Despite growing interest in bureaucratic reputation as a theoretical construct, the field lacks a standardized measure that can be used in surveys to capture individual‐level variation in the reputation judgments of citizens and other audiences. The aim of this article, therefore, is to develop a standardized, individual‐level measure of bureaucratic reputation based on the conceptual definition provided by Carpenter ( 2010 ). Employing feedback from experts and data from a survey of over 300 U.S. citizens, this article develops and tests a unidimensional scale of bureaucratic reputation, representing the content domains of performance, morality, procedural fairness, technical competence, and general reputation. Results suggest that our proposed bureaucratic reputation scale (BRS) has good internal reliability and that it is positively associated with support for autonomy, budget, and power, which provides evidence of criterion validity. Potential uses of the scale to study bureaucratic reputation are discussed. 相似文献

ABSTRACTThis paper examines domicidal practices against illegalized border crossers in Calais, France as a technology of citizenship and migration governance. It addresses recent calls to include actions and interventions which restrict citizenship in the context of illegalized migration within critical citizenship studies literature. Studying the state violence upholding and spatializing normative citizenship allows for a deeper understanding of citizenship’s implication in the European border regime, and raises questions on the concept’s continued application to theorizations of migrants’ political movements and spatial manifestations. The paper proposes anti-citizen politics as an alternative before arguing that the presence of this politics within the city’s squats and jungles, more than the physical occupations as such, is what the French state seeks to eradicate through acts of domicide. Working from empirical examples, the article describes a ‘carrot-and-stick’ domicide currently at work in Calais where the eviction and destruction of autonomous forms of migrant inhabitance is combined with a simultaneous offer of state managed accommodation. These tactics operate together to drive migrants out of the city of Calais, away from the UK border, and ultimately into a determination of their detain/deport-ability via citizenship’s scrutiny. 相似文献

In this article, the authors describe and illustrate what they call a “network of networks” perspective and map the development of a lead network for the Antwerp Port Authority that governed organizations and networks in the port community before and during the COVID-19 pandemic. They find that setting a collective focus and selective integration are crucial in the creation and reproduction of an effective system to adequately deal with a wicked problem like the COVID-19 pandemic. The findings on crisis management and network governance are used to engage practitioners and public policy planners to revisit the current design and governance of organizational networks within organizational fields that have been hit by the COVID-19 pandemic. 相似文献

AbstractClassic street-level bureaucracy literature has suggested that individual bureaucrats are shaped by their work group. Work group colleagues can impact how bureaucrats perceive clients and how they behave toward them. Building on theories of work group socialization, social representation, and social identification, we investigate if and how the attitude of individual street-level bureaucrats toward clients is shaped by the client-attitude of the bureaucrat’s work group colleagues. We also test whether this relation is dependent on conditions of attitudinal homogeneity and perceived cohesion of the work group. Results of a survey among street-level bureaucrats in the Dutch and Belgian tax administration (1245 respondents from 210 work groups) suggest that different mechanisms underlie the work group’s impact on the individual street-level bureaucrat in this specific attitude. The analysis furthermore reveals that work groups have a limited impact on the individual’s client-attitude. Theoretical and practical implications of these findings are discussed. 相似文献

The detection of autochthonous aquatic bacteria in tissue samples from drowning cases is increasingly considered as an alternative approach to assist the medico-legal diagnosis of death by drowning. Bacteria belonging to the genus Aeromonas may be suitable candidates for this application as they are ubiquitous in natural aquatic environments but are generally not part of the human microbiota. The research aims of this study were (i) to develop a sensitive, specific and rapid screening and confirmation method for Aeromonas species in tissue samples and (ii) to evaluate aseptic sternal puncture as a post-mortem sample technique and bone marrow as an alternative matrix to provide evidence of death by drowning. The presence of Aeromonas in tissue samples was verified by cultivation using the selective media Ampicillin Dextrin Agar (ADA) and Ryan's Aeromonas Medium. The use of ADA medium was found most optimal for the sensitive, inexpensive and quick detection of aeromonads in human tissue samples. Positive culture plates were confirmed by harvesting all colonies for DNA extraction and subsequent PCR amplification using Aeromonas genus-specific primers. Aeromonads were detected in lung swab, blood and bone marrow of drowned bodies (n=3), but were negative in these three matrices for all negative controls (n=90) tested. Bone marrow proved to be a suitable alternative matrix and can be sampled post-mortem by an aseptic sternal puncture. In conclusion, this study confirms previous indications that aeromonads in cultures from blood of water bodies can be considered a potential marker for drowning. Given the fact that the number of immersed bodies (drowned and non-drowned) included in this study is statistically not significant, however, more tissue samples need to be investigated to confirm the validity of these methods to aid the diagnosis of death by wet drowning. 相似文献

Well over $1 billion was spent on televised political advertising in the U.S. in 2004. Given the ubiquity of the 30 second
spot, one might presume that ads must affect viewers’ vote choices. Somewhat surprisingly, though, scholars have yet to make
much progress in confirming this claim. In this paper, we leverage a comprehensive dataset that tracks political ads in the
nation’s top media markets and a survey of presidential and U.S. Senate voters in 2004. We ask whether exposure to presidential
and Senate advertising influences voters’ evaluations of candidates and the choices that they make at the ballot box. In the
end, we find considerable evidence that advertising persuades—and that its impact varies depending on the characteristics
of the viewer.
