The article presents a framework for better understanding the nature of performance in organisations involved in the provision of overseas development assistance (ODA). It uses a case study to illustrate the three main features of the framework which are: goals, performance assessment and performance management. It is asserted that a vibrant performance culture is one which links these features together to form an organisation capable of continual improvement through producing effective learning. Organisational culture determines the nature of linkages between the three sub‐systems. The article stresses how the notion of performance may extend beyond various forms of evaluation and scrutiny to being part of a sentient learning system rooted in an organisation's culture and structure. The article concludes with consideration of key issues associated with the generation of a reflexive learning organisation operating in the ODA sector. This review of country‐level performance assessment in donor agencies is primarily based upon the experiences documented by bilateral donors to developing countries. The review suggests that four emerging themes can be identified in the literature on country‐level performance review: ownership, decentralisation and leadership, accountability and learning and complexity. The review considers the implementation of ‘results‐based’ approaches used by a number of international agencies and examines their relationship with ‘evidence‐based’ approaches. A key challenge, in the development of performance assessment, is bringing in a stronger evidence‐based approach into the planning and evaluation of donor country‐level programmes. A common criticism of merit‐pay plans is that they fail to systematically target rewards to the most effective teachers. This study presents new evidence on this issue by evaluating data from Tennessee's Career Ladder Evaluation System and the Project STAR class‐size experiment. Because the students and teachers participating in the experiment were randomly assigned, inferences about the relative quality of teachers certified by the career ladder should be unbiased. The results indicate that Tennessee's career ladder had mixed success in rewarding teachers who increased student achievement. Assignment to career‐ladder teachers increased mathematics scores by roughly 3 percentile points but generally had smaller and statistically insignificant effects on reading scores. © 2004 by the Association for Public Policy Analysis and Management. 相似文献

Budget redirection in Georgia state government represents a change from the expectation of continuous budget growth to an expectation that budget expansion will be accompanied by compensating budget reductions through an ongoing process of priority assessment. Its essential features are: the requirement that state agencies identify a minimum of 5 percent of their current year's budget which becomes the primary means for funding new programs and services in the coming fiscal year; and a limit, based upon revenue projections, on the amount an agency may request above the current year's budget. The financing of political campaigns is an area of active scholarly study. I review some of the recent literature and discuss important methodological issues that arise in empirical research on campaign expenditures and campaign contributions. The effects of campaign expenditures and advertising on candidate and ballot-measure elections are summarized, as are the impacts of contributions on contributors’ welfare. Many states have changed their campaign finance laws in the past few years, and I describe work that exploits variations in these laws. A discussion of the strategies used by interest groups to allocate their campaign contributions provides insights into contributors’ motives. 相似文献

When analyzing superpopulation data, inferential statistical methods should be used. Empirical tests of hypotheses are subject to a variety of stochastic processes, or “errors”, even if the data involved in those tests are not the product of random sampling. Assumptions about the nature of these processes have to be an explicit part of the analysis and need to be justified. Using several examples of published research, we make transparent that all substantive conclusions are conditional on the assumptions about the nature of the stochastic processes that are at work in generating superpopulation data. 相似文献
