The paper's main objective is to show that a market pricing system will, up to a certain output level, permit an economically efficient solution to the problem of allocating contractor's police services among the metropolitan political areas. But once additional police inputs succeed in establishing relatively low levels of criminal activity, the market mechanism will have a tendency to break down. A market dysfunction takes place because further increases of police services will not be able to elicit the expected decreases in crime. Failure of the market pricing system gives rise to an ancillary conclusion that other inputs besides police are needed to wage a successful battle against the rising levels of criminality.  相似文献

Much of the recent literature on local government has emphasized the impact of non-local factors on local authority decision-making. This article argues that the administrative processes, power structures and conflicts of interest inside local authorities can often affect policy processes by mediating external influences and providing an internal dynamic of their own. We suggest that most of the current literature concentrates too narrowly on officer-councillor relationships and invariably emphasizes the total dominance of an officer-councillor elite. Our new approach identifies six possible arenas of policy influence within local authorities (of which the officer-councillor elite is just one) and emphasizes the dynamics of intra-organizational politics inside local authorities.  相似文献

In view of (1) escalating national attention and political and judicial activity centering on capital punishment during recent years and (2) concomitant changes in police killing rates, this paper investigates the impact of the death penalty on rates of lethal assaults against the police for the post- Furman period, 1973–1984. In keeping with recent investigations of deterrence and general homicides, multiple regression is used as a means of controlling for the influence of possible confounding variables in examining the capital punishment/police killings relationship. Consistent with previous investigations, the present analysis provides no indication that our national return to capital punishment since Furman has had a systematic impact on police homicides. Law enforcement officers are not afforded an added measure of protection in death penalty compared to abolitionist states, nor is there anything but a chance association between the rate of police killings and the level of use of the death sentence for convicted murderers.  相似文献

Data from four successive yearly cohorts and one special early release cohort of parolees are used to explore the question of whether rapid statewide changes in the administration of criminal justice affected the patterns of recidivism among persons on parole for property offenses. Given the earlier broadly constructed research reported by Ekland–Olson et al. (1993), and their conclusion that variation in shifting policies would have different effects on different types of offenses, we decided to sharpen the focus of the research questions posed by concentrating on recidivism patterns among property offenders. Three alternative explanations—compositional effects, administrative discretion, and deterrence—are explored to interpret the differences found across cohorts While suggestive, these alternative explanations remain open to question given the limitations inherent in quasi-experimental research. Conclusions related to issues of prison construction policy suggest that more attention be paid to the “replacement factor,” whereby “vacancies” left by incarcerated offenders are rapidly filled by others. If future research supports the rapid replacement hypothesis, increased levels of incarceration will yield a larger, more experienced criminal “work force” and ironically a heightened collective potential for crime.  相似文献

This article shows how a complex configuration of interests has shaped the work of the Local Government Commission for England ( lgc ). The article focuses upon the consultative processes associated with the work of the commission in Leicestershire and makes a dual contribution to our understanding of the emerging structure of English non-metropolitan local government. First, it provides a detailed insight into the consultative exercises carried out by one local authority, Leicestershire County Council ( lcc ), and explores the strategies employed by that authority in order to secure an optimal outcome from the Local Government Commission. Second, it argues that organization theory, notably the inter-organizational analysis applied by Leach in his work on the impact of the reorganization of local government in metropolitan Britain, offers the most pertinent theoretical framework for analysis. The article highlights the inadequacies of the consultation process around local government reorganization, showing that neither the efforts of the county council nor the commission itself stimulated a reasoned debate amongst the public. The review process did not capture people's imagination; nor did it stimulate genuine debate about the kind of local government we want. Essentially, what this article depicts is a picture of a pragmatic and brutal organizational battle in which there were losers as well as winners.  相似文献

Criteria which are commonly employed in the assessment of the bail risk (failure to appear) are examined. based on samples of defendants released in Philadelphia, Delaware. and Delaware County, Pennsylvania. The original release on recognizance criteria offered by the Manhattan Bail Project is contrasted with a factor analytical model of bail risk produced through the present study. Counter to the original construct, community ties are reflected in two separate factors rather than one. Findings suggest a reassessment of the meaning of community ties with respect to bail risk. In contrast to the original interpretation, basedprincipally on length of time in a community and contacts with friends and relatives, successful performance of adult male roles in the community reflected by marriage and its associated responsibilities appears to be more important in assessing bail risk. The community ties factor, however, may be a byproduct of differential local community social structure and process.  相似文献

Although they are the most geographically close to their continentof origin, the African diasporas of the Indian Ocean are amongthe most culturally remote from it. In Mauritius, where a highlydeveloped form of multicultural pluralism has become the modusvivendi of the ‘rainbow society’, Creoles of Africandescent have developed the weakest sense of group identity amongthe various components of island society. Yet for that veryreason Creoles are arguably the ‘most Mauritian’of islanders: they alone trace their origins and ancestral languagepurely to their island of birth. In a society where the senseof nationhood is so weak this may be more of a handicap thanan asset. Only in recent years has a sense of Creoleness begun to develop,one which incorporates Africanity. The Creole programme includesa reinterpretation of the meaning of slavery in modern societyand attempts to give the anniversary of abolition the statusof a national holiday. It also encourages the recognition ofAfrican folkways in island culture. It does so, however, inthe face of anti-African prejudices, shared by many Creolesthemselves. Extension of nascent trade and business linkageswith the African mainland is critical to correcting the currentCreole malaise.  相似文献
