Terrorist organizations, groups, cells or just ‘bunches of guys’ are systematically compared with other types of criminal
or deviant organizations: organized crime such as the mafia, street gangs and religious sects. Of course there are many differences
between them, especially where motivation is concerned, but they share the common factor that it is almost impossible or very
difficult for individual members to step out. However, de-radicalization may follow analogous paths: aging out, accepting
exit programs in prison or disengaging ideologically. The article discusses the obstacles that a government strategy that
encourages desistance from terrorism by stepping out may encounter. It may be sufficient and more realistic to discourage

Abstract: J.E. (Ted) Hodgetts was influenced by both the political economy approach that he learned at the University of Toronto and by the comprehensive historical method developed by Leonard White, under whom he studied at Chicago. His first great project, Pioneer Public Service, convinced him that responsible government was impossible without responsible public administration. The authors examine how his response to management theories and practices evolved following his participation in the Glassco, Lambert and Gomery commissions. Hodgetts consistently refused the complete separation of politics and administration, and he promoted the use of management techniques to strengthen parliamentary supervision of the public service. The two key components of his legacy are thus a commitment to the democratic values of representative government and the comprehensive study of the internal dynamics of public administration in interaction with the relevant environmental factors. 相似文献

Trade coverage ratios are calculated to assess the 1991 incidence of non‐tariff measures (NTMs) on imports of products eligible for duty‐free treatment under the United States’ Caribbean Basin Economic Recovery Act (CBERA). Overall, 16 per cent of all CBERA‐eligible products were found to be covered by one or more NTM. Corresponding figures for all eligible products exported from individual beneficiaries range up to 40 per cent. Much higher trade coverage ratios are found for individual product groups. NTMs constitute important deterrents to US imports of CBERA‐eligible products. Heavy reliance on NTMs counters the intent of the CBERA, namely to extend preferential treatment to exports from Caribbean Basin countries. 相似文献

Nation-wide surveys of graduate programs in public administration/affairs support assertions by critics that most programs do not provide students with adequate preparation for coping with information technology. This paper identifies the computer-related knowledge and skills demanded by the contemporary administrative workplace and, after analyzing the sufficiency of current curricula offerings, proposes three goals for education in the use and management of information technology and suggests curriculum revisions necessary to reach these goals. State governments face massive retirements over the next few years. Since internships have been a significant source of bright new blood, we examine what all fifty states are doing with internships. Some exemplary programs were found, but the typical state intern program serves only a few unpaid students, supervisors receive no special training, and no tracking is done to see whether interns stay in state service or what their contributions are. While many states blame stringencies, the budgets involved are comparatively modest and potential benefits significant. Festival expenditures amount to over 15 per cent of a household's annual expenditures in rural India. Yet they have never been studied by economists. This article uses both qualitative and quantitative data from a case study of three South Indian villages to show that festivals are important public goods in the village, but neither a pure entertainment motive nor an altruistic desire to contribute to a public event seems to explain their size. Households which spend money on festivals, everything else held equal, are able, however, to generate tangible rewards - lower prices on food, higher social status and more invitations to meals from other families. This indicates that active participation in festivals generates private economic and social returns which help resolve a potential free-rider problem. The evidence is consistent with the notion that festivals serve as mechanisms by which communities build social networks. 相似文献
