function in a dynamic environment that requires management to make adjustments to constant changes. The focus of this paper is on entry-level uncorrected vision entry standards that are being affected by recent technological advancements in the optical field. Extreme policy variances exist relative to - these requirements and many of the more rigid policies are grounded in unrealistic foundations. Many of these foundations relate to problems relevant to spectacles. Additionally, these standards are based on very remote events. This paper is based on a programmatic effort to elicit and reanalyze data stemming from the evaluation of social programs. The stress is on identifying problems and negotiating for data and analyzing it. This includes: researchers' reluctance to disclose data for documentation and data control systems; vague or nonexistent policy for assuring access. The possible solutions presented here are based on governmental regulation and policy for publicly supported evaluation.Individuals who kindly provided their reactions to earlier drafts of this paper and/or advice and information in other ways include: Ole Engberg, John Evans, Harold B.
