Managing Government Integrity under Hierarchy: anti-corruption efforts in local China

In contrast to the early campaign style anti-corruption strategy based on nationwide uniformity, disparate local integrity initiatives and programs have proliferated in China in recent years. Local innovation in managing government integrity has been encouraged by the Center. Drawing on the author's fieldwork in Guangdong, this article investigates the rationale behind such development and addresses the question of why the central leadership has become receptive to local initiatives in cadre management, an area where political conformity was deemed necessary by an authoritarian regime. It suggests that the strategic adjustment testifies to the institutional failure of the earlier anti-corruption regime that manifested in, inter alia, an acute agency loss problem. The emerging approach to integrity management nevertheless has paradoxical institutional roots. It indicates some new thinking by the central authorities on holding local governments responsible for integrity management. Just as clearly, the adjustment is also driven by the Center's concern about losing control and its desire to ‘manage’ government integrity under hierarchy.     

空间重组与农村代际关系变迁——基于华北李村农民“上楼”的分析

本文聚焦华北平原李村的代际关系演变实践,将其置于农民"上楼"所引发的居住空间重构和再造的结构性情境下,分析居住空间再生产对代际关系的影响及其机制。研究发现,农民"上楼"前,通过系列分家的模式造就了父代核心家庭与子代多个核心家庭并立的代际居住空间格局,由此容纳了代际之间的张力;农民"上楼"打破了代际居住空间既有的生产过程和逻辑,代际之间的居住空间受到挤压,在此有限的空间中形成的刚性结构加剧了代际之间的张力,加深了父代对子代的依附关系,并将农民"上楼"的成本和负担转嫁到中老年父母身上。     

Corruption and marketization: Formal and informal rules in Chinese public procurement

The relationship between market liberalization and corruption has attracted scholarly attention in recent years. Conventional wisdom holds that increased economic marketization reduces corruption. China, however, provides evidence to the contrary; corruption has grown as its market‐oriented reforms progress. This paradoxical co‐development of the market and corruption begs the intriguing questions of how corruption has survived marketization and what explains the failure of government regulation. Extending the conceptual framework of institutional theory about formal and informal rules, and using public procurement in China as an example, this article shows that formal tendering rules and regulations may be modified, circumvented, or replaced by informal ones which facilitate corruption. The article identifies four corruption schemes through which procurement actors may distort competition processes and mechanisms under the guise of formal rules. Consequently, public procurement in China displays the structural outlook of market competition, but not its essential substance.

铁在自由基介导的脑水肿中的作用

利用冷冻制成家兔局灶性脑损伤，术后２、８、１２及２４小时处死动物。测定脑组织中铁、水、脂质过氧化物（ＬＰＯ）及超氧化物歧化酶（ＳＯＤ）水平．结果表明，术后脑组织中铁、水及ＬＰＯ含量均显著升高（Ｐ＜０．０１），而ＳＯＤ活性则显著下降（Ｐ＜０．０１）。且铁含量的升高与水含量及ＬＰＯ含量的升高有着显著的相关关系。说明铁在自由基介导的脑脂质过氧化及脑水肿的发生发展中起着重要作用。

我国民办高等教育立法的困惑

应用降落PCR检测减蛋综合征病毒的研究

根据已发表的减蛋综合征病毒 (EDSV)核苷酸序列设计了 1对扩增长度为 1 .1kb左右的引物 ,采取降落PCR对EDSV gDNA进行扩增。结果 ,从 2份EDSV鸭胚尿囊液、3份人工感染鸡输卵管组织液的核酸抽提物中 ,均扩增出与设计大小完全一致的目的片段 ,而对照样品的扩增均为阴性 ,该方法最低可检测到 32pg的EDSV gDNA。表明该降落PCR用于检测EDSV特异性和敏感性均较强 ,可用于减蛋综合征的诊断     

网络虚拟财产的法律属性及保护浅探

网络虚拟财产具备许多与现实财产相同的属性和特征,可认定为财产。它具有虚拟性、价值性和现实性,这种财产也应该得到法律保护。但是,虚拟财产只有与现实的社会关系发生具有法律意义的联系时,才能切实进入法律调整的范畴。     

WTO与中国行政救济制度范围的扩大

我国已加入WTO有关的行政行为也应与WTO的规则相适应。对行政权力进行有效监督和控制的行政救济制度的改革,就显得尤为重要。我国的行政复议范围及司法救济范围应确立“司法最终救济”的原则,不断扩大司法审查的范围,从而最大限度的与WTO的规则相接轨。
