ASIA UNDER LATE CAPITALISM

The hubris over the “rise of Asia” obscures the complexities, contradictions, and struggles that actually characterize the region. Given the economic tumult that has enveloped the West, it is not surprising that we find politicians, pundits, and market players enamored with Asia as a source of economic growth. However, this skewed reading of the region, which regularly dovetails neatly with self-interest and resurgent forms of nationalism, belies material realities. On this count, the region remains home to the majority of the world's poor, increasing levels of inequality and vulnerability (even within “the success stories”), social, political, and racial intolerance, and massive environmental degradation. Moreover, Asia's much-vaunted “charm” (often shorthand for the region's cultural, historical, and natural allure) has been seriously threatened by the accumulation at all costs of late capitalism. The author's photographic work over the past decade has attempted to grapple with and communicate some of these realities—a humble intervention to bring down to earth perceptions of the region in which he lives.     

Reformation in Islam?

Large segments of the Muslim world are experiencing a radical return to ancient doctrine, not a reformation. Unlike Christianity with a separation of legal structures from religious dogma, many groups within the Islamic world are moving toward the imposition of severe Islamic law (Sharia) while theology as understood in the West is blocked. Simultaneously the issuance of Islamic religious injunctions (fatwas) is becoming more arbitary and unregulated.

iPLEDGE Allegiance to the Pill: Evaluation of Year 1 of a Birth Defect Prevention and Monitoring System

The United States Food and Drug Administration (FDA), in collaboration with pharmaceutical manufacturers, have recently implemented a heavily revised risk-management program for patients on isotretinoin (Accutane), a drug with known and pronounced teratogenic effects. This revised risk management plan places significant burdens on both providers and patients in the hopes of achieving its goal of reducing fetal exposure to isotretinoin. The main focus of this paper is to discuss the burdens of various aspects of the program in relationship to potential corresponding benefits. In particular, we evaluate the pregnancy rates of women on isotretinoin therapy compared with that of the general population and the rate changes based on the risk management programs. Additionally, we investigate whether the benefits of the program for women have increased as the benefits have risen. We devote special attention to the ethical implications of the intent of the program and to an analysis of the ethical justification of the restrictions placed on women of childbearing potential (WCP) as it compares to the risk-benefit relationship of using isotretinoin.     

Citizens, Knowledge, and the Information Environment

In a democracy, knowledge is power. Research explaining the determinants of knowledge focuses on unchanging demographic and socioeconomic characteristics. This study combines data on the public's knowledge of nearly 50 political issues with media coverage of those topics. In a two-part analysis, we demonstrate how education, the strongest and most consistent predictor of political knowledge, has a more nuanced connection to learning than is commonly recognized. Sometimes education is positively related to knowledge. In other instances its effect is negligible. A substantial part of the variation in the education-knowledge relationship is due to the amount of information available in the mass media. This study is among the first to distinguish the short-term, aggregate-level influences on political knowledge from the largely static individual-level predictors and to empirically demonstrate the importance of the information environment .     

Using Carrots and Sticks to Improve American Colleges

An unintended consequence of making access to college an entitlement readily available to all high school graduates is that serious study in high school has become optional—even for those intending to apply for college admission. Without an incentive to study diligently, many students are disengaged in high school and, as a result, underprepared for college. Some freshmen arrive at college thinking that having fun is the main reason they are at college and that the pursuit of knowledge should be available for when they have nothing better to do. Before World War II academically excellent students from families unable to finance college for them could apply for competitive scholarships. Scholarships mutated into “financial aid” when the GI Bill of Rights financed college for discharged veterans of World War II. Pell grants should continue to be available to youngsters who want to go to college even if they are mediocre students—provided they can persuade a college to admit them. Mediocre students are being given a chance to become “late bloomers.” Loans, however, are expected to be repaid, and mediocre high school students with bad credit ratings are likely to default on their loans, causing serious financial problems for themselves and financial complications for the American economy. Targeting loans to students with good prospects for repaying them is more prudent financially and makes more sense educationally.
