Good governance as a foundation for sustainable human development in sub-Saharan Africa

Data indicate that good governance and human development continue to be major issues throughout sub-Saharan Africa. The findings show a significant relationship between the measures of good governance and human development. The findings suggest that policies and efforts aimed at improving government effectiveness and political stability would have the most significant impact on human development and poverty reduction efforts. The findings lend support to the adoption of integrated policy approaches that take into consideration political development along with economic development to reduce poverty in sub-Saharan Africa.

A funny thing happened on the way to the mosque: promoting civil society and religious pluralism through local conflict

Understood primarily as a meta-narrative reflecting citizens' reluctance to accept migration and Islam as permanent components of their society, grass-roots protests against mosque construction also highlight a democratic paradox regarding multi-level governance: while national governments bear chief responsibility for ensuring fundamental religious freedoms, local authorization procedures affecting mosque construction (e.g. zoning, building permits) have rendered communal spaces a Ground Zero for the regulation of Islamic faith communities. While similar protests have taken place across Europe, German officials face special problems in responding to challenges by neighbourhood groups, rooted in the complicated nature of federalism, the legacy of National Socialism and a new, if misunderstood, element of ‘militant democracy’ at local levels. The Pankow-Heinersdorf case, staged on the outskirts of eastern Berlin, shows that multifaceted interventions can help contesting parties come to terms with religious differences, develop their networking and dialogue skills and actually contribute to more effective democratic participation at the local level.     

Measuring the impact of set-aside programs on the minority business sector

In addition to remedying discrimination, set-aside programs can play an important role in minority business development. While it is understood that set-aside programs have positive impacts on the minority business sector, the magnitude of these impacts has not been explored. This study is an econometric analysis of the economic impacts within the minority business sector that are attributable to City of Chicago spending with minority-owned firms. Where appropriate, and to better operate as business development tools, set-aside programs should target the emerging lines of minority enterprise, include Target Market Programs, and contain provisions for debundling large contracts.     

The Normality of the Exception in Democracy's Empire

The motif is one of inversion. In its received mode, the exception – the exceptional decision suspending the normal legal order – generates both the sovereign and the law. Here, on the contrary, the exception is found to be of the 'normal' law and, thus endowed, law goes to constitute the sovereign. This normality of the exception is then matched with the sovereign claim of democracy's empire. That empire is thence shown to have an oxymoronic quality, democracy and its constituent law being conducive to empire yet ultimately opposed to it. The empire of the United States of America provides a 'case'.
