What follows is a reply to a number of points raised by Nicos Mouzelis in his review of my book, From Modernisation to Modes of Production: A Critique of the Sociologies of Development and Underdevelopment (Macmillan 1979, £4.95 paper) in The Journal of Peasant Studies, Volume 7, No. 3, April 1980. I focus on Mouzelis’ arguments that my framework for analysing Third World societies is ideological and reductionist. I try to show how the analysis put forward in my book can be used to analyse what for me is the central problem of ‘development ‘ ‐ namely the relations between the restricted and uneven capitalist development characteristic of Third World societies, their class structures, forms of state and development strategy. I also examine the relevance of Mouzelis's alternative ‐ of inter‐relating structuralist and action perspectives ‐ and suggest that the framework put forward in my work can deal more adequately with the issues raised by Mouzelis in his review. I agree with Mouzelis that the most fruitful debates in the Sociology of Development currently centre on the relevance of the Marxist approach, and view my comments here as part of this wide‐ranging, continuing debate, of which my work forms a part.  相似文献

In many ways, Via Campesina's call for food sovereignty is precisely about invoking a right to have rights over food. But it's unclear quite how to cash out these ideas. The Maltese public service is currently undergoing major organisational changes to enhance its efficiency and effectiveness in its service delivery. The great majority of these changes have focussed on re‐organising the macro‐level, namely strategy, processes and structures. This is not an easy feat as local external power forces leave their impact in the process. It is argued, however, that one way to circumvent these resisting forces is to empower the real agents of change: the administrators of the public service. For some reason, the micro‐level has been neglected and has been generally absent from the agenda of the major change programme with a few exceptions. This article throws light on this level by proposing an intrapersonal, psychological and pedagogical model for change that may complement and accompany the larger macro changes. The authors suggest that the model can be developed in a practical way to motivate change from within the person and not just push change around the person. This study examined the construct validity of antisocial personality disorder (ASPD) diagnosed in adolescence. Boys and girls were grouped by history of DSM-III-R conduct disorder (CD) and ASPD: Controls (n=340) had neither diagnosis; CD Only (n=77) had CD by age 17 but no ASPD through age 20; Adolescent ASPD (n = 64) had ASPD by age 17. The Adolescent ASPD group was then compared to 20 young adult men who met criteria for ASPD (ASPD group). As expected, the Adolescent ASPD group had significantly more depression and substance use disorders, a greater performance>verbal IQ discrepancy, more deviant peers, and poorer academic functioning than the CD Only group and Controls. The Adolescent ASPD and ASPD groups did not differ on most variables. Results support the construct validity of Adolescent ASPD and suggest that such a diagnosis could help identify adolescents at risk for persistent antisocial behavior. Jeanette Taylor is an Assistant Professor at Florida State University. She received her Ph.D. in 1999 from the University of Minnesota. Her research examines biological, cognitive, and environmental influences on personality disorders and substance use disorders. Irene J. Elkins is a Co-investigator at the Minnesota Center for Twin and Family Research. She received her Ph.D. in 1993 from the University of Kansas and is a member of the Society for Research on Psychopathology. Her major research interests include the relationship of personality, ADHD, and antisocial behavior to substance abuse, as well as gene-environment interrelationships. Lisa Legrand is a Research Associate with the Minnesota Center for Twin and Family Research at the University of Minnesota. She received her Ph.D. in 2003 from the University of Minnesota. Her major research interests include gene-environment interplay in the development of externalizing psychopathology. Dawn Peuschold is a Senior Clinical Forensic Psychologist at the Hennepin Country District Court and an instructor at the University of Minnesota. She completed a post-doctoral fellowship in forensic psychology at the University of Massachusetts Medical School after receiving her Ph.D. in clinical psychology from the University of Minnesota. She is interested in risk factors for reoffense in juveniles. William G. Iacono is a Distinguished McKnight University Professor at the University of Minnesota, the institution from which he received his Ph.D. in psychology. He conducts longitudinal studies of adolescent twins and adoptees aimed at understanding the development of adult adjustment and mental health.  相似文献

Among the best-known theorems of fiscal federalism is the presumed allocative and distributive equivalence between a lump-sum grant to a collectivity and a set of lump sum grants to the members of a collectivity. Interestingly, the simple elegance of the theorem is at odds with observed behavior. Grants to governments produce greater public spending than does tax reduction. Explanations of this "flypaper effect" range from misspecified econometric modeling to presumed behavior based on fiscal illusion. In this paper we show that theoretical equivalence exists in a model that recognizes only one tax share, the citizen voter's local tax share. When the model is expanded to include voters' federal tax shares as well as local taxes, non-equivalence and the flypaper effect become the rule, not the exception.  相似文献

Sommaire: La Commission d'enquête sur les services de santé et les services sociaux, créée par le gouvernement du Québec en juin 1985, a remis son rapport au tout début de 1988. Cet article montre que la Commission a agi comme une espèce de metteur en scène, qui a proposé ce que devrait être la contribution des acteurs et la structuration du pouvoir dans les politiques publiques en matière de santé et de services sociaux. La Commission privilégie une alliance de type bureaucratique et une alliance de type socio-sanitaire, contre une alliance de type médical et une alliance de type managérial. Cette dernière semble la mieux placée actuellement pour structurer le pouvoir dans le système des services de santé et des services sociaux selon ses intérêts. Abstract: The Study Commission on Health and Social Services, created by the Quebec government in June 1985, submitted its report in early 1988. This article shows that the commission acted as a “packager,” specifying the recommended role of the parties involved and the power structure for public policy on health and social services. The commission favours a bureaucratic alliance covering the social/health area, rather than a medical/managerial alliance. The latter currently seems to be in the best position to structure the power in the health/social services system in accordance with its interests.  相似文献
