Victim interdependence in the accident setting

This paper considers the case in which potential victims affect each other by taking care. Analyzing standard liability rules, we show that the rule of strict liability with a defense of contributory negligence is in the best position to induce the efficient outcome, i.e., this liability rule ensures efficiency if victims affect each other negatively, that is care by one victim increases the accident exposure of other victims. This rule also makes attainment likely if victims affect each other positively, that is if care by one victim decreases the accident exposure of other victims. In contrast, other standard liability rules fail to induce first-best care.     

The gender agenda: NGOs and capitalist relations in highland Cambodia

Cambodia’s mountainous northeastern province of Ratanakiri, which only twenty years ago was home to mainly indigenous minority groups largely focused on subsistence production, has undergone rapid ecological, social, and economic transformation. Deforestation and land alienation in the context of large-scale plantation agriculture, land speculation, and smallholder cash cropping have led to concerns that indigenous communities are being alienated from their land and not benefitting from economic changes. This has resulted in a significant number of NGO and government programs that attempt to protect and “empower” indigenous people, particularly women. This article examines a one-year research project which explored the relationship between indigenous women and land change in two indigenous villages. It discusses how indigenous women as well as Khmer and landless Cham immigrants have dealt with the commoditization of land and labor. It focuses on the differentiated way capitalist relations have pushed men, women, landless laborers, and increasingly wealthy landowners on increasingly divergent life trajectories. Compelled by donors to focus on gender and indigenous women as an object of governance, the NGO that directed this project struggled to keep up with the realities of capitalist relations on the ground.

Change—and Scepticism—as a Constant: Anthony King on Parties and Party Systems

Tony King had a healthy disrespect for conventional wisdom but a deep appreciation for common sense. Drawing on an eclectic mix of sources, both qualitative and quantitative, he wore his learning lightly, the better to highlight and explain to academic and non‐academic audiences how shifts in society and public opinion drove change inside parties and in the party systems in which they operated. King asked great questions and provided answers that simultaneously captured complexity and the big picture. His provocative interpretations and analysis were always stimulating—and many of them proved highly prescient.     

For Business,for Pleasure or for Necessity? The Czech Republic's Choices for Europe

Drawing on scholarly accounts from the study of Western Europe which seek to explain national preference formation in European Union member states, this article explores the factors which shape the Czech Republic's policy preferences at the EU level. It argues that whilst ideology, dependency and powerful economic interest groups have explanatory power, the key to explaining national preference formation in the Czech case lies in vulnerabilities and (perceived) weakness.     

Heterosexuality and Race in the Australian Same-Sex Marriage Postal Survey

ABSTRACT

This article argues that race and class are central aspects of sexual citizenship in a Australia. It does so by investigating representations of heterosexuality that were produced and circulated during the 2017 same-sex marriage postal survey. Engaging with feminist and critical race theorists, we position same-sex marriage as not exceptional but part of a wider distribution of sexual citizenship within Australia's ongoing settler colonial history. We do so by introducing a number of illustrative examples of representations of heterosexuality produced during the survey. These representations reveal how same-sex marriage perpetuated heterosexual authority by asserting claims to authenticity and the occupation of space. We observe how heterosexuality in the survey material reproduced fantasies linking these three themes, for example, in an authentic white heterosexual family who speaks from their suburban backyard. It reveals that ceding to a bifurcated view of either progressive or conservative voices forestalls rather than advances other visions which may exceed the limited imaginings of sexual citizenship offered by the white liberal settler colonial state.     

Formal and Informal Seed Systems in Kenya: Supporting Indigenous Vegetable Seed Quality

Indigenous vegetables play an important role in Kenyan food security, but production is limited by poor seed quality. Traditionally, seeds have been traded through informal networks, but a new formal seed sector is emerging. This study assessed the relative potential for formal or informal seed systems to meet the need for high-quality indigenous vegetable seed. By evaluating determinants of farmers’ seed purchasing behaviour, we conclude that informal seed systems have greater potential to meet this need and should be strengthened. This study suggests that policy-makers should use context-specific data to guide decisions on seed policy.
