This study explores two issues about police legitimacy. The first issue is the relative importance of police legitimacy in shaping public support of the police and policing activities, compared to the importance of instrumental judgments about (1) the risk that people will be caught and sanctioned for wrongdoing, (2) the performance of the police in fighting crime, and/or (3) the fairness of the distribution of police services. Three aspects of public support for the police are examined: public compliance with the law, public cooperation with the police, and public willingness to support policies that empower the police. The second issue is which judgments about police activity determine people's views about the legitimacy of the police. This study compares the influence of people's judgments about the procedural justice of the manner in which the police exercise their authority to the influence of three instrumental judgments: risk, performance, and distributive fairness. Findings of two surveys of New Yorkers show that, first, legitimacy has a strong influence on the public's reactions to the police, and second, the key antecedent of legitimacy is the fairness of the procedures used by the police. This model applies to both white and minority group residents.  相似文献

Sommaire: Cet article explique la façon dont les informations provenant de la coopération internationale sur la prévention du terrorisme influencent le design des programmes de formation des agents de contrôle préembarquement à 1'Administration canadienne de la sûireté du transport aerien (acsta). 11 expose comment l'integration de ces informations a conduit au développement d'une méthodologie de formation qui suit les principes de la formation par compétences. Cette réflexion marque Ie cinquiéme anniversaire de la fondation de I'acsta et le sixiéme des attentats du 11 septembre 2001. Les auteurs présentent les grands enjeux de la sécurité aéroportuaire, les contraintes et opportunités du contexte international, ainsi que les méthodologies et stratégies utilisées dans le programme de formation. Abstract: This article describes how information provided by the international community influences the design of training programs for airport security officers at the Canadian Air Transport Security Authority (catsa). It explains how the integration of this information was instrumental in selecting a training program that follows the principles of a competency‐based methodology. This review coincides with the fourth anniversary of the creation of catsa and the fifth of the tragedy of September 11th, 2001. The authors identify major airport security issues, opportunities and constraints dictated by the international context, and the main strategic and methodological alternatives.  相似文献

We examine the recent debates about governance, focusing particularly on the World Bank and identify certain factors which have in recent years moved the Bank's thinking beyond narrowly economic notions of development. Our account is tentative and we suggest further avenues of research. We try to connect the Bank's thinking systematically with key features of liberal discourse and suggest that thiscan do much to illuminate practice. We illustrate this with a discussion of the growing relationship between the Bank and NGOs, to contribute to forms of analysis which go beyond the ideas vs. interests polarities that still inform so much of contemporary social and political theory.  相似文献

Election campaigns are expected to inform voters about parties’ issue positions, thereby increasing voters’ ability to influence future policy and thus enhancing the practice of democratic government. We argue that campaign learning is not only contingent on voters’ characteristics and different sources of information, but also on how parties communicate their issue positions in election debates. We combine a two-wave panel survey with content analysis data of three televised election debates. In cross-classified multilevel auto-regression models we examine the influence of these debates in the 2010 Dutch parliamentary election campaign on voters’ knowledge of the positions of eight parties on three issues. The Dutch multiparty system allows us to separate voters’ ability to position parties from their accuracy in ordering these parties. We reach three main conclusions. First, this study shows that voters become more able and accurate during the campaign. However, these campaign learning effects erode after the elections. Second, whereas voters’ attention to campaigns consistently contributes to their ability to position parties, its effect on accuracy is somewhat less consistent. Third, televised election debates contribute to what voters learn. Parties that advocate their issue positions in the debates stimulate debate viewers’ ability to position these parties on these issues. In the face of the complexity of campaigns and debates in multiparty systems, campaigns are more likely to boost voters’ subjective ability to position parties than their accuracy.  相似文献

This article considers the fact of and reasons for pre‐ and post‐reform change in the structure of the fiesta system on a rural estate in the province of La Convención, and its effect on the development of a capitalist agriculture. In economic terms, this process involves a transformation of the fiesta from a context in which the landlord extracts rent from his tenants to one in which different peasant strata struggle for control over means of production acquired as a result of the agrarin reform. In politico‐ideological terms, the fiesta operates as an arena where contradictory, non‐religious, and class‐specific idioms of struggle are accepted or rejected by the protagonists.  相似文献

Conflict between dominant and subordinate ethnic groups in eastern Europe has greatly complicated efforts to build stable and just democratic systems in the region. Leaders of new states as well as rulers whose authority extends from the communist era have attempted to create political systems where competition is clearly along ethnic lines. Polarisation and violence have resulted from the manipulation of ethnic feeling, but there are also a range of factors which have encouraged majority and minority representatives to show mutual restraint at crucial moments.

The internationalisation of East European nationality disputes and the gradual acceptance by a number of states of group rights to stand alongside individual ones, have cooled down a number of disputes and possibly forestalled new ones. But the national question will be a troubling one for many still‐fragile democracies unless strong external incentives are offered which encourage states to conciliate internal minorities and estranged neighbours.  相似文献
