Much of the literature on the ‘land grab’ has thus far focused on the international drivers of foreign agricultural investment, with far less attention paid to the roles of developing country states and domestic political economy in changing forms of agrarian production. This paper analyses how global and domestic processes combine to produce patterns of agrarian transformation in Ethiopia, one of the main targets of foreign agricultural investment. The paper presents a typology of changes in land use and examines in detail three case studies of investments in Ethiopia drawn from this typology. The paper concludes that the most dramatic changes are taking place in lowland, peripheral regions where large-scale, capital-intensive farms employing wage labour pose a serious risk to pastoralists whose ‘use’ of land is contested by the state. Although the government has been careful to avoid mass displacement of settled smallholders, there are also important changes taking place in highland areas, with the government encouraging investments that combine the resources of investors with the labour and land of smallholders. This article examines the impact of German dependence on Russian gas supplies for Europe's ability to apply effective sanctions against Russia. It demonstrates that by focusing on the environmental dimensions of energy policy and a policy of rapprochement with Russia, Germany has neglected the security of supply implications of its dependence on Russian gas. The article argues that Germany's excessive energy dependence on Russia has limited the ability of the EU to challenge Russian revisionism by targeting its energy sector through sanctions. The article makes a number of energy policy recommendations which will be essential for Germany to avoid undue Russian influence on its foreign and security policies. The article concludes by exploring the utility of Neoclassical Realism in understanding Germany's approach to energy security. Emerging powers are credited with influencing development cooperation, but field-based studies incorporating the viewpoints of recipient developing country actors are scarce. This article analyses the presence and the material, ideational and institutional influence of assistance in agriculture and food security in Malawi by the governments of Brazil, India, China and South Africa. The findings suggest first that, despite a similar and powerful discourse linking these four states, in practice the emerging powers' approaches diverge to a large extent. Second, the material influence of these emerging powers is relatively limited and consequently so is their influence on Malawi's decision-making process with regard to development. Finally, perceptions about the emerging powers' potential contribution to addressing development challenges differ greatly between the Malawian government and the traditional donor community. Governments often reform financial policies, such as industrial subsidies taxes and currency exchange rates, during times of fiscal distress. Existing studies suggest that information campaigns can improve popular support for policy reforms that promise longer term macroeconomic growth but come with short-term financial costs to people's livelihoods. This article assesses the effects of information campaigns on the acceptance of fossil fuel subsidy reforms in Nigeria, a type of fiscal reform that many developing countries may adopt in the coming years. A randomized survey experiment imbedded in a nationally representative survey of Nigerian households investigates whether information interventions lead Nigerians to change their opinion on fossil fuel subsidy reforms. We find that merely providing factual information does not affect whether or not people support fossil fuel subsidy reforms. Moreover, we find that factual information helps supporters articulate their preferences and weakens the propensity of opponents to use wrongful information to justify their position. 相似文献
