A prevailing economic crisis in the State of New York contributed to an erosion of previous institutional patterns, instigating a problem and political process of finding a mechanism wherein economic order could be produced. One strategic response to this economic crisis which is the focal point of this paper is the development and diffusion of financial reporting practices which guide the manner with which this state reports to its important constituencies including the citizenry, the media, and the capital markets. Amidst congressional gridlock, administrative rulemaking is the main pathway for environmental policy making. Scholars have assessed the role of the institutions of government (the president, Congress, and the courts) and key interest groups (i.e., business and environmental interests) in shaping rulemaking outcomes. What is missing from this literature is an assessment of the role of key implementers, state environmental agencies. This research fills this gap by assessing the role and impact of state government agencies in three case studies of rulemaking at the Environmental Protection Agency (EPA). Based on original interviews and a public comment analysis, this research suggests that state agencies play an active and influential role in EPA rulemaking. And, in some cases, state agencies wield more influence than other interest groups. Interviewees argued that this influence stems from these agencies’ unique voice as an implementation collaborator. As a result, researchers should incorporate an assessment of the role of these interests to more effectively explain regulatory outcomes at the EPA and potentially across the bureaucracy. 相似文献

Given that eGovernment is likely to become part of development strategies, the most desirable form of eGovernment is that which promotes the domestic generation of intellectual property or, at least, contributes least to the international intellectual property (IP) imbalance. One way to achieve these ends is to implement eGovernment using free or open source software (FOSS). This will reduce dependence on software owned by major companies in developed countries. It could also promote an IP generating capacity in developing countries. An examination of the status of free or open source software in developing countries in Southeast Asia reveals that governments in these countries are aware of FOSS and wish to foster its use (but face considerable pressure to use proprietary software). This examination also reveals the presence of small but active groups seeking to develop and promote the use of free or open source software. This article is comprised of a discussion of FOSS (including that suitable for eGovernment), an explanation of the importance of FOSS for developing countries, a justification of government's centrality to the introduction of FOSS and a consideration of policies and initiatives undertaken by governments in developing countries in Southeast Asia. Empirical studies and ethical-legal analyses have demonstrated that incidental findings in the brain, most commonly vascular in origin, must be addressed in the current era of imaging research. The challenges, however, are substantial. The discovery and management of incidental findings vary, at minimum, by institutional setting, professional background of investigators, and the inherent differences between research and clinical protocols. In the context of human subjects protections, the challenges of disclosure of unexpected and potentially meaningful clinical information concern privacy and confidentiality, communication, and responsibility for follow-up. Risks, including a blurring of boundaries between research and clinical practice, must be weighed against the possible benefit to subjects and a moral duty to inform. Identification and examination of these challenges have been met by scientific interest and a robust, interdisciplinary response resulting in the pragmatic recommendations discussed here. 相似文献

To evaluate whether the weight of the heart measured at autopsy may be affected by the type of dissection, a prospective study was undertaken of the weights of sequential cases of nonpediatric hearts. Four hundred fifty‐eight hearts were examined (age range 17–96 years; mean 55.9 years; M:F = 3:1). The hearts were each weighed fresh, once the apex had been sliced, the auricles of the atria opened and blood drained, and again once the cardiac chambers had been opened completely. The difference in the partially and fully opened heart weights (range 146–1028 g; mean 434.8 g; range 134–1011 g; mean 420.8 g, respectively) (p < 0.05) ranged from 0 to 100 g (mean 14 g). In the most extreme example, the weight of the partially opened heart was 30.3% higher than that of the fully opened specimen.
