Juvenile courts across the country have become the leading service delivery system for youths with substance abuse problems, not by choice, but by necessity. At 10 communities around the nation, judges and project staff are in their fifth year of pioneering changes to the way the juvenile justice system helps teens in trouble with drugs, alcohol, and crime. These judges are part of Reclaiming Futures, an initiative of the Robert Wood Johnson Foundation, and they are working with local leaders to re‐invent the way law enforcement, courts, probation, detention facilities, treatment providers, families, schools, and the community work together to help troubled youths succeed. Together, they have written a guide for judges, court administrators, government entities, community leaders, and interested citizens to share the knowledge and experience they have gained from the nationwide Reclaiming Futures initiative. Their goal is to encourage and motivate others to launch similar projects in their communities, and to provide a blueprint for judges and others striving to undertake this level of collaboration.  相似文献

A proper test of the deterrent effect of the death penalty must consider capital homicides. However, the criterion variable in most investigations has been total homicides—most of which bear no legal or theoretical relationship to capital punishment. To address this fundamental data problem, this investigation used Federal Bureau of Investigation data for 1976–1987 to examine the relationship between capital punishment and felony murder, the most common type of capital homicide. We conducted time series analyses of monthly felony murder rates, the frequency of executions, and the amount and type of television coverage of executions over the period. The analyses revealed occasional departures (for vehicle theft and narcotics killings) from the null hypotheses. However, on balance, and in line with the vast majority of capital punishment studies, this investigation found no consistent evidence that executions and the television coverage they receive are associated significantly with rates for total, index, or different types of felony murder.  相似文献

This paper characterizes the behavioral and policy implications of the decline in the number of military veterans in the U.S. Congress, from more than 70% of legislators in the early 1970s to less than 30% in the contemporary House and Senate. Many scholars argue that military service shapes information and beliefs, and that this decline has had negative effects on defense policy. The analysis tests these arguments using voting data from the House and Senate in the 1990s and the House in the 1970s, showing that the impact of veteran status on votes is generally small and has a relatively minor effect on legislative outcomes.  相似文献

Researchers have long noted the link between police culture and coercion. To date, however, there have been no empirical studies of this relationship. Using data collected as part of a systematic social observation study of the police in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines the relationship between traditional views of police culture—from an attitudinal perspective‐and coercion—from a behavioral perspective. After developing a classification scheme of officers' outlooks in the context of police culture, we examine the extent to which officers' alignment with cultural attitudes translates into differences in coercive behavior. The findings indicate that those officers who closely embody the values of the police culture are more coercive compared with those that differentially align with the culture, suggesting that police use of force is a function of officers' varying attitudinal commitments to the traditional view of police culture. The implications of these findings for policy and future research are considered.  相似文献

This article presents a detailed examination of the mass media's influence on candidate visibility and candidate awareness in House elections, using media markets as the vehicle for analysis. Simple comparisons reveal striking media market effects on both visibility and awareness: Voters are much more likely to report contact with the candidates in “media market districts"—House districts where there is a close fit between the local television market and the district's boundaries. Candidate recognition figures are also markedly higher in the media market setting. These findings indicate that the mass media have the potential to strongly influence competition in House races: Challengers are able to use the media advantages in media market districts to overcome the exposure gap associated with the incumbency advantage. Closer inspection reveals that these effects hold true even after controlling for other factors, most notably the spending activities of the candidates. These results suggest a substantial media influence on candidate awareness and thus on competition in House races.  相似文献

Relying on a well‐established theoretical paradigm from organizational psychology, the aim of the current inquiry is to apply a multilevel approach to the study of police culture that identifies workgroups as important entities that influence officers’ occupational outlooks. More specifically, we propose that police culture be assessed in a way similar to concepts in criminology, such as collective efficacy and street culture, whereby the shared features of individuals’ environments are considered. Within this framework, we draw on survey data from five municipal police agencies to examine how strongly officers within 187 separate workgroups share culture, as well as the extent to which culture differs across these workgroups. Collectively, the findings suggest that the workgroup serves as a viable context that patterns culture in police organizations. As such, the study provides a way to move beyond conceptualizations of police culture as either a purely monolithic or an individual‐level phenomenon.  相似文献
