Is Economic Growth Increasing Disparities? A Multidimensional Analysis of Poverty in the Lao PDR between 2003 and 2013

The Asian story of miraculous growth and poverty reduction has reinforced mainstream views of development that equate high and sustained economic growth with progress in human wellbeing. But understanding development only in terms of economic growth is not sufficient. This paper offers a different perspective on possible effects of Laos’s transition from a subsistence-oriented economy to a market-oriented economy. We used a multidimensional poverty approach with panel data for the years between 2003 and 2013. Findings suggest that benefits were not equally distributed: 50 per cent of people moved in and out of poverty, and the other half was either non-poor (37%) or always poor (13%).     

Suicidality and Suicide Bombing Revisited: A Rejoinder to Merari

Ariel Merari purports to demonstrate a tendency on the part of suicide bombers to be motivated by depression and suicidal tendencies. However, he misconstrues the present authors' critique of his work and misinterprets their research. By clarifying both issues, this article seeks to substantiate three claims: (1) Merari's sampling procedure precludes generalization; (2) interviewer and contextual effects probably bias his findings; (3) evidence challenges his inferences.     

Policy advisory systems: change dynamics and sources of variation

The special issue aims to enhance our understanding of the conditions under which policy advisory systems vary. The contributions comprise both continental European countries (Denmark, Germany, the Netherlands) and Anglo-Saxon countries (Australia, Canada, New Zealand, UK). The introduction to the special issue briefly outlines existing scholarship on policy advisory systems and identifies different research gaps to the filling of which the special issue seeks to contribute. The introduction highlights that the articles in the special issue point to both political system and policy process variables to better systemize, theorize and explain the origins and change dynamics of policy advisory systems.     

(Trans)regionalism and South–South cooperation: Afrasia instead of Eurafrique?

The paper engages critically with the increasing importance of South–South cooperation and the shift from African–European to African–Asian interaction. It argues that South–South cooperation is too often framed in a spatial logics of regional integration and transregional cooperation and thus reproduces spatial understandings that are characteristic for African–European relations but misplaced in the context of African–Asian relations. Moreover, it analyses perceptions about the difference of European and Asian cooperation partners amongst political and societal elites in Kenya and Tanzania, arguing that instead of a shift from African–European to Afrasian spaces of interaction, the two mutually coexist and fulfil complementary functions.     

Creating value through external intellectual property commercialization: a desorptive capacity view

In open innovation systems, capturing value through external intellectual property (IP) commercialization is an increasingly important strategy for firms to keep pace with competitive changes. However, many firms have major difficulties in creating value through external patent exploitation. To understand these challenges, this paper explores how firms manage their external patent exploitation based on a multiple case study research design with fourteen firms from the pharmaceutical and chemical industry. Adopting a desorptive capacity perspective we find four main factors influencing the firms’ management of external patent exploitation: the type of value creation, the organizational structure, the locus of initiative, and the extent of know-how transfer along with the patent. Based on these factors, three archetypes of external patent exploitation with different levels of desorptive capacity are identified. The article extends the concept of desorptive capacity and existing literature on intellectual property management in the context of open innovation. Managerial implications helping firms to implement external IP commercialization structures are discussed.
