The Expected Impact of State Immigration Legislation on Labor Market Outcomes

In response to the dramatic rise in the number of unauthorized immigrants to the United States, every state has passed some form of immigration legislation. These laws appear to be predicated on a belief that unauthorized immigrants impose greater costs than benefits to state and local communities, including the labor market. The purpose of this paper is to examine some evidence on what workers should expect if the immigration legislation is successful in eliminating undocumented workers from states' labor markets. © 2012 by the Association for Public Policy Analysis and Management.

The impact of real Estate Market knowledge on tenure choice: A comparison of black and white households

Abstract

Homeownership is an important social and financial achievement for most U.S. households. Various explanations have been offered for the large and persistent gap in the ownership rates of black and white households, but studies have consistently fallen short of identifying all of the causes.

The data we used were derived from a survey of the residents of the Columbus, OH, area. We argue that differences in real estate market knowledge and information affect the tenure choice decisions of black and white households. We estimate a model that is augmented to include a measure of real estate knowledge and find that additional knowledge increases the likelihood of homeownership. This holds even when we account for the endogeneity of such knowledge. We conclude that differences in real estate knowledge contribute to explaining the racial gap in homeownership rates, a finding that can be addressed through public policy interventions such as counseling programs.

Alexander I and Representative Government

This analysis of the attitudes of Alexander I towards representative government is based on fifty years of work on Russian political history, and in particular on a study of the international organization of the post‐Napoleonic peace and, more recently, the reign of Alexander I.

In the light of recent events in Russia, this essay suggests some obvious comparisons between Alexander I and Gorbachev. Both wanted to liberalize the government of their empire without damaging the legitimacy of the new institutions to be created with respect to the existing regime. Both were thrown out of power, the former to put a stop to reforms, the latter to speed them up, at the risk of destroying the legitimacy of the central authority over the various parts of the empire.
