ABSTRACT

This article argues that race and class are central aspects of sexual citizenship in a Australia. It does so by investigating representations of heterosexuality that were produced and circulated during the 2017 same-sex marriage postal survey. Engaging with feminist and critical race theorists, we position same-sex marriage as not exceptional but part of a wider distribution of sexual citizenship within Australia's ongoing settler colonial history. We do so by introducing a number of illustrative examples of representations of heterosexuality produced during the survey. These representations reveal how same-sex marriage perpetuated heterosexual authority by asserting claims to authenticity and the occupation of space. We observe how heterosexuality in the survey material reproduced fantasies linking these three themes, for example, in an authentic white heterosexual family who speaks from their suburban backyard. It reveals that ceding to a bifurcated view of either progressive or conservative voices forestalls rather than advances other visions which may exceed the limited imaginings of sexual citizenship offered by the white liberal settler colonial state.  相似文献

Indigenous vegetables play an important role in Kenyan food security, but production is limited by poor seed quality. Traditionally, seeds have been traded through informal networks, but a new formal seed sector is emerging. This study assessed the relative potential for formal or informal seed systems to meet the need for high-quality indigenous vegetable seed. By evaluating determinants of farmers’ seed purchasing behaviour, we conclude that informal seed systems have greater potential to meet this need and should be strengthened. This study suggests that policy-makers should use context-specific data to guide decisions on seed policy.  相似文献

Organizational culture is widely considered to be one of the most significant factors in reforming and modernizing public administration and service delivery. This article documents the findings of a literature review of existing qualitative and quantitative instruments for the exploration of organizational culture. Seventy instruments are identified, of which 48 could be submitted to psychometric assessment. The majority of these are at a preliminary stage of development. The study's conclusion is that there is no ideal instrument for cultural exploration. The degree to which any measure is seen as "fit for purpose" depends on the particular reason for which it is to be used and the context within which it is to be applied.  相似文献

In this study, we consider the efficacy of a relatively new and widely accepted certification system for teachers established by the National Board for Professional Teaching Standards (NBPTS). We utilize an extensive database covering the universe of teachers and students in Florida for a four‐year span to determine the relationship between NBPTS certification and the impact of teachers on student test scores from both low‐stakes and high‐stakes exams. Contrary to some previous studies, we find evidence that NBPTS certification provides a positive signal of a teacher's contribution to student achievement only in a few isolated cases. However, our results do reinforce evidence from previous research that the process of becoming NBPTS certified does not increase teacher productivity. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

Tony King had a healthy disrespect for conventional wisdom but a deep appreciation for common sense. Drawing on an eclectic mix of sources, both qualitative and quantitative, he wore his learning lightly, the better to highlight and explain to academic and non‐academic audiences how shifts in society and public opinion drove change inside parties and in the party systems in which they operated. King asked great questions and provided answers that simultaneously captured complexity and the big picture. Theories of candidate positioning suggest that candidates will respond dynamically to their electoral environment. Because of the difficulty of obtaining “bridge votes”, most existing approaches for estimating the ideal points of members of Congress generate static ideal points or ideal points that move linearly over time. We propose an approach for dynamic ideal point estimation using Project Vote Smart’s National Political Awareness Test to construct bridge votes. We use our dynamic estimates to measure aggregate change, to measure individual-level change, and to study the institutional and structural factors that explain the changing positions of House candidates and members of Congress. We demonstrate that while the Republican Party has been selecting increasingly extreme candidates, Democratic incumbents have become more extreme while in office. We also find that the congruence between elected members of Congress and their constituents is mostly explained by the selection as opposed to the responsiveness of the candidate. Nonetheless, we find evidence of dynamic responsiveness of incumbents in specific circumstances. We find that competitiveness, midterm elections, and sharing the president’s party affiliation are associated with greater responsiveness. Conversely, retirement is not associated with a change in responsiveness. We find no evidence of responsiveness of challengers. Finally, we find that close elections draw challengers who are more in line with the district’s ideology.  相似文献
