This study empirically assesses the argument that public participation enhances public trust. A model was constructed to include five intermediate factors that might link participation and trust: consensus building, ethical behaviors, accountability practices, service competence, and managerial competence. As expected, participation does explain a significant amount of public trust. However, using path analysis, only two intermediate factors—ethical behaviors and service competence—were found to significantly contribute to trust. Even successful consensus-building activities are not likely to enhance trust unless administrative performance improves. These results indicate that if increasing public trust is the primary goal, then the primary focus should be on administrative integrity and performance results. 相似文献

Programs for the delivery of public goods and services are often more effective if the public participates in their planning and execution. Not all such activities benefit from public participation, however. Activities whose effectiveness most benefits from such participation are those whose local effects are variable; those that have to be made frequently but not routinely; those that require quick responses from the public; and those whose impact calls for major changes in the behavior of the public. The rapid growth of gene technology and its commercialisation raises concerns for scientific researchers and research institutions wishing to place information in the public domain. This article examines whether copyright laws in the United States, United Kingdom and Australia provide any protection for genetically modified DNA, proteins, and genetically modified organisms, in contrast with any copyright protection extending to a record of the lettering of a sequence representing a series of nucleotides of modified DNA or the amino acids comprising a protein. Whilst it is arguable that protection may be available in the United States and the United Kingdom, it is submitted that it would be difficult to persuade a court in Australia that genetically modified DNA and genetically modified organisms directly constitute "literary" or "artistic" works. 相似文献

Anthropological examination of defleshed bones is the gold standard for osteological measurement in forensic practice. However, multi-detector computed tomography (MDCT) offers the opportunity of three-dimensional imaging of skeletal elements, allowing measurement of bones in any plane without defleshing. We present our experiences of the examination of 15 human lower limbs in different states of decomposition using MDCT. We present our method of imaging and radiological measurement of the bones including sex assessment. The radiological measurements were undertaken by three professional groups--anthropology, radiology, and forensic pathology--both at the site of scanning and at a remote site. The results were compared to anthropological oestological assessment of the defleshed bones. We discuss the limitations of this technique and the potential applications of our observations. We introduce the concept of remote radiological anthropological measurement of bones, so-called tele-anthro-radiology and the role that this could play in providing the facility for standardization of protocols, international peer review and quality assurance schemes. 相似文献

On November 6, 2014, the AFCC Board of Directors endorsed the Association for Conflict Resolution (ACR) Guidelines for Eldercaring Coordination, including ethical principles for Eldercaring Coordinators, training protocols, and court pilot project template. The collaboration between Task Forces created by ACR and the Florida Chapter of AFCC, composed of twenty U.S./Canadian and twenty Florida‐wide organizations, produced both an overarching guide to assist in the development of programs and a more detailed model addressing state/province‐specific needs and characteristics. Eldercaring coordination is a dispute resolution option specifically for high‐conflict cases involving the care, needs, and safety of elders.

Connecting the Candidates: Consultant Networks and the Diffusion of Campaign Strategy in American Congressional Elections 下载免费PDF全文
Modern American political campaigns are typically conceptualized as “candidate‐centered” and treated as conditionally independent in quantitative analyses. In reality, however, these campaigns are linked by professional consulting firms, which are important agents of campaign strategy diffusion within the extended party networks of the contemporary era. To test our hypothesis that consultants disseminate campaign strategies among their clients, we analyze new data on U.S. House elections derived from Federal Election Commission records. Using spatial autoregressive models, we find that candidates who share consultants are more likely to use similar campaign strategies than we would otherwise expect, conditional on numerous explanatory variables. These results, which largely withstand an extensive series of robustness and falsification tests, suggest that consultants play a key role in diffusing strategies among congressional campaigns. 相似文献
