Abstract Irrigation stimulates agricultural productivity and economic growth, but this may come at the cost of growing inequality. Using data at community and household level, this paper analyzes the distributional impacts of irrigation in Ethiopia. Regression analyses reveal the direct effects of irrigation on expenditures and labour demand, and the indirect effects of irrigation on food prices and expenditures of non-irrigation households. The results indicate that past development of irrigation stimulated growth without deepening inequality, and that irrigation decreased dependence on food-for-work programs. Thus, irrigation has played a positive role in the development of Ethiopia. 相似文献

This article responds to a critical examination by Gordon Crawford of the concept of ‘partnership’ in contemporary development aid discourse, using the Partnership for Governance Reform in Indonesia (the Partnership) as an example. The article contends that Crawford's deconstruction of the Partnership is highly questionable, as it is based on a selective inclusion of information which challenges many of his observations, up to a point where his conclusions become untenable. Power relationships and processes of opinion making and decision making are increasingly located in complex and transnational settings, characterised by shifting alliances among international as well as domestic stakeholders. Crawford approaches the power relationship between donors and Indonesians as if it were locked up in the Partnership, which makes a mockery of his case study. There is no empirical evidence suggesting that Indonesians are easily ‘mystified’ by their donors. Instead, the short three‐year history of the Partnership shows a process in which Indonesians have increasingly taken control of both day‐to‐day leadership as well as the development of longer‐term strategy. It is suggested that, instead of a focus on structure and agency, a more promising approach to grasping shifts in power between donors and local stakeholders would be to analyse the discourse in a partnership following a concept of organisational culture. 相似文献

Governance theory shows that governments no longer operate as actors that take unilateral decisions but instead have to share power and influence with various other actors. There is also a large body of literature that shows a growing discontent with (local) democracy. These two trends lead various local governments to either reaffirm representative democracy, or to introduce elements of direct participatory democracy. In practice the combination of the two – representative and direct participatory democracy – can be problematic. This paper describes the experiences of Hoogeveen, a medium-sized municipality in the Netherlands with a far-reaching programme of direct participatory democracy. In Hoogeveen, local residents can decide on yearly budgets for their neighbourhood and become involved in the long-term planning of its development. The Hoogeveen case shows that direct participatory and representative democracy can be balanced with the help of (1) connecting arrangements, (2) professional connectors and (3) steady political support. 相似文献

This article presents the determinants of the influence of regional organisations in the area of international peace and security. It is aimed at initiating and provoking debate on the preponderant factors shaping that influence. The factors or determinants treated include (1) the willingness of the regional organisation to act, (2) the acceptance of its actions and (3) its capacity to discharge such peace-related tasks. The determinants are contingent on nine sub-determinants. Objective
Social control theory assumes that the ability of social constraints to deter juvenile delinquency will be invariant across individuals. This paper tests this hypothesis and examines the degree to which there are differential effects of parental controls on adolescent substance use.Methods
Analyses are based on self-reported data from 7,349 10th-grade students and rely on regression mixture models to identify latent classes of individuals who may vary in the effects of parental controls on drug use.Results
All parental controls were significantly related to adolescent drug use, with higher levels of control associated with less drug use. The effects of instrumental parental controls (e.g., parental management strategies) on drug use were shown to vary across individuals, while expressive controls (e.g., parent/child attachment) had uniform effects in reducing drug use. Specifically, poor family management and more favorable parental attitudes regarding children’s drug use and delinquency had stronger effects on drug use for students who reported greater attachment to their neighborhoods, less acceptance of adolescent drug use by neighborhood residents, and fewer delinquent peers, compared to those with greater community and peer risk exposure. Parental influences were also stronger for Caucasian students versus those from other racial/ethnic groups, but no differences in effects were found based on students’ gender or commitment to school.Conclusions
The findings demonstrate support for social control theory, and also help to refine and add precision to this perspective by identifying groups of individuals for whom parental controls are most influential. Cultural property may be under serious threat in the event of armed conflict. In the twentieth century, there were clear developments in international law aimed at preventing and punishing war crimes against cultural property. Despite this, the destruction of cultural property during armed conflict has continued. This article questions whether the existing international law standards with regard to the protection of cultural property during armed conflict are satisfactory, and whether or not a new instrument could be valuable. Although considerable shortcomings remain, instead of pleading for a new instrument, this article advocates raising ratification rates, the enhancement of the implementation of existing instruments, and monitoring and sanctioning mechanisms. 相似文献

A number of prior studies have found evidence for the expectancy‐disconfirmation theory of citizen satisfaction with public services, which holds that citizens judge public services not only on experienced service quality but also on an implicit comparison of service quality with prior expectations. But the evidence to date has been based on surveys (observational studies) and on subjective measures of expectations and performance, which are likely endogenous. Thus, the present study aimed to test the expectancy‐disconfirmation theory of citizen satisfaction with public services using an experimental method. Participants in an Internet panel (N = 964) were randomly assigned to receive either low‐ or high‐expectations statements from a hypothetical government official and to view either low‐ or high‐performance street cleanliness photographs, in an online survey experiment. The findings are in line with previous research and generally confirm the core relationships in the theory, although the effect of expectations varied by age and political ideology. Because this study is a true randomized experiment, it provides better evidence than previous studies regarding the true causal nature of these relationships. 相似文献

Spain experienced an outbreak of public sector corruption—much of it related to the involvement of regional and local administrators and politicians in the country's urban development boom—that angered the public and sparked calls for government reform. Using data from a 2009 survey that followed these events, the authors examine the association between perceived corruption and the attitudes and behaviors of citizens, including satisfaction with government and democracy, social and institutional trust, and rule‐breaking behaviors. The findings suggest that perceptions of administrative as well as political corruption are associated with less satisfaction, lower levels of social and institutional trust, and a greater willingness to break rules. Although these survey results cannot prove causation, they are consistent with the notion that administrative and political corruption damages the legitimacy of government in the eyes of citizens and weakens the social fabric of democratic society. 相似文献
