This paper provides a summary of our report for the National Academy of Sciences, Engineering, and Medicine on proactive policing. We find that there is sufficient scientific evidence to support the adoption of many proactive policing practices if the primary goal is to reduce crime, though the evidence base generally does not provide long-term or jurisdictional estimates. In turn, we conclude that crime prevention outcomes can often be obtained without producing negative community reactions. However, the most effective proactive policing strategies do not appear to have strong positive impacts on citizen perceptions of the police. At the same time, some community-based strategies have begun to show evidence of improving the relations between the police and public. We conclude that there are likely to be large racial disparities in the volume and nature of police–citizen encounters when police target high-risk people or high-risk places, as is common in many proactive policing programs. We could not conclude whether such disparities are due to statistical prediction, racial animus, implicit bias, or other causes.

Budgeting and Financial Management play a crucial role in organizing and disciplining the federal management culture. Consequently, addressing improvements in their practice is essential in the National Performance Review's examination of government-wide management systems. This article briefly describes the recommendations and anticipated implementing actions relating to budgeting and financial management within the context of the National Performance Review's themes of cutting red tape, putting customers first, empowering employees to get results, and cutting back to basics. External factors, such as innovations in private sector management practices, rapid changes in information technology, and statutory reforms such as the Government Performance and Results Act, also influence needed changes in budgetary and financial management practices.  相似文献

Young, low-income, African American fathers have been at the center of research, practice, and policy on families over the past decade. This article uses a "voicing" analytic technique to examine identities among young, low-income, African American fathers living in an urban setting; the intersections of these identities; and the fathers' perceptions of the influences of familial, peer, and legal systems as barriers and resources in their development as fathers and the sustainability of their fathering roles. The primary questions addressed urban fathers' representations of their transition to fatherhood, intergenerational relationships, transformative events, and visions of a possible self. Results from a survey, focus groups, and interviews suggest that the fathers seek to reinvent themselves and reconstruct their identities by separating from street life, redefine home as a place of stability, and challenge the practices of social and legal systems that appear to work against their responsible fathering.  相似文献

A common finding in past research on adolescent sexual behavior is that initiation of sexual intercourse is more frequent in households where the teen does not live with both biological parents. The present study examined this result in greater depth by examining the impact that father attitudes toward premarital sexual intercourse have on the sexual behavior of the father's adolescent. Approximately 750 inner-city African American youth between the ages of 14 and 17 were interviewed in a survey on parent–teen communication. Results showed that adolescent perceptions of paternal attitudes were predictive of teen sexual behavior independent of adolescent perceptions of maternal attitudes and that the effects of live-in status on sexual behavior were mediated by adolescent perceptions of paternal attitudes. This result was robust across gender and age of the adolescent.  相似文献

M. Harvey Brenner has produced two influential studies of the social costs of unemployment, economic inequality, and economic growth, both sponsored by the Joint Economic Committee of the U.S. Congress. This paper reports the results of an effort to reproduce Brenner's findings for homicide from his more recent (1984) study. Our conclusions are as follows. (1) Although not obvious from his write-up, Brenner's 1984 results differ substantively from his earlier results. (2) We are unable to reproduce his reported findings. The Job Training Partnership Act of 1982 (JTPA) constitutedthe most recent, successful attempt by the Reagan administrationto devolve increased domestic program authority to the statesusing the block grant approach. Because of its heavy relianceon the participation of state governments and the private sector,JTPA may prove to be the real "acid test" of the Reagan NewFederalism. This article examines the implementation of JTPAin broad perspective. While preparations for the JTPA programbegan in most states during the early part of 1983, the programdid not really begin its first official program year until 1July 1984. After describing the major features of the act, thearticle focuses on the program's implementation. The analysisis based largely on the results of a nationwide study conductedunder the direction of the authors during 1984. The articleconcludes that, in terms of its legislative provisions and effectiveimplementation, JTPA has proved to be a "quasi-block grant"to the states.  相似文献
