Terrorism as Transnational Advocacy: An Organizational and Tactical Examination

This article attempts to shed light on the dynamics and machinations within terrorist organizations by incorporating a heretofore overlooked literature which is directly applicable, that of transnational advocacy networks (TANs). Terror networks have been described using every possible analogy, from multinational corporations to organized crime to the anthropomorphic classic “cut off the head, and the body will die.” In reality, terrorist organizations function in much the same way, and using many of the same techniques, as transnational advocacy networks concerned with issues like the environment or human rights. By describing these characteristics, and comparing TANs and Terror TANs (TTANs), this article aims to offer insight into the tactics and motivations that define modern, as well as the much heralded post-modern, terrorism.     

Empirical inflation models in developing countries: Sensitivity to the definition of inflation

Previous developing country inflation studies have demonstrated that the Harberger (monetarist) model's explanatory power may be quite sensitive to the time period or explanatory variables used. In this study, the model's sensitivity to the definition of the inflation rate variable itself ‐ the dependent variable ‐ is investigated. Using a cross‐section, time‐series data set of 19 developing nations, it is shown that the Harberger model is sensitive to the manner in which inflation is defined. Then, a similar investigation is conducted for another, more recently developed, model of the inflationary process (the Hanson model). This model exhibits less sensitivity to the choice of inflation variable.     

Child Development and Migrant Transnationalism: The Health of Children Who Stay Behind in Ghana and Nigeria

This paper examines the relation between parental migration and children’s health in Ghana (N = 2760) and Nigeria (N = 2168) and considers four dimensions of parental migration: the type of separation, parental migration and the caregiver, stability of care arrangements, and the availability of remittances. By employing an ordered scale of children’s self-rated health, we found that children with international migrant parents who are divorced/separated are less likely than children in non-migrant families to have good health. The magnitude of the effects are higher in Nigeria, attesting for a greater vulnerability of Nigerian children in divorced migrant families. Among children with parents living abroad who are stably married, specific dimensions of children’s transnational life are associated with negative health, while others are not. This study highlights the sensitivity of results to the context of parent-child separation and to the transnational dimension being measured.     

The End of History: ‘Neojuche Revivalism’ and Korean Unification

This article argues that prospects for change in North Korea and, thus, reduction in threats to regional security, lay more in rising prospects for Korean unification than in scant hopes for reform inside North Korea. It identifies several factors that have made unification a more salient idea than at any time in the last decade. First, Kim Jong Il's failing health and his youngest son's and designated heir's uncertain grip on succession mean greater risk of political instability in North Korea that could bring discontinuous change, including reunification. Second, it has become clear that the Six Party Talks and other diplomatic efforts will not produce denuclearization and reduction of the regional security threat posed by Pyongyang's weapons program. Third, the current and likely future leadership in Pyongyang is incapable of reform, making regime collapse a more likely scenario and unification a more likely route to meaningful change. Fourth, the North Korean regime has become heavily dependent on Chinese support, material and political-diplomatic. Finally, thinking about how unification might occur has shifted to scenarios that are more feasible to key parties, including South Korea, the United States and Japan.     

The application of an automated allele concordance analysis system (CompareCalls) to ensure the accuracy of single-source STR DNA profiles

A powerful method for validating a scientific result is to confirm specific results utilizing independent methodologies and processing pathways. Thus, we have designed, developed and validated an automated allele concordance analysis system (CompareCalls, patent pending) that performs comparisons between two independent DNA analysis platforms to ensure the highest accuracy for allele calls. Application of this system in a quality assurance role has shown the potential to eliminate greater than 90% of the STR analysis required of a DNA data analyst. While this system is broadly applicable for use with any two independent STR analysis programs, either prior to or following human data review, we are presenting its application to data generated with the ABI Prism Genotyper software system versus data generated with the SurelockID system. With the automated allele concordance analysis system, the GeneScan DNA fragment data generated from an ABI 377 gel image are analyzed in two independent pathways. In one analysis pathway, the GeneScan data are imported into Genotyper software where STR labels are assigned to the fragment data based upon the criteria of the Kazam 20% macro. The "Kazam" macro provided with the Genotyper program works by labeling all peaks in a category (or locus) and then filtering (or removing) the labels from peaks, such as those in stutter positions, that meet predefined criteria. In the second pathway, the GeneScan data are imported into the SurelockID analysis platform where STR labels and error messages are assigned to the fragment data based upon hard-coded allele calling criteria and quality parameters. The resulting STR allele calls for each analysis platform are then compared, utilizing the automated allele concordance analysis system. Any differences in the STR allele calls between the two systems are flagged in a discordance report for further review by a qualified DNA data analyst. The automated allele concordance analysis system guides the DNA data analyst to the discordant data generated by either analysis platform. Additionally, the analyst is also directed to data that are of less than pristine quality which may have an increased potential for errors in interpretation by either analysis platform or by a human DNA data analyst. Implementation of an automated allele concordance analysis system will yield high-quality data for CODIS and free the human DNA data analyst to perform other critical duties within the laboratory.     

WOLF'S MODEL: Government Failure and Public Sector Reform in Advanced Industrial Democracies

Many developed nations have embarked on public sector reform programs based on the New Public Management (NPM) paradigm. This article seeks to evaluate the efficacy of NPM reform strategies as a means of dealing with the problem of “government failure” in public sector hierarchies by examining these strategies through the analytical prism provided by Wolf's theory of nonmarket failure. Drawing on the New Zealand experience, we explore the potential for NPM reform initiatives to mitigate the problems of nonmarket supply. Moreover, we examine how “autonomous policy leadership” and “advocacy coalition networks” can overcome the various obstacles to the successful implementation of reform strategies delineated by Wolf under his “conditions of nonmarket demand”. The article then focusses on the efficacy of NPM in removing, or at least reducing, the various forms of government failure identified in Wolf's taxonomic catalogue of nonmarket failure. We conclude by assessing some of the likely tradeoffs involved in the application of NPM reform programs.
