It is impossible to understand the creation and continued survival of de facto states without reference to external actors. External patrons provide vital support and the international system constrains and shapes these aspiring states. The relationship is, however, not one-sided, and these entities are not merely puppets. In fact external dependence creates significant dilemmas for de facto states: it undercuts their de facto independence and contradicts their strategy for gaining international recognition, thereby undermining their long-term sustainability. The dilemmas facing de facto states have been accentuated by the recent recognition of Kosovo, Abkhazia and South Ossetia. 相似文献

Regional powers such as China, India, Russia, and to a lesser degree Brazil and South Africa, now occupy a significant role on the world stage. The United States, while still enjoying superpower status, has taken note. At the same time, the transnational nature of the challenges facing the world will require multilateral and bilateral co-operation perhaps unprecedented in modern history. How will the United States respond to these new requisites within the context of this changed world? While it is too early to assess the Obama administration's foreign policy substantively, it looks to be adopting an approach emphasising the building of consensus and multilateralism in its international engagement. Moreover, there is reason to expect that it will actively seek a more constructive set of relationships with regional powers. United States domestic political constraints may yet hamper Obama in this new approach, as might the type of response the new administration receives from old and new powers to its overtures. Intergenerational conflict may arise when the interests of different age groups do not align. We examine cross-country data to find evidence for this conflict in OECD countries. We derive our results from a FGLS estimation model, which is complemented by a System-GMM estimation to account for potential endogeneity. The data are from a panel of 22 OECD countries over the time period 1985–2005. We find little support for intergenerational conflict in general; however, those who are close to statutory retirement age dislike public expenditure on families and education because, once they retire, they will have less income compared to their work income. This effect is transitory, however, implying a change in voting behavior during retirement age. 相似文献

The limits and variety of risk‐based governance: The case of flood management in Germany and England

Risk‐based governance is argued by many to hold the promise of a more rational and efficient state, by making explicit the limitations of state interventions and focusing finite resources on those targets where probable damage is greatest. This paper challenges the assumption that risk‐based governance has the potential for universal and uniform application, by comparing contemporary flood management in Germany and England. On first inspection, flooding appears to be a paradigmatic case of risk colonizing European policy discourses, with the traditional notion of flood defense giving way to flood risk management in the context of climate change, increasingly frequent flood disasters, political and cost pressures on flood protection, and publicly available European‐wide flood assessments. Drawing on in‐depth empirical research, this paper shows how the role, and even the definition, of “risk” is institutionally shaped, and how the respective institutional environments of German and English flood management practices impede and promote risk colonization. In particular, the use and conceptualizations of risk in governance are variously promoted, filtered, or constrained by the administrative procedures, structures, and political expectations embedded within flood management and wider polities of each country. The findings of this research are important for the design and implementation of supranational policies and regulations that endorse risk‐based approaches, such as the recent EU Flood Directive, as well as scholarly debate as to how to legitimately define the limits of governance in the face of uncertainty and accountability pressures. 相似文献

Throughout much of the world higher education has been subject to scrutiny, including for example cost, outcomes, stakeholder value, and change. The intensity of the scrutiny and the possible consequences in terms of change have accelerated as a result of 2009 being the year of financial turbulence and scarce resources being used to prop up failing industries such as the automobile industry, compounded by measures such as quantitative easing and huge amounts being made available to the banking sector. This article looks at the different contexts and legal frameworks regarding change being required as a result of legislation rather than happening through some organic way. The article does not focus on the merits of possible change but on how change may be brought about. The European context is that of the Bologna Process (with a brief reminder of the European Union's competency in this area), the US context is that of change at national, regional or state level but with the primary focus being national level change. 相似文献

Heifer International (HI) has been applying participatory approaches to rural development for nearly 60 years. Organisationally, HI focuses on building the capacity of its country programmes and NGO partners to work independently toward a unifying mission. An open structure allows HI to validate and incorporate the rich and diverse experience of its project holders and country programme offices into organisational planning and daily operations. This article analyses three recent HI initiatives which incorporate deliberate processes to facilitate organisational learning. This article explores what appears to be a major shift in the policies and practices of national and international governments–the increased attention to, and use of, citizen engagement strategies as a basis for developing more participatory forms of governance. The article examines recent citizen engagement initiatives of the Queensland state government which have grappled with these complex political, policy and service concerns. The potential innovation and effectiveness of citizen engagement techniques and approaches are examined. The limitations of technical methodologies based on a traditional consultative framework are highlighted. The article analyses the relationship between these citizen engagement practices and more strategic democratic reforms based on notions of participatory governance. 相似文献
