Purpose: There is a lack of good-quality outcome evaluations of interventions for offenders whose crimes are alcohol-related. Randomized controlled trials (RCTs) are considered gold standard in treatment evaluations. Here, we report on a feasibility study for an RCT of an alcohol-related violence intervention, Control of Violence for Angry, Impulsive Drinkers (COVAID). Method: 115 adult male prisoners were randomly allocated to COVAID plus treatment as usual (TAU) or TAU only. Results: Most participants (84%) found COVAID useful. Reconviction data at six months were accessed for 109 (95%) participants. There were no differences between the two groups on violent reconvictions or all reconvictions at the six-month period, but at 17?months the COVAID group had 13% fewer people reconvicted for violence, and 20% fewer had reconvictions for any offence. Conclusion: The results indicate that an RCT is feasible and provides parameters for designing a full RCT. Differences in reconviction between groups favoured COVAID and were clinically important.  相似文献

Objectives

Prior research indicates that public assessments of the manner in which the police exercise their authority are a key antecedent of judgments about the legitimacy of the police. In this study, the importance of context in influencing people’s assessment of police wrongdoing is examined.

Methods

A randomized factorial experiment was used to test how respondents perceive and evaluate police–citizens interactions along a range of types of situations and encounters. 1,361 subjects were surveyed on factors hypothesized to be salient influences on how citizens perceive and evaluate citizen interactions with police. Subjects viewed videos of actual police–citizen encounters and were asked for their evaluations of these observed encounters. Contextual primes were used to focus subjects on particular aspects of the context within which the encounter occurs.

Results

Structural equation models revealed that social contextual framing factors, such as the climate of police–community relations and the legality of the stop that led to the encounter, influence citizen appraisals of police behavior with effects comparable in size to and even larger than demographic variables such as education, race, and income.

Conclusions

These results suggest that the understandings and perceptions that people bring to a situation are important determinants of their assessment of police fairness. The police can positively influence citizen interpretations of police actions by striving to create a climate of positive police–community relationships in cities.  相似文献

A Fantasy Land     
I have been a doctoral student at the University of Electronic Science and Technology of China since 2017. My studies in China give me the opportunity to explore a China different from the one I've seen on TV and read about in books. What happens in the university and the larger society has always been interesting to me. Since 1997, the United Kingdom’s territorial constitution has undergone an immense process of change and has resulted in the establishment of separate legislatures and governments for the peoples of Scotland, Wales and, when Stormont is operational, Northern Ireland. These changes have spawned a whole series of relationships between the institutions of the devolved UK, at executive, legislature and civil service levels. However, while intergovernmental relations has been the subject of repeated debate, there has been little attempt to document and examine the way in which the UK’s four legislatures interact with one another, post-devolution. To the extent that these interactions, otherwise known as inter-parliamentary relations (IPR), have been the subject of scrutiny, it has been largely to bemoan their modest state and/or to suggest that stronger, albeit occasionally rather unelaborated, mechanisms be established. This article seeks to correct this deficit and provide a first step towards a clearer understanding of IPR in the UK, post-devolution. The article breaks the different levels of IPR down into three main strands: (1) parliament-parliament, (2) committee-committee and (3) official-official, and suggests that the main interactions that take place at each of these levels. Following this audit, the article concludes by highlighting the role that shared policy competence (a field that is set to grow with the UK’s withdrawal from the European Union) has played in driving IPR in the UK, post-devolution, and suggests some steps that may be taken to enhance IPR in the future.  相似文献

One of the more interesting and potentially powerful developments within Marxist approaches to the field of international relations has been the recent revival of Trotsky’s concept of uneven and combined development (UCD). However, it appears that there have been very few attempts within this literature to specify in concrete terms what is meant by mechanisms of ‘combination’. Failing this, UCD runs the risk of falling into triviality. To this end, this article suggests that migration has historically functioned as a crucial element of combined development, contributing to the uneven incorporation of non-capitalist societies into the remit of a developing world capitalist market. As illustration, I take settler-colonial development and the Great Atlantic Migrations as my focal point, drawing out a comparative study of Argentine and Canadian wheat production in the late nineteenth century. In positing these migrations as mechanisms of combined development I suggest that such were the means by which both European capitalism developed extensively and intensively and New World societies were subjected to the ‘pressures of backwardness’, compelled to transform their own social relations of production.  相似文献

As part of a series of demands for political reform in Britain in the late eighteenth and early nineteenth century, Jeremy Bentham famously made a case for use of the secret ballot in elections. The advocacy of Bentham and his disciples on this issue fed into broader and at times robust public debate, particularly in the 1830s. On the opposite side of this debate was another leading political theorist, John Stuart Mill, who opposed secret ballot reform. This paper re‐examines the contours of this debate, making the case that it has important implications for contemporary political theory and debates about democracy. Firstly, and in terms of making sense of the debate itself, it points to the need to make a distinction between the “voter intimidation” argument and the Benthamite preference aggregation argument. Secondly, it suggests that distinguishing between vote‐buying and voter's dependence provides support for defenders of the secret ballot. Thirdly, it demonstrates the potential application of the idea of voting held in “trust” to the so‐called boundary problem in democratic theory. Finally, it points to the potentially wide but overlooked application of the Chartist idea of open voting (allowing the oppressed to identify their allies) in contemporary political theory.  相似文献
