This paper attempts to examine which factors explain public participation in the budget process in an international comparative approach. In particular, we investigate which socioeconomic, institutional, and political factors promote public engagement in the central government budget process. Using a sample of 93 countries, our results indicate that Internet penetration, population diversity, governmental financial situation, and budget transparency determine opportunities for public engagement in the central government budget process. In addition, we show that not only budget transparency promotes public participation but also public participation is necessary to enhance budget transparency. 相似文献

This article examines levels of policing services, focusing on an assessment of resources and their measurement for municipalities. Two measures of policing levels assess the reliability of the findings across alternative measurements. Social and institutional characteristics are explored to evaluate alternative explanations in policing efforts. The article presents four decades of census data for municipalities in metropolitan areas. The central finding is that unequal levels of policing are prevalent across American municipalities. An additional finding is that social and institutional contexts affect policing, based on a pooled time‐series analysis of municipal governments. Although its main contribution is to local public economies research, the research also integrates the social and institutional literatures to identify factors in the allocation of resources to policing. 相似文献

The aim of this paper is to investigate the economic impact of the single supervisory mechanism (SSM) as measured by the reaction of the major stock market indexes of the European Union (EU) countries. To capture the market reaction, we analyse the impact of news related to the development and implementation of the SSM on the broad stock indexes and their banking and non‐financial sector indexes. Moreover, we not only investigate stock returns, but also study the impact on systematic risk, overall risk and the degree of integration among markets. The results of an event study and stability tests show significant market reactions that decrease value and increase risk for some of the news, specifically the beginning and end of the process. The main effects are heterogeneous across different EU countries. The observed response is also more evident in the banking sector than in the non‐financial sector. 相似文献

European power in the 21st century is not what it was in the 20th century. The rules‐based liberal international order that Europe helped to construct after the Second World War is under threat, and arguably in decline. As this ‘order’ diminishes, so too does Europe’s ability to influence world events. While Europe will never command either the military or economic hard and ‘sharp’ power of the United States or China, it remains an important international actor with considerable soft power, even with the United Kingdom’s recent departure from the union. Although we question some of the assumptions and priorities identified by the authors of ‘Enhancing Europe’s Global Power’, we share their view that a united and strong Europe has a great deal to offer to the world, particularly in the areas of data governance and tertiary education. 相似文献

Evidence is mounting that individuals do not always behave as strictly ‘rational’ customers of the banking sector as neoclassical models of economics would assume. Instead, scholars and policymakers are increasingly arguing that behavioral economics offers a more useful and realistic means of understanding customer behavior in the real economy. Drawing on data from the first European Central Bank harmonized household survey at the European level and Eurostat, this paper develops a multi‐level model to investigate how individuals actually save. We find evidence that loss aversion bias exists in saving behavior as regards an individual's current level of income, and that evidence of this effect is also supported at the country level. We also find strong evidence that socio‐demographic factors and cross‐country differences influence individuals' saving behavior. We argue that behavioral approaches can – and should – be used to understand saving behavior of individuals, and that this insight should be used towards the ongoing quest to improve future banking practice and financial reform, particularly in the aftermath of the 2008 financial crisis. 相似文献

This article analyses solutions proposed to the problem of orphan works. Orphan works are copyrighted works whose owners are difficult or impossible to identify and/or locate after carrying out a diligent search. The first and foremost aim of providing a solution for the problem of orphan works is to regain the goal of copyright protection, which is to enable the public to access and benefit from protected works. This article examines various solutions that have been adopted by different countries. It also analyses solutions that are under examination for introduction into law, such as limited liability in the United States. The authors reveal that the adoption of a solution by any country requires careful study to introduce the most appropriate approach. It was also found that solving the problem of orphan works would benefit both users and copyright holders. 相似文献

The marine renewable energy (MRE) industry is growing exponentially in the European Union (EU) due to, among other factors, its potential contribution to mitigating climate change. However, there are negative environmental effects associated with the development of MRE that could compromise the protection of the marine ecosystems. In this context, the EU requires environmental protection and sustainable growth for the development of MRE. This article identifies and analyses the main features of the legal framework provided by the EU secondary law instruments regulating the protection of the environment against the impacts of MRE and explores options to strengthen such protection. It argues that the fragmented and sectoral legal framework is theoretically capable of protecting the environment against the impacts of MRE, but needs to be further developed, coordinated and specified to ensure protection in practice. The article also highlights that the consideration of MRE as projects subject to compulsory environmental impact assessment (EIA) under the EIA Directive and the consideration of key environmental obligations during the EIA process could strengthen the ability of the legal framework to provide protection. 相似文献
