Gang-affiliated youth are responsible for a disproportionate amount of serious and violent offenses. However, there is scant focus on the psychological variables that could be important for treatment planning and program development. Awareness of these variables is important for treatment planning and program development and also, potentially, for understanding which youth may be attracted to gangs. This study compared the criminal attitudes and psychopathic personality attributes of gang- and nongang-affiliated youth offenders (N=168) residing in youth correctional institutions in Singapore. Multivariate analyses indicated that favorable attitudes toward gangs (ATG), violence, and criminal associates remained significantly associated with gang membership after accounting for favorable attitudes toward violence and criminal associates, as well as increased attitudes of entitlement and impulsive/irresponsible traits. These attitudes were likely to perpetuate gang affiliation and criminal behavior, and thus should be a focus for intervention and rehabilitation efforts. 相似文献

The Community Attitudes Toward Sex Offenders (CATSO) scale is an 18-item self-report questionnaire designed to measure respondents’ attitudes toward sex offenders. Its original factor structure has been questioned by a number of previous studies, and so this paper sought to reimagine the scale as an outcome measure, as opposed to a scale of attitudes. A face validity analysis produced a provisional three-factor structure underlying the CATSO: ‘punitiveness,’ ‘stereotype endorsement,’ and ‘risk perception.’ A sample of 400 British members of the public completed a modified version of the CATSO, the Attitudes Toward Sex Offenders scale, the General Punitiveness Scale, and the Rational-Experiential Inventory. A three-factor structure of a 22-item modified CATSO was supported using half of the sample, with factors being labeled ‘sentencing and management,’ ‘stereotype endorsement,’ and ‘risk perception.’ Confirmatory factor analysis on data from the other half of the sample endorsed the three-factor structure; however, two items were removed in order to improve ratings of model fit. This new 20-item ‘Perceptions of Sex Offenders scale’ has practical utility beyond the measurement of attitudes, and suggestions for its future use are provided. 相似文献

Between 1820 and 1930 over 5 million Germans emigrated to overseas destinations, most to the U.S. By the 1850s the number of German migrants living in the U.S. was large, a consequence partly of cumulative causation. I provide evidence for the dramatic increase in networks by using micro-level data for the German principality of Hesse-Cassel in the mid-nineteenth century. A conservative measurement of network relationships finds that after 25 years almost half of them were related to a previous family member from the same village. Migrants who used family networks tended to move in small units. Usually only a few years separated networked family members, but some links lasted over a decade. Women were unlikely to start a network but more likely than men to travel to the U.S. Within some families, migrants switched from continental destinations to the U.S., perhaps due to the failure of the 1848 March Revolution. 相似文献

Genocide struck Rwanda in 1994. Since then, national and international trials have endeavored to promote reconciliation, deterrence, peace, justice, and human rights. This article posits a disconnect between these trials and the attainment of their avowed goals. This disconnect emerges in part from the influential agendas of international lawyers who equate selective criminal prosecution with the \"rule of law\" and espouse criminal prosecution as the preferred and uniform response to mass atrocity. Creating a presumption in favor of criminal prosecution has dampened the need to explore whether such trials actually are suitable for the particular afflicted society. A socio-legal analysis suggests that Rwanda is precisely a place where constructed notions of what \"rule of law\" ought to be are supplanting the need to implement reconstructive policies that may be best for Rwanda. In particular, the populist nature of the Rwandan genocide, coupled with the vast level of victimization, suggest that a shame-based restorative approach may be more successful in promoting reconciliation, deterrence, and peace than the guilt-based retributive approach currently in vogue. This article argues that, when the law blames occurrences of genocidal evil largely on the existence of some evil people, it obscures the fact that so many people, to varying degrees of complicity, are required for this evil to result in so many deaths. 相似文献

Why do we get technology policy so wrong, so often? As governments rush to develop new identity policies they fail too often in answering essential questions: are identity policies capable of addressing a diverse range of policy goals? Are the techniques we imagine to be necessary in fact helpful? Instead, policy makers remain fixated on expensive and sexy ‘biometrics’ and vast new centralised databases to solve problems they do not understand. This survey seeks to resolve why policy makers repeatedly commission identity schemes based on obsolete knowledge of modern technological capabilities. We argue that policy making requires an understanding of technological issues as well as more traditional political and organisational concerns, and a little less bravado. As a result, policy makers can set about developing effective solutions that are citizen friendly and actually address pressing policy goals. 相似文献

How diversified are small town revenues? Revenue diversification is analyzed among towns governed by town meetings. Using previously developed diversification measures, the findings confirm that these localities draw from less diverse revenue streams than other state and local governments. The reasons for these variations include differences in home rule status as well as tax and expenditure limitations imposed by states. The authors suggest that revenue allocation in these jurisdictions is substantively different from other forms of local government because these communities rely much less on sales taxation than states and municipalities. In July 2005, the Little Rock, Arkansas, school district implemented a new policy to reorganize its management structure in order to create a more efficient bureaucracy. Using Richard Matland’s ambiguity‐conflict model of policy implementation, the authors examine the implementation of this school reorganization policy. Interviews and surveys were conducted with the superintendent and his executive assistants, school principals, teachers, and staff. In line with Matland’s model, the findings suggest that successful implementation is directly related to the policy characteristics of ambiguity and conflict. However, the authors point to the importance of recognizing particular characteristics for different groups of stakeholders within the policy implementation process. Discrepancies among groups of policy actors in the degree of policy ambiguity and policy conflict lead to strikingly different implementation strategies. 相似文献
