The Timing of Split-Ticket Voting Decisions in Mixed Systems: Evidence from South Korea

Abstract

Although two-vote mixed legislative systems have proliferated globally, the factors contributing to split-ticketing in these cases remains poorly understood. Using survey data regarding South Korea's 2008 National Assembly election, this article addresses two questions: Is ticket-splitting in two-vote legislative systems influenced by the timing of one's vote decision and are late deciders more or less rational in their decision to ticket-split than early deciders? Empirical analysis finds that split-ticket voting under various specifications is more likely to be carried out by late deciders. Among split-ticket voters, however, late deciders are more likely to irrationally split their vote.     

Endurance of the Soviet imperial tongue: the Russian language in contemporary Georgia

This article will examine the role of the Russian language on the periphery of the post-Soviet space by using multiple sources of data, including original matched-guise experiments, to examine the language situation in contemporary Georgia. This is one of the former Soviet republics in which the use of the titular language was most intensively institutionalized and that most ardently resisted Russification, and one that today for various reasons is most eager to escape the legacy of its Soviet past and to embed itself in the global community. In Georgia the cultural and political influence of the former imperial centre has been greatly reduced, and Russian has been challenged in functional roles by the new international lingua franca of English. The direction that the Russian language takes in a place like Georgia may be a useful bellwether for such transformations elsewhere in the post-Soviet periphery.     

Alternative models of instant drug testing: evidence from an experimental trial

Objective

This study describes and provides relapse and recidivism outcome findings related to an experimental trial evaluating the viability of frequent, random drug testing with consequences for use.

Methods

The sample consisted of 529 offenders released on parole. An experimental design with random assignment to one of three groups was employed. The Experimental Group received frequent, random drug testing with instant results, immediate sanctions, and referral for substance abuse treatment. Control Group I received frequent, random drug testing and treatment referral, but did not receive immediate test results or immediate sanctions. Control Group II followed standard parole practice. Members of this group were not tested on a random basis and did not receive immediate sanctions. Repeated measures ANOVA and survival analysis techniques were used to explore group differences.

Results

Frequent monitoring of drug use with randomized testing protocols, immediate feedback, and certain consequences is effective in lowering rates of relapse and recidivism. The effectiveness is particularly salient in the short term during the period of exposure to testing conditions.

Conclusions

The findings lend support to the use of randomized testing with swift and certain sanctions with parolees. Additional quality evidence is necessary to generalize and refine findings from this study and others that focus on sanction certainty. Future replications must consider the immediacy of test result and sanction execution as well as the length of exposure to randomized testing periods.     

Advertising and the conquest of culture

Thomas Frank's important The conquest of cool: Business culture, counterculture, and the rise of hip consumerism usefully described the advertising industry's “conquest of cool” in the 1960s and beyond, the co-optation of the hip and the cool for the purposes of advertising marketing. This article argues that, since Frank's book appeared, the “convergence of commerce and content” – as the advertising industry calls it – has meant that the production of content is even more entwined with advertising than ever before. The first part of this article describes this shift with particular attention paid to the production of advertising music, which increasingly employs well-known rock, hip-hop, and other popular musicians. The analytical portion of this article draws on the studies of Richard A. Peterson and others on the rise of the socially elite “omnivore” consumer of cultural products to argue that advertising has played a crucial role in this shift, emphasizing the cool and the trendy. Last, the article updates Pierre Bourdieu's influential notion of cultural capital, for, if social elites are more omnivorous in their tastes, then cultural capital today must increasingly be associated with knowledge of the trendy, not only the fine arts.     

The impact of RTC dispositions on local housing and real estate markets

Abstract

This article examines the critical question of whether disposition activity of the Resolution Trust Corporation (RTC) will disrupt local real estate markets by driving values down and encouraging additional defaults. The question is approached by identifying key characteristics of local economies and real estate markets that could be associated with adverse market responses and then examining 12 individual metropolitan areas in this context. A survey of metropolitan areas with high RTC concentrations finds varying potential for adverse impact. Detailed case studies in three metropolitan areas—Dallas, Denver, and Oklahoma City—find the potential to vary widely by property type, quality level, and geographic location. By and large, commercial markets are expected to be less affected because of (1) the already depressed condition of most markets, (2) market segmentation that would insulate investment grade submarkets, (3) capitalization of expectations about disposition, and (4) political constraints on the rate of RTC activity. However, the geographic concentration of inventory that is combined with potential tipping dynamics associated with neighborhood change could render certain affordable housing markets vulnerable to adverse market responses. Policy recommendations to mitigate such impacts are suggested.     

The New Enclosures: London,New York City,Philadelphia, and the Transformation of Public Space

ABSTRACT

In recent years, social movements have taken to the streets to protest various forms of economic and racial injustice. However, these attempts to exploit the political opportunities public spaces afford have been compromised by the increasingly private nature of “public” spaces. What has changed is the rise of privately owned public spaces (POPS), areas that appear to be public, but in fact are owned by corporations that prohibit a range of activities, including political protest. This article argues such restrictions of public space are not limited to POPS. Rather, they are just one expression of a far more pervasive phenomenon, novel variations on centuries-old practices by which common or public land has been enclosed. I suggest that four forms of enclosure -for profit, of behavior, of community, and of the public realm- degrade the status of public institutions and insulate private interests from counter-mobilization by groups pursuing egalitarian ends.     

Stultifying Politics Today: The “Natural Science” Model in American Political Science—How is it Natural,Science, and a Model?

This article “follows the actors” to examine the high regard for “the natural science model” in contemporary American political science. How this model is accepted as a science remains an ongoing struggle for epistemic control. This conflict shapes ideological and institutional struggles over who dictates to whom how the “study of politics” is conducted in evolving mainstream professional networks as well as civil society at large given the organizational dynamics of the contemporary American research university. These approaches to “studying politics today” also appear to be “stultifying politics today” inasmuch as this putative methodological objectivity exerts a dulling effect on civic discourse, political vision, and active citizenship.
