Achieving greater female presence in influential positions is a commonly discussed strategy for gender reform in institutions such as the US Congress. Using theory adapted from research on gender in the workplace, this study examines whether women representatives, as ‘managers’ of congressional offices, alter patterns of gender representation in Congress by hiring and promoting more women staffers compared with men representatives. Cross-sectional logistic regression analyses of staffer sex during the 110th and 111th Congresses (2007–10) reveal a positive relationship between women representatives and female presence on congressional staffs. However, the relationship does not hold with respect to the most influential staff positions. These findings provide only limited support for theories that women representatives act as ‘change agents’ by directly facilitating opportunities for women, and highlight the importance of exploring alternative strategies for empowering women and regendering legislative institutions.  相似文献

Reverse projection photogrammetry has long been used to estimate the height of an individual in forensic video examinations. A natural extrapolation would be to apply the same technique on a video to estimate the speed of an object by determining the distance traveled between two points over a set amount of time. To test this theory, five digital video recorders (DVRs) were connected to a single fixed camera to record a vehicle traveling down a track. The vehicle's speed was measured through Doppler radar by a trained operator and the speedometer of the vehicle was also recorded with a video camera. The recorded video was examined and the frames that best depict the beginning and end of the vehicles course were selected. Two reverse projection photogrammetric examinations were performed on the selected frames to establish the position of the vehicle. The distance between the two points was measured, and the time elapsed between the two points was examined. The outcome provided an accurate speed result with a standard degree of uncertainty. This study proves the feasibility of using video data and reverse projection photogrammetry to determine the speed of a vehicle with a limited set of variables. Further research is needed to determine how additional variables would impact the standard degree of uncertainty.  相似文献

Abstract

This article critically examines allegations that H?ngnam, North Korea, served as a transwar site of nuclear weapons research conducted first by Imperial Japan during World War II, then by the Soviet Union in the postwar period, and subsequently by North Korea itself. Rumors of ‘nuclear research’ being conducted there likely derived from and were conflated with reports of secretive efforts by these parties to prospect for, to mine, and to dress uranium-bearing ores in the surrounding area. The article presents new information from recently declassified CIA records and current Russian research.  相似文献

This is an enquiry based on the Vivekacū?āma?i (VC), the primary focus of which is to present viveka (discrimination) along with its three catalysts, namely, ?ruti, tarka, and anubhava as the unique pramā?a of Ultimate Knowledge. This paper discusses the significance of the six popular pramā?as of Advaita Vedānta (AV) and reiterates that as far as AV is concerned epistemologically those pramā?as have merely a provisional value (vyāvahārika). In accordance with the purport of VC this paper argues that ?ruti and tarka, culminating in anubhava (trans-empirical insight sans experience) are blind in themselves and are enthusiastically carried forward by viveka (discrimination) for the attainment of the final realisation. This paper concludes that viveka, along with its three catalysts namely, ?ruti, tarka, and anubhava is the sole pramā?a of the trans-empirical experiential knowledge of Brahman.  相似文献

William J. Chambliss (Bill) is well-known for his path-breaking theories of lawmaking and for his innovative research on state-organized crime. However, the fact that his study of the original vagrancy laws marked the birth of rural critical criminology has gone unrecognized by criminologists. The adoption of the civil service system is the most comprehensive reform of the personnel system in the history of the People's Republic of China. The reformers want to establish a highly qualified and professional administrative corps. Elements of the reform include a merit‐based performance evaluation system that rewards good employees and punishes poor ones, open and fair competition in recruitment and promotion to assure the quality of government officials, and a system based on law that provides continuity and consistency for government policies. The article summarizes case studies of implementation challenges such as recruitment, examinations, selection and promotion, performance evaluation, training, job rotation and salary systems. This article examines the confluence of forces at work to shape U.S. policy toward Cuba since the late 1990s. Our approach examines four key factors involved in policymaking toward Cuba in this period: (1) the entry of new interest groups into the Cuba policy process and an "entrepreneurial" Congress; (2) the executive's constitutionally based interests; (3) bureaucratic interests; and (4) pressure from outside the United States. We examine U.S.–Cuba policy by describing each determinant in isolation and then by looking at the dynamic interaction among them, showing how they are linked together. In doing so, we argue that an analysis including multiple factors better explains U.S. policy toward Cuba than one that focuses on a single factor such as the power of the Cuban-American community.  相似文献
