Exit,voice and loyalty: Analytic and empirical developments

Abstract. This paper seeks to reconstruct and revitalize the famous Hirschman framework by providing a comprehensive review of the current use of 'exit, voice and loyalty'. We begin by critically examining Hirchman's original account, and then look at the way his argument has been extended in different fields both conceptually and empirically. We suggest that while advances have been made, the results so far are somewhat disappointing given the perceptiveness of the original insight. We believe this is because his apparently simple schema is more complex than it first appears, and different aspects of exit, of voice, and of empirical foundations of loyalty need to be analytically distinguished in order to produce testable empirical hypotheses about their relationships.

Fusing drug enforcement: a study of the El Paso Intelligence Center

Abstract

This article examines the evolution of the El Paso Intelligence Center (EPIC), a key intelligence component of the Drug Enforcement Administration, to shed light on fusion efforts in drug enforcement. Since 1974, EPIC has strived to fuse the resources and capabilities of multiple government agencies to counter drug trafficking and related threats along the Southwest US border. While undergoing a steady growth, the Center has confronted a host of challenges that illuminate the uses and limits of multi-agency endeavors in drug enforcement. An evaluative study of the Center shows that it is well aligned with the federal government priorities in the realm of drug enforcement; however the extent to which the Center’s activities support the government’s efforts in this domain is not so clear. The Center needs to improve the way it reviews its own performance to better adapt and serve its customers.     

Camera,Colony, Künstlerroman: Photography in Three Australian Novels

This article traces the practices of photography that have been portrayed in three Australian artists’ novels: Patrick White’s The Vivisector, David Malouf’s Harland’s Half Acre, and Gail Jones’s Sixty Lights. Photography’s shifting status in relation to art, modes of knowledge, modes of production, and methods of relating to space suggest a growing discomfort in the nation’s literary imagination towards colonial art’s mobilisation of the imagination to authorise “sacred” settler belonging.     

Keep going on: A qualitative comparative analysis on the durability of solidarity initiatives during and after crisis

During the COVID-19 lockdowns in the Netherlands, numerous solidarity initiatives emerged, providing relief to those affected by lockdown measures. These initiatives have an important added value for a society under crisis as they provide instant solutions to timely, crisis-related needs, strengthen connectivity between stakeholders and divide the burdens of the crisis. The durability of these initiatives is however a concern and although the literature on durability of community-based initiatives is growing, there is a lack of understanding how initiatives can sustain under the challenging dynamics of a major crisis. Using a fuzzy set Qualitative Comparative Analysis of 14 COVID-19 solidarity initiatives in Rotterdam, this article explores whether conditions for the durability of community-based initiatives in general (social capital, organizational resources, transformational leadership, and government support) also apply during a crisis, with special attention of the configurations of conditions under the challenging context of the COVID-19 pandemic.     

Rejecting the gift horse: international politics of disaster aid refusal

This is a study of the increasingly common phenomenon of developing states refusing some or all international aid following serious natural disaster. Aid refusal by the Myanmar junta following a 2008 cyclone is only the most recent prominent example of this practice, and I present here an original dataset of all cases of disaster aid refusal occurring between 1982 and 2006. Through quantitative analysis, I show that although poorer states are indeed less likely to refuse aid than wealthier states, recipient need does not alone drive the decision-making process. Nor are autocratic regimes any more or less likely to refuse aid than democratic regimes. Rather, just as recently transitioned states have been shown by other scholars to be particularly likely to engage in military conflict, I find that they are also particularly likely to publicly and explicitly refuse aid and insist on their own ability to handle disaster relief and recovery. Aid refusal, much like aid provision, is at its core a political act.
