What we call the "Hollywood War Machine" analyzes the production of films within the studio system depicting the glories of US military action within theaters from around the world, spanning the Revolutionary War period to the present. A large majority of films under discussion here can be understood from the perspective of "good wars" that the film industry has strongly favored, especially during the 1990s. This essay reveals an increasing emphasis on the World War II experience as the quintessential "good war" that brings American audiences back to the undistilled benevolence of the US military through its various patriotic and heroic exploits. The undoubtedly powerful impact of the September 11, 2001 events and their aftermath upon the Hollywood War Machine is a topic worthy of further discussion. 相似文献

AbstractProponents of Gov2.0 claim that it offers the potential to improve the relationship between the citizen and state. Whether this potential can be realised depends in part on how new web-based technologies are implemented. Local government officials and politicians are important actors in this process, yet we know little about how they view Gov2.0. This paper applies Q-methodology to a sample of English local government actors to generate new data and fill this gap in our knowledge. Four frames of reference within this population are revealed: Sunlight on Government, Cautious Crowdsourcers, Gov1.0 and Platform Providers. The paper concludes that while there is general agreement that technology will be a driver of change, and that local government should adapt, there is no clear agreement as to the nature of reform. 相似文献

With the end of the Cold War international relations began anew without the bipolar constraints of two ideologically opposed superpowers. The Iraqi invasion of Kuwait on 2 August 1990 represented the first challenge to the nascent post‐Cold War Persian Gulf security environment. Within the region, France is once again increasingly active in the economic, political and military fields. The re‐evaluation of Washington's ability to remain engaged at its current levels within the Gulf may be attributed in large part to a growing sensitivity in Riyadh and other Arab capitals to the visible US presence coupled with an American foreign policy which is, at times, inconsistent. The net future effect of contemporary trends may be one in which the Gulf Sheikhdoms welcome French ascendancy and US decline. France has experienced its own foreign policy transformation marked by the leadership of President Chirac. Where President Mitterrand sought the role of power broker in regional affairs, President Chirac seeks increased influence and importance. 相似文献

Abstract The article analyses the processes and outcomes of military reforms during the two Schröder governments (1998–2005). These reforms are the litmus test for Germany's willingness and ability to play an important role in crisis-management tasks as part of NATO, CESDP and the UN. The study argues that, despite its strengths, the concept of strategic culture provides only a partial explanation of military reform in Germany. The article illustrates the strongly self-referential nature of Bundeswehr reform, despite adaptational pressures from the EU and NATO and the role of ‘international structure’. The domestic politics of base closures, ramifications for social policy, economic and financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcomes of the reform processes undertaken by Defence Ministers Rudolf Scharping and Peter Struck. The study also draws out the important role of policy leaders in the political manipulation of reform as entrepreneurs, brokers or veto-players and in controlling the extent of adaptational pressure from NATO and the EU. In doing so, the article shifts the focus of leadership studies in Germany away from the Chancellor to an examination of the role of ministerial and administrative leadership within the core executive. 相似文献

Technology transfer has been evaluated as a driving force of economic growth as well as one way to create new innovation. In order to make a successful technology transfer, both additional emission efforts by the supplier and absorption efforts by the recipient are required, because it is not as simple as the acquisition of a capital good. This study seeks to better understand the nature of successful technology transfer in Korea. We empirically analyzed the impact of the supplier’s characteristics (cultural distance, relationship type, form of technology transfer, and licensing type) and the recipient’s characteristics (absorptive capacity) on the market value of firms in Korea using the event study methodology. We found that technology transfer announcements significantly increase the market value of firms in Korea, and market responses to the recipient firms are significantly greater than those to the supplier firms. Our results showed that the effect of alliances with complementors (e.g., university, government laboratory) is greater than that of alliances with industry players, and the effect of an exclusive license as a method of technology transfer is greater than that of a non-exclusive license. However, we were not able to determine whether the impact of high levels of absorptive capacity is significantly different from that of low levels of absorptive capacity. Abstract Measuring change resulting from healthcare interventions is critical to evaluating their usefulness. The choice of outcome measure is an important part of such evaluations and is driven by assumptions about what is likely to change and how best to capture this. Despite its importance, forensic mental health has paid little attention to determining which are the best measures of outcome. This study used a panel of relevant professionals to (i) assess the relative importance of different areas of potential outcome measurement and (ii) evaluate specific instruments used currently as outcome measures in forensic mental health research. Although a wide range of potential outcomes were endorsed as appropriate, few corresponding instruments have been used consistently. Only three psychiatric instruments deemed by our panel as feasible, relevant and psychometrically adequate have been used in five or more studies (the Beck Depression Inventory; the Brief Psychiatric Rating Scale, and the Symptom Checklist-90–Revised). Significant measurement gaps were noted in areas such as social and emotional functioning. Although instruments exist that could capture most areas, none were sufficiently developed for routine use as outcomes. Further research to develop robust, sensitive and diverse outcome measures is needed. This is an essential precursor to extending the evidence base for forensic mental health interventions. 相似文献

Frequency data of 20 polymorphisms (13 autosomal and 6 Y-chromosome STRs and the Alu-insertion YAP) were determined in a sample of 124 unrelated Jewish individuals from Ashkenazi, Sephardic, North African and Oriental origin. The a priori statistical power of the set of studied loci was highly discriminating (PD=1 in 2.393 E+15 individuals for autosomal STRs, and a probability of finding two unrelated males with the same haplotype of less than 0.01). Screening for mental health problems on reception into custody has been criticised. However, there have been few studies on care pathways through custody as a result of screening identification. We aimed to identify what actions were taken as a result of screening positive for suicidal ideation and mental health problems. Case records for 2166 prisoners newly received into five prisons in England and documented contact with health care professionals in the following month were examined by hand over a four-month period. Altogether, 3% of prisoners were screened as having current suicidal ideas, of whom 30% had no contact with mental health services or risk assessment documentation. Another 21% of new receptions received psychotropic medication, for whom over 60% received no primary mental health assessment, and only 36% received psychotropic medication in prison. Care pathways need to be defined, and screening needs to be delivered as originally intended by initial screen for life-threatening matters, followed by a later, comprehensive assessment of health needs. 相似文献
