Much of the literature on the ‘land grab’ has thus far focused on the international drivers of foreign agricultural investment, with far less attention paid to the roles of developing country states and domestic political economy in changing forms of agrarian production. This paper analyses how global and domestic processes combine to produce patterns of agrarian transformation in Ethiopia, one of the main targets of foreign agricultural investment. The paper presents a typology of changes in land use and examines in detail three case studies of investments in Ethiopia drawn from this typology. The paper concludes that the most dramatic changes are taking place in lowland, peripheral regions where large-scale, capital-intensive farms employing wage labour pose a serious risk to pastoralists whose ‘use’ of land is contested by the state. Although the government has been careful to avoid mass displacement of settled smallholders, there are also important changes taking place in highland areas, with the government encouraging investments that combine the resources of investors with the labour and land of smallholders. These investments have resulted in exposure to new forms of market risk.  相似文献

This article considers the way in which labour attachment is theorised, both in the 1950s Agricultural Labour Enquiries, and subsequently in the work of Rudra, Bardhan, and Breman. Common to all these texts is a positive conceptualisation of attached labour, and consequently the elimination of its element of unfreedom. Instead, the relation is presented in terms of a materially reciprocal exchange between landholder and worker, a transaction which from the viewpoint of the latter corresponds to a much sought‐after form of job insurance or subsistence guarantee. By contrast, it is suggested here that attachment constitutes de‐proletarianisation undertaken by capital in the course of class struggle, and that in Haryana the agricultural work‐force strongly dislikes this kind of employment.  相似文献

This article considers the fact of and reasons for pre‐ and post‐reform change in the structure of the fiesta system on a rural estate in the province of La Convención, and its effect on the development of a capitalist agriculture. In economic terms, this process involves a transformation of the fiesta from a context in which the landlord extracts rent from his tenants to one in which different peasant strata struggle for control over means of production acquired as a result of the agrarin reform. In politico‐ideological terms, the fiesta operates as an arena where contradictory, non‐religious, and class‐specific idioms of struggle are accepted or rejected by the protagonists.  相似文献

Governments often reform financial policies, such as industrial subsidies taxes and currency exchange rates, during times of fiscal distress. Existing studies suggest that information campaigns can improve popular support for policy reforms that promise longer term macroeconomic growth but come with short-term financial costs to people's livelihoods. This article assesses the effects of information campaigns on the acceptance of fossil fuel subsidy reforms in Nigeria, a type of fiscal reform that many developing countries may adopt in the coming years. A randomized survey experiment imbedded in a nationally representative survey of Nigerian households investigates whether information interventions lead Nigerians to change their opinion on fossil fuel subsidy reforms. We find that merely providing factual information does not affect whether or not people support fossil fuel subsidy reforms. Moreover, we find that factual information helps supporters articulate their preferences and weakens the propensity of opponents to use wrongful information to justify their position.  相似文献

Three interwoven change elements characterize New Public Management: substantial horizontal and vertical specialization, substituting an integrated sector model for a fragmented functional model, and extensive use of contracts as part of a make the manager manage kind of incentive system. This article discusses the effects and implications of these reform elements on political-democratic processes in general, and on political, administrative, and public enterprise leadership roles more specifically.
